Charley Grayson (Jay C. Flippen), an old circus owner, is the the first American carnival to play in Munich, Germany - a few years after the devastation of WW2. Joe Hammond (Steve Cochran), catches a pickpocket, Willi (Anne Baxter), a blonde with a man's name but without the fifty cents entrance fee to the circus, after she spends some of his money to buy a sausage to appease her hunger. Her situation, and her beauty, leads him to offer her to stay with the circus, working as a cook. After the girl takes a shower with bubbly American soap, he kisses her. Frank Colloni (Lyle Bettger) has the more risky job of the troupe, and the one that attracts more crowds: high diving into a pool covered with blazing oil. Willi is also smitten by his athleticism and courage, and when he feels a headache, she offers him a massage. Soon, he breaks her fears, and gets her with him in the act of high diving - training her step by step. Joe is still wooing Willi, whistling outside the ladies' common tent for her to come out and for them to make love in secret. After she had seen him having lunch too close to Peggy (Helene Stanley), the redhead in the Haitian dance group, she hesitates to go. Then she gets up, puts on a dressing gown, and makes for the door. Peggy had also heard him, and quickly stands up in her pajamas, blocking her rival's way. Willi shoves her aside, and the scratching, rolling cat-fight is on, stopped by the other awaken girls. Willi confronts Joe, and complains of their situation - but he is not of the marrying kind. One day, Charley Grayson introduces the pair of high jumpers, to the great acclaim of a large crowd. After their number, Frank proposes to Willi, and she accepts. Immediately after, she informs Joe that their affair is finished, and to her rage, he says that the marriage does not mean they can't be lovers. After the Collonis' marriage feast, Joe figures he can still exercise his sexual hold over Willi; he keeps appearing to Willi when she is by herself, until one day he tries to kiss her by force. Frank finds them together, and the two men fight over her, in such way that they awake the full circus - and make a spectacle of themselves. Joe demands that Charley dismisses Frank - and he does so. Frank is ready to go, and he tells his wife then that he has money enough to buy themselves a farm, and start a new life. Willi is too adventurous to leave the circus. She asks her part of the money but he refuses that. Eventually they make peace - and love. Next evening, the Collonis pose for Life magazine photo reporter, Bill Vines (George Nader) before the show. But there is no show. When Joe is on the last steps of the ladder to the plunging platform, he falls back - and dies. Willi inherits Jo's US$ 5,000 cash by the will he had written the day after their marriage feast. Bill shows her the published photo report, but Willi is too shocked to enjoy it. She finds sympathy in him, and confesses to him how her marriage had not been a happy one due to Joe's harassment. Joe approaches Willi, tells her that he stopped seeing Peggy, and that he is not good for her. As she still loves him, they sleep together again. Next morning, she wakes up to find that all the stuff in the caravan had been rummaged, and the hidden cash is gone. Joe, too, is gone from the circus. She demands Charley more money to keep on with the high diving act alone, which he reluctantly accepts. Next evening, Willi's high dive his successful, but she faints when she hits the water. Her recovery from hospital is helped by Bill's companionship - that is turning into love. She receives a phone call from Charley, but Frank is close to the phone - and despite apparently she shuns him away on the phone call, she returns to the carnival... to be close to him. From all the carnival's people who had greeted her at the marriage ceremony, only the mute giant, Groppo (Adi Berber), comes now by her - offering her a bouquet of wild flowers. Willi returns to her successful act, and Jo returns to her. He promises to give her back the money he took, and in his attempt to win her affection, he confesses he has worked the wood steps so that they would break under Frank's feet causing the accident - to have her just for himself. She screams, and he tries to strangle her. Groppo intervenes, hunts Frank into the Ferris wheel, from where he throws him down to a death similar to that of Frank's. Groppo is about to commit suicide, but Willi talks him into coming down, and letting the police take him. Eventually, Willi ends up with Bill's arm to support her.

In Quebec, in the sanctuary of his church late one night, Father Michael Logan finds Otto Keller, the German refugee who is employed as the rectory handyman. After asking Logan to hear his confession, the distressed Keller proceeds to tell how he killed a lawyer, Vilette, while trying to rob him. Later, Keller tells his wife Alma, who also works at the rectory, that Logan is barred from reporting the crime by the seal of the confessional. The next day, Keller proceeds to the Vilette mansion, where he is employed one day a week as gardener, and after returning the stolen money, alerts the police of Vilette's murder. The troubled Logan also appears at Vilete's, saying that he has an appointment, and is seen whispering to a woman on the street. Later, Inspector Larreau, who is in charge of the investigation, interviews two schoolgirls, who saw a priest leaving Vilette's house between 11:00 and 11:30 p.m. Suspicious of Logan, Larreau asks him to come to the station. Meanwhile, the anxious Keller hides the bloody cassock he wore on the night of the murder in Logan's room. At the station, Larreau questions Logan about his appointment with Vilette and the woman with whom he was seen, but Logan refuses to answer or provide an alibi for the night of the murder. Feeling certain that Logan is the killer, Larreau calls the Crown prosecutor, Willie Robertson, who is socializing with a member of Parliament, Pierre Grandfort and his wife Ruth, unaware that she was the woman outside Vilette's. The next day, Ruth secretly meets Logan on a ferry and tells him to admit to the police that they were together on the night of the murder, but Logan refuses, as he wants to protect her. However, Murphy, one of Larreau's men, sees them together and reports their meeting to Larreau. Reluctantly, Robertson asks Ruth to visit the station. There, with Larreau, Robertson, Pierre and Logan present, Ruth says she is being blackmailed and that she met with Logan on the night of the murder between nine and eleven o'clock to ask his advice. Although both Pierre and Logan try to protect her, Larreau presses for details. Believing the truth will prove Logan's innocence, Ruth tells a story that explains how she and Logan, who had been childhood sweethearts, were also in love as young adults: When war breaks out, Logan, always serious and noble, volunteers for military service and after a while, Ruth no longer hears from him. She eventually marries Pierre, but after the war, meets again with Logan. Without telling him she is married, she spends a day on an island talking to him. When a storm suddenly hits, they miss the last ferry out and take cover in a nearby summer house, where they spend a chaste night together. The next morning, Vilette, the owner of the house, spots them and recognizes Ruth. Afterward, she sees neither Logan nor Vilette. Five years later, Vilette shows up at Logan's ordination and continues to appear to Ruth in unlikely places. Later, Vilette threatens to blackmail her. Fearing scandal for both Pierre and Logan, Ruth meets with Logan to get his advice without telling Pierre. She and Logan plan to meet in front of Vilette's house the following morning, unaware that Vilette has been murdered. Back in the present, Robertson sends Logan and the Grandforts home, as Ruth has provided an alibi for Logan. However, Larreau tells Robertson that the autopsy report has placed Vilette's time of death after 11:30 p.m., which would have given Logan time to kill Vilette after meeting with Ruth, and that Ruth's testimony has suggested a motive for the killing. The next day, Keller taunts Logan about his vows, which require silence, but after seeing the dark look in Logan's eyes, he loads and pockets a gun. When Murphy arrives to see Logan, Keller embroiders a story about how Logan left in distress, which suggests that Logan is evading the police, but then Logan later shows up voluntarily in Larreau's office and is arrested. Meanwhile, the bloody cassock is found in a trunk during a search of Logan's room. Later, at the trial, as Alma watches, Keller testifies that Logan was in great distress on the night of the murder. Then Ruth's story is twisted by the prosecuting Robertson to insinuate an ongoing affair with Logan. In his testimony, Logan still does not reveal what he knows, nor does he implicate Keller when the cassock is shown as evidence. Although the jury acquits Logan for insufficient evidence, both judge and jury publicly express their suspicions. Logan is then free to go, but the disapproving mob almost crushes him. Seeing this, Alma tries to tell a policeman that Logan is innocent, but the panicked Keller kills her. Larreau, Logan and several policemen follow Keller to the Chateau Frontenac, and corner him in the ballroom. Believing that Logan has finally revealed the truth, Keller accuses him of hypocrisy by breaking his vow and thus, incriminates himself. When Logan moves closer to talk, Keller starts to shoot, but the police shoot Keller. As he dies, Keller asks for forgiveness, and Logan absolves him.

In the small town of Waterloo, Iowa, Thomas and Alleta Sullivan spend the early years of their married life happily attending the christenings of the latest additions to their large Irish-American, Catholic family: George Thomas in 1914, Francis "Frank" Henry in 1916, Joseph Eugene in 1918, Madison "Matt" Abel in 1919 and Albert Leo in 1922. As the five boys grow up, they are doted upon by their mother and sister Genevieve, 'Gen' for short, and given stern but loving guidance by their father, who is a railroad freight conductor. The day before Al's first communion, the youngster persuades Alleta to let him wear his new suit to attend confession. The suit is ruined, however, when the boys, who do everything together, brawl with some neighborhood kids over their new dog, Chiefie. Alleta is dismayed by their conduct, but Father Francis allows Al to take communion after the boys assure him that they bear no grudge against their rivals. Later, the boys get into more mischief when they find a broken-down boat and caulk its holes with mud. The vessel stays afloat until it reaches the middle of a lake, then begins to sink. Chiefie aids in rescuing Al, thereby assuring his place in the family. Upset by Al's near-drowning, Alleta makes her sons promise that they will not set foot in a boat again until they are adults. Another time later, the youngsters are complaining about fetching wood for Alleta's stove when Tom makes an offhand remark about building a wood box in the kitchen wall. Wanting to help Alleta and save themselves some work, the boys obtain lumber on credit and begin building the wood box. George becomes irritated by Frank's imperious manner, however, and leaves the project. The boys then break a water pipe and the kitchen is flooded. George rushes to help, and when Tom arrives and surveys the damage, he assumes that George, as the eldest, is responsible. Before George can explain their good intentions, Tom slaps him, and the boy runs off. Frank confesses all to Tom, and as the evening wears on, each family member invents an excuse to search for the runaway. George reappears the next morning, and after reconciling with his son, Tom declares that this should teach the Sullivans to stick together. Skipping forward several years later in 1939, the boys are grown up and only Al is still in high school. On the day that George wins a motorcycle race, Al meets Katherine Mary, an only child who lives with her father. Despite their youth, Al and Katherine Mary fall in love, and soon Al shows Gen the engagement ring that he has purchased. Believing that Al is too young for marriage, his brothers tease Katherine Mary when she comes for dinner and convince her that Al has many girlfriends. After Katherine Mary leaves in tears and Al sinks into despair, the brothers realize the damage they have done, and with Gen, Tom and Alleta in tow, they apologize to Katherine Mary. Soon after, Katherine Mary and Al are married, and ten months later, are expecting a baby. Al is fired for taking the afternoon off to escort his wife to the doctor, but his brothers vow to help them out. Later, months after little Jimmy has been welcomed into the family, the family is lolling about on Sunday, December 7, 1941, when they hear a radio report about the attack on Pearl Harbor. The boys realize that one of their friends was on the Arizona and resolve to join the Navy to avenge him. Al decides that he cannot go with his brothers, due to his family responsibilities, but when Katherine Mary sees his despondent face, she tells him to accompany the others to the recruiting station. The brothers tell Commander Robinson that they want to serve on the same ship, but Robinson states that the Navy can make no such guarantees. The brothers leave, but later, after George receives his draft notice, he writes to the Navy Department and obtains official permission for the boys to serve together. Later, Tom, Alleta and Katherine Mary eagerly await letters from their loved ones, who are serving aboard the USS Juneau in the Pacific. The fighting in the Pacific grows more intense as war rages off the Solomon Islands, and one night during a fierce nighttime battle on November 13, 1942, the Juneau is hit by Japanese gunfire. Four of the brothers find each other, then realize that George is below in sick bay. They rush down to get him, and when George insists they leave him behind, Al replies, "We can't go swimming without you." Suddenly the entire ship explodes and sinks after being hit again leaving no survivors. Soon after, Robinson visits the Sullivan home and tells Katherine Mary, Tom, Alleta and Gen that all five of the brothers were killed in action. Stunned, Tom goes to work and salutes the water tower on which his sons used to stand and wave to him. Sometime later, Tom, Katherine Mary and Gen, who has joined the WAVES, watch with pride while Alleta christens a new destroyer, the U.S.S. The Sullivans. As Tom and Alleta watch the ship sail away, Alleta declares, "Tom, our boys are afloat again."
