In a city in California, a man named Joe Lourik works as a taxi driver. At some point, he gets into a heated argument with the president of a finance company over payments owed on his cab. Believing that the company is attempting to swindle him, he forcefully reclaims his payments, but immediately afterwards, is arrested for robbery. Shortly thereafter, he manages to escape (despite being in handcuffs) by hopping a train, where he receives a tip that when he reaches San Diego, he should see a receiver and thief by the name of Patian, who can also remove his handcuffs. Upon reaching San Diego, Joe goes to see Patian, who ultimately removes his handcuffs with a price. In order for Patian to remove the cuffs, Joe must perform an action for him, in which he will serve as the getaway driver in a bank robbery that Patian is planning. Joe agrees, and after the robbery, he is sent to Sacramento to wait at a boarding house, where he will eventually receive his share of the money from the operation. However, the owner of the boarding house tells Joe that he's been tricked, as Patian isn't staying true to his word, and is instead keeping the money for himself. Realizing he's been scammed, Joe decides to return to San Diego to get his money from Patian. Unfortunately, he has no money for bus fare. To get money, he decides to rob a flower shop in downtown Sacramento. However, this is thwarted when he meets the store's clerk, a woman named Laura Benson. Almost immediately, Joe decides not to rob the store, as he becomes attracted to Benson, who likewise, appears to reciprocate his feelings. Deciding to go straight, Joe wins some money in a craps game before buying a garage in Amesville before settling down with Laura. For about a year, everything seems to be looking up for Joe. However, it isn't long before the police begin to catch up with him. At one point, he goes to San Diego to get his money from Patian, but soon finds himself forced by the latter's minions to rob a post office. Afterwards, Joe is desperate and worried that he will be caught should he attempt to return him. With this, he leaves and goes into hiding. At some point, Joe reads a newspaper article that comes as a surprise to him, Laura has given birth to their child, a girl. With this, he arranges to meet with Laura to plan what to do next. Laura pleads with Joe to turn himself in so he can serve his time in prison before they can ultimately start over together. Just as Joe begins to consider this, he hears footsteps, as he realizes that the police where tailing Laura. Joe ultimately flees, but in the process, Laura is arrested and incarcerated as an accomplice. While Laura is incarcerated, Joe contemplates what he should do about this. Eventually, he decides to steal a large amount of money so that Laura and his infant daughter will be secured financially. To fulfill this, he embarks on a crime spree around California in which he is dubbed "The Million Dollar Bandit." Before long, Laura is ultimately released, and she arranges to meet Joe at a secluded location. In this location, since the police are surrounding them, she again tries to convince Joe to give up. Instead, Joe considers escaping again, but this time, Laura and his daughter will join him. After initially giving thought to this, Joe changes his mind when a distraught Laura laments the toll that this will take on the three of them. Finally, realizing that it's for the best, Joe decides to give up. After Laura assures him that she'll wait for him, Joe heads outside and surrenders to the authorities.
