The corpse of 15-year-old student Samiksha, who was brutally murdered, is discovered in the town of Parwanoo, Himachal Pradesh. The body is badly mutilated and was covered in plastic from head to toe when it was discovered. Arjan Sethi (Akshay Kumar) is an aspiring filmmaker who wants to make a film on Psychopaths. Arjan lives I Chandigarh. Arjan father was in the police, so he was able to access the police files on the cases. He was researching the topic for 7 years. Arjan had a degree in Criminal Psychology. Arjan shows his script to film producers who make ludicrous demands such as converting the script into a comedy. One producer agrees to fund the film but wants the killer to not be caught at the end. Arjan refuses saying that no matter how clever the killer is, he or she if always caught at the end. After multiple rejections from film producers and pressure from his family, he becomes a SI in the Himachal Pradesh Police, with the help of his brother-in-law Narinder Singh (Chandrachur Singh), a police officer himself. Since Arjan's father died in the line of duty, he was eligible for the compensatory job from the Government. Narinder makes sure that Arjan is posted to Kasauli, Himachal. While Arjan does have a significant rank, he is treated like a rookie, due to lack of police experience. Specifically, SI Ravichand Machchan (Shahid Latief) who encourages Arjan to do things without following proper procedure. Arjan has an unconventional approach where he likes to talk to criminals instead of torturing them to get confessions. Arjan moves in with his sister Seema (Hrishita Bhatt), Narinder, and their daughter Payal (Renaye Tejani). Payal gets into trouble in school and asks Arjan for help, so he meets her teacher Divya (Rakul Preet Singh) at school, posing as Payal's father, though soon exposed. But Divya sees how protective Arjan is of Payal and that he does not want to use physical violence against kids to induce fear in them. Arjan also befriends Divya's hearing and speech-impaired niece, Iti. Meanwhile, Arjan investigates the abduction of a schoolgirl, Amrita. When she was kidnapped, the only object found was the mutilated head of a doll, that was left outside her house in a gift box. Arjan is given the task to manage the station's stationery, but he wanted to get involved in the case, despite Narinder warning him not to engage with SHO Parmar without gaining some experience. Arjan finds similarities between Samiksha and Amrita's case, due to the mutilations on a doll found at Amrita's house, which were the same as found on Samiksha's face. Arjan says that the killer is a Psychopath. And both girls were wearing a school uniform before being abducted. But his attempts to convince his superior officer, SHO Gudiya Parmar (Sargun Mehta), go futile as there was no doll head found in Samiksha's case. A few days later, Amrita's mutilated corpse is found. The coroner suggests that the perpetrator's Modus Operandi is the same as Samiksha's. The killer's aim was to inflict pain by removing the eyes, breaking teeth, ripping off the front hair, slashes on the cheeks and all this before killing the girls. Arjan travels to Parwanoo and finds that the day Samiksha went missing a gift box with a doll head was delivered to her school. Now Arjan is taken very seriously by Parman's senior. Arjan says that the serial killer wants publicity and that is what should be denied to him or her. Arjan bets that this way the killer will be enraged and will break their own pattern and make a mistake. Meanwhile, Arjan keeps running into Divya and a mutual attraction develops. Over the next few days, another hearing-impaired girl named Komal from Divya's school is abducted and killed. Komal used a hearing aid which had a limited recording function as well. On the day of her kidnapping Komal took an auto and Divya saw her. The auto had a red star painted behind and the word racer written below. By chance Arjan finds the auto and chases the driver. The driver admits to giving tips about young girls to Purushottam Tomar. The search leads to Purushottam Tomar (Sujith Shankar), a teacher at the new school Payal is enrolled in. Tomar is a pedophile who forces girls into Irrumation (A form of oral sex in which someone thrusts their penis into another person's mouth). A gift box with a doll head is found outside Purushottam's house, indicating that the killer kidnapped Komal from Purushottam's house. Payal herself narrowly escapes Purushottam Tomar when Arjan nabs him after getting a tip-off from another victim. While trying to get a confession from him on the spot, Arjan discharges his service firearm. Tomar admits to being a sexual predator but denies the murder charges. In a bid to escape, he holds Parmar at gunpoint, but Arjan guns down Tomar. The same day, Payal is abducted from her birthday party at home and Arjan finds her corpse in their car trunk two days later. A gift box with a doll head was found outside their home as well. To make things worse, Arjan is suspended for his negligence in using his gun when arresting Tomar. Dejected and angry, Arjan unofficially investigates the case himself with the help of a few policemen, including Head Constable Mahinder Guleria (Gurpreet Ghuggi). Finding an audio clip from Komal's hearing aid, he traces a piano tune back to a lady magician/pianist Agnes (Joshua LeClair), who performed at all the victims' schools. Arjan informs his findings to SHO Parmar who believes him and re-appoints him on the case. Arjan finds that Agnes performs a magic show at the victim's school precisely 2 days before the child is kidnapped. Arjan finds that Agnes picks her victims by randomly calling them onto the stage during her magic show, then kills them within the next few days and her next target would be a girl named Aisha. He tries to warn Aisha but despite constant surveillance, she is abducted. Arjan and his team track her location through her mobile phone and save Aisha from being murdered. Agnes escapes and goes to Divya's house, where she attacks Divya and kidnaps Iti. Arjan tracks Agnes to a nearby abandoned building and discovers that Agnes is a man. The man reveals himself to be Christopher, the son of Agnes, who was arrested many years ago after killing a young beautiful girl similar to the other victims. Christopher reveals that he has Progeria (a rare genetic disorder that causes children to age rapidly, starting in their first two years of life), and was bullied when he was younger. A young girl, Sofia (Suhani Sethi), became friends with him when he was younger, but when he confessed his love to her, she humiliated him. Agnes invited Sofia to her home sometime later, where Agnes helped Christopher kill her. Agnes took the blame for the murder, but after she died, Christopher decided to dress up as her and continue killing other girls, as they reminded him of Sofia. Arjan and Christopher fight, but thanks to Iti, Arjan is able to take him down. Divya comes to aid Arjan, as he and Iti walk away from Christopher's body.

A young girl, Sofia (Suhani Sethi), became friends with him when he was younger, but when he confessed his love to her, she humiliated him.
