Michael Steel joins the slave market of Tangier in order to expose them and is able to photograph the intricate workings of the racketeer's activity. Micheal Steel, a curious motion picture photographer, was able to smuggle a small camera into the headquarters of one of the largest white slavery gangs in the Mediteranean. "White Slavery" has been made from the footage shot by his photographer and later used as evidence to convict the gang. It was released by the Tangier Police Department and edited by Exploit Films, Inc. The story starts as Mr. Steel joins the gang in Tangier and as he gradually gains their confidence he is allowed to accompany the various members on their missions to procure girls throughout the Mediterranean area. His camera is able to record the unbelievable slave market that exists under one of the cafes in Tangier. He flies with a renegade American pilot to bring back a girl from the south Spanish coast and finally he is allowed to accompany two of the gang's smoothest operators to Madrid. In the capital Mr. Steel is able to photograph the intricate workings of a theatrical agency that really is only a front for the racketeers' activities. Accompanying a load of girls back to Tangier, he and the gang narrowly escape capture by a Spanish gunboat, only to be trapped on the beach at Tangier. After a gunfight and a wild chase over the cliffs at the Gates of Hercules, the photographer and the gang are captured but Mr. Steel is able to prove his innocence and his film is used to convict the members of the gang at their trial.
