A joint team of MI6 agents and CIA officers, led by senior agent Noel Bisset (Priyanka Chopra), are in Bunol, Spain, during the La Tomatina festival, chasing Russian arms dealer Viktor Gradov (Paddy Considine). Bisset's team includes Agents Thomas 'Coop' Cooper (Sharlto Copley), Jacks (Aled Ilyr Thomas) and Francis (Peter Guiney). Gradov appears on site by deploys decoys, so Bisset requests a link to ECHELON to determine real time which is the real Gradov. Gradov outsmarts them, and his men kill Bisset's team and acquire a link to ECHELON, the global surveillance program used by the Anglosphere intelligence alliance Five Eyes. ECHELON is used by global Agencies like the CIA and MI6 during international operations. Furthermore, due to its highly sensitive nature, the technology is only accessible to agents in the direst of circumstances under strict observation. It monitors and collects worldwide data, including telephone calls, radio communications, faxes, e-mails, and more. Meanwhile, Sam Clarke (Idris Elba), the UK Prime Minister, receives a state visit from the newly elected United States President Will Derringer (John Cena), a former action movie star. Will is married to Cat (Clare Foster) and has a daughter named Sawyer (Robyn Pennington). The two do not get along, as Will says that Sam endorsed his opponent in the middle of the campaign and does not respect him as he is a career actor. A public argument breaks out in front of the press, where when questioned about the failed joint operation in Spain, Sam denies the existence of ECHELON, while Will says that their enemies should be afraid as the US and the UK now have the technology to find and destroy them if they challenge us. It comes out that Will never served with the Special Forces, he only trained with them for his part in the movie, while Sam was an active member of the British Army. Their respective aides Quincy (Richard Coyle) Downing Street Chief of Staff and Bradshaw (Sarah Niles) White House Chief of Staff suggest that they fly to the upcoming NATO summit in Trieste together aboard Air Force One to present a united front to the world. Clarke and Derringer reluctantly agree. However, even on the flight the 2 leaders continue to needle each other. Sam is unwilling to acknowledge Will as a real actor, while Will believes that Sam is a snob and thinks that he is better than everybody around. Sam believes that he is a self-made person as he grew up in a housing project, worked 3 jobs to pay for Cambridge, went to the Army, then to community organizing, then defense attache and then worked his way up in the Parliament to become PM. He says that Will became President as some Hollywood agent liked his jawline. Will doesn't have a single day of public service under his belt. During the flight, Air Force One is attacked by Gradov's terrorists. The terrorists have an insider on the plane disguised as a chef, who infiltrates the command module, kills the agents and enables the location beacon of the aircraft. Air Force One is then attacked by a military aircraft who fires missiles on it and brings the plane down. Clarke and Derringer manage to escape using two parachutes but are left stranded in Belarus and presumed dead by the rest of the world. Sam wants to contact nobody and get to Poland as instructed by the CIA agent on the plane, while Will wants to call his wife and let her, and the world know that they are OK. Sam argues that whoever wants them dead is probably monitoring all communications and throws Will's phone into the water. Meanwhile Vice President Kirk takes control in place of Will. She is given operational control over the ECHELON program, but while the system is being rebooted, Gradov and his hacker named Hammond use their link to take control of the entire system. Realizing that someone in their inner circles has betrayed them to Gradov, the two men manage to hitch a ride to Poland with a friendly Belarusian lady, and seek shelter with CIA officer Marty Comer (Jack Quaid) in Warsaw. But with ECHELON's control, Gradov easily picks this up from the security footage of the safe house and knows the location of the 2 men he is hunting. Comer informs Sam and Will that the terrorists posted a bunch of classified materials online to show how NATO members spied on each other and subverted national interests for decades, including influencing elections. This puts the entire NATO military alliance under a cloud of uncertainty. Will wants to report his presence to the US Embassy, while Sam argues that they need to assume that all High Command posts are compromised. Gradov's men, led by assassins Sasha (Aleksandr Kuznetsov) and Olga (Katrina Durden), attack the hideout, and Comer is shot in the head. Clarke and Derringer escape with the help of Bisset, who survived Gradov's attack in Spain. Bisset tells Clarke and Derringer that the NATO summit has been derailed due to Gradov's hacker Hammond (Stephen Root) breaking in to the Echelon and leaking national security files to the public. Derringer also learns that Clarke and Bisset were in a relationship prior to Clarke deciding to run for office. Bisset says that Gradov's son was a scientist who made brilliant inventions. He was on the verge of developing a nuclear reactor incapable of melting down. He needed Plutonium to test the reactor which his father bought on the black market. The US and UK assumed that the Plutonium was to make a bomb, and make a strike against Gradov, which killed his son. Operation was sanctioned by NATO. It was later that they realized what was actually being developed and stole the schematics for the nuclear reactor through ECHELON and passed it as an US invention. The three embark for the summit in Italy by train, where they are attacked by another one of Gradov's assassins. Hammond, tired of being forced to work for Gradov, kills the assassin, but is mortally wounded in the process. Hammond informs Bisset that Gradov would have a team waiting at the next station to kill the 2 Heads of State. He instructs the trio to go to his former office in Zadar, Croatia, to find out who betrayed them. They manage to locate old chat logs which implicate Derringer's aide Bradshaw. They are once again attacked by Gradov and his assassins, and Clarke is seemingly killed in an explosion. Gradov picks the container which was Hammond's office with a helicopter with Bisset and Will inside it and drops it a little while later, thinking that he has now killed Sam and Will both. But Bisset and Will had jumped from the container before Gradov could drop it. After Gradov drops the container, the assassins try to kill him, as the mission is over and he is the lose end now for the person who organized the whole thing from the beginning, but Gradov manages to kill the assassins and escapes. Derringer and Bisset arrive in Trieste for the summit, where they learn that the real traitor is Vice President Elizabeth Kirk (Carla Gugino), who implicated Bradshaw as a false trail. Will asks Kirk to send a car for him, but when the car arrives, as assassin was already inside it. The assassins Olga and Sasha working for her and Gradov chase Derringer and Bisset through Trieste. The two are saved by Clarke, who survived the explosion and drove from Croatia to Italy in a fire truck. Olga is killed when her grenade launcher goes off by accident during the chase, and the trio arrives at the summit in time to prevent the dissolution of NATO at the hands of Kirk. Derringer confronts her, but she is shot and killed by Gradov, whose assassins assault the summit. Bisset fights and kills Sasha, while Clarke and Derringer pursue Gradov, ultimately killing him when the latter throws a statue at his helicopter, causing it to crash. Two months later, the relationships within NATO have been repaired, and Clarke and Derringer have become close friends. Comer is revealed to have survived the attack in Warsaw due to a metal plate in his head and is approached by Bisset while attempting to pick up women at a bar.
