Hong Kong's Independent Commission Against Corruption (ICAC) set up operation "Western Region Black Money" to counter a triad plot to upset the coming elections through bribery, and take over a large piece of land in the New Territories. Ho Quan, the chairman of a township executive committee in the New Territories, learns about the approval of the West Railway Development Plan by the government of the Special Administrative Region (SAR), so that a large area of land price will go up soon. To make sure he will get rich buying cheap now, he conspires with Zhou Ganquan, Luo Weixiong, Liang Zhaoquan, Zhao Zhenming, and other members of the executive committee to illegally identify and bribe the original residents, making sure he will be elected as the chairman, and thus enter the legislature for law enforcement in the future, in position to negotiate with the SAR government the compensation for land acquisition on behalf of the villagers.
