The gangs of the city are run by Shiv Saran (Gulshan Grover), Bosco, Girja Shankar (Paresh Rawal), Raghunandan (Roopesh Kumar), Bansidhar (Sharat Saxena) and Girdhar (Mahavir Shah). The heads are worried that somebody is picking off their gang members one by one. Police Inspector Amar (Vinod Khanna) goes on a daring drug bust, ending in the arrest of notorious underworld criminals Bansi and Girdhar. Amar's work goes down the drain as the criminals dodge the law and are set free. The lawyer is able to argue that when Amar apprehended the 2 men, he was not in his police uniform, and he did not declare that he is a police officer before arresting them. The lawyer claims that Bansi and Girdhar had withdrawn cash from the bank earlier that day for payroll and got scared when they saw a plain clothes person chasing them. Barrister Shrikant Sharma (Vinod Mehra) is Amar's well-wisher and advises him to remain calm. Amar says that when the law fails, ordinary citizens are forced to take the law in their own hands. Amar says that one day, one crazy person will kill these criminals who are not punished by the law. On cue, a mysterious vigilante shoots Bansi and Girdhar dead. Amar's senior DSP (Shafi Inamdar) assigns him a desk job and appoints Sub-Inspector Reema Kapoor (Dimple Kapadia) as Amar's assistant. Havaldar (Johnny Lever) also works with Amar at the police station. Reema is a very clumsy person and causes chaos wherever she goes. Amar and Reema fall in love with each other and Amar introduces her to his mother (Sushma Seth) and friend, Nitin (Jackie Shroff). Nitin is a journalist and publishes articles against crime and criminals in the city. Nitin lives with his mother (Seema Deo). Nisha (Sonam) is in love with Nitin. Nisha is the daughter of Shrikant. Shrikant wants Nisha to be an independent woman and does not want her to marry Nitin. He makes Nisha realize that Nitin is not in love with her. Meanwhile, a vigilante wreaks havoc in the city, killing the members of the underworld. When Raghunandan is murdered by the vigilante, Reema is in the building, and she gives chase to the vigilante. The vigilante manages to get away and Reema is met by Amar who happened to be in the neighborhood. Next, the vigilante goes after Bosco and once again manages to escape Reema who had guessed correctly that the vigilante would pursue Bosco. After the vigilante escaped, Reema is met by Amar, who saves her from drowning in the swimming pool. Rita (Huma Khan) was with both Bosco and Raghunandan when they were killed by the vigilante. This leads Shiv Saran to believe that she knew the vigilante and he kills her and throws her body into the ocean. The body is discovered by the police and Amar finds Shiv Saran's neck chain in Rita's hands. Amar arrests Shiv Saran from his casino. Once again, the lawyer argues that the locket could have belonged to anyone, and the confession by Shiv Saran was coerced in custody. Shiv Saran is released from custody. Reema stumbles upon Amar's closet, where she finds a helmet and a jacket worn by the vigilante. She brings the matter to the notice of Amar's superiors. Amar is suspended and charged with multiple homicides. Amar's mother also throws him out of the house. Turns out the DSP was in cahoots with Shiv Saran and Girja Shankar. Nitin comes to console Amar, but both are attacked by Shiv Saran. In the attack, Nitin is seriously injured, and Amar pursues Shiv Saran and corners him at gun point. Reema arrives and stops Amar from shooting Shiv Saran. As they argue, the vigilante arrives and shoots Shiv Saran dead. Before Reema can respond, Amar takes a shot at the vigilante and injures him, but the vigilante manages to get away. The vigilante falls from his bike after a distance, and it is revealed to be Nitin. A van comes with a doctor Abdul Rehman (Anjan Srivastav), picks Nitin and leaves. Girja and DSP discuss how to find the vigilante and decide to orchestrate things in such a way that Amar starts hating the vigilante and that way Amar would be the one hunting the vigilante on their behalf. Reema and Amar get engaged and their engagement is attended by Reema's uncle Judge Kapoor (A. K. Hangal). Kapoor sees Nitin and remembers him as a murderer named Jai Kishan from an earlier case in his career. Kapoor narrates the incident to Amar and Shrikant. Kapoor says that Jai Kishan was on trial for the murder of 5 innocents. Jai Kishan was sentenced to death, but the van carrying him to jail had an accident and he died. That is when a person wearing the same clothes as a vigilante attacks the engagement party. In the attack Amar's mother and Reema's uncle Judge Kapoor are both killed. When the attack took place, Nitin was out of the party venue to run an errand. The man pretending to be the vigilante is Girja himself. Girja attacks many other innocent people and in one instance Reema sees the mark on his hand. Amar now starts to doubt Nitin and confronts him at his home. Nitin accepts that he has killed 11 such people who were not punished by law but says that he did not kill Amar's mother or Reema's uncle as they were killed by the person who wanted to defame the vigilante. Nitin claims that he is not alone, and many people like him have played the role as well. Nitin takes Amar to an underground society which is headed by Shrikant. Before Amar could arrest them, DSP arrives at the location and arrests Amar along with the other terrorists, including Nitin. The matter goes to court where Shrikant argues that killing people who were already murderers and criminals is not against the law. These were people who had escaped punishment due to the loopholes in law and all they did was to provide justice to their victims. Jai Kishan says that he was friends with Nitin, who had died due to a drugs overdose. The drugs business in the city was run by Bosco and his associates. At court, Reema sees the mark on Girja's hand and identifies him as the person who killed the innocent people, pretending to be the vigilante. The DSP abducts Reema but is seen by Nisha. Nisha informs Shrikant, Jai Kishan and Amar about how Girja is the real killer and how DSP abducted Reema. Amar and Jai Kishan escaped police custody at the court and went after Girja and DSP. In the fight, Girja turns on the DSP and shoots him. The DSP has a change of heart and asks Amar to take him to court, where he gives testimony against Girja. Girja apprehends Amar and Jai Kishan and takes them to court as escaped convicts. But Amar had anticipated this and hidden Reema and the DSP. Reema brings DSP to court, who identifies Girja as the real killer. Girja tries to escape, but is killed by Amar and Jai Kishan.
