Aarusaamy (Vikram) is the Deputy Commissioner of Police of Tirunelveli who partners with the local goons to serve the people efficiently and keep the law and order going in the area. Perumal Pichai (Kota Srinivasa Rao) is an underworld don who bribes Saamy to let him do his work peacefully. Saamy in turn presents a few conditions which Pichai accepts, and thus the area in under control. Meanwhile Saamy falls in love with Bhuvana (Trisha Krishnan) and they get engaged. However, things between Saamy and Pichai turn sour as Saamy takes steps against Pichai and his men to maintain law and order. Pichai gets him transferred but Saamy is given a period of 7 days to take charge, at the end of which he has vowed to kill Pichai.
