Nandha Gopalan Kumaran (NGK), a charismatic young man, embarks on a political journey that brings about an unprecedented socio-political revolution. Directed by ace filmmaker K. Selvaraghavan, NGK stars Suriya Sivakumar in the titular role.

The story is narrated by the main character, "Kokki" Kumar, in a jail cell. Kumar is a secondary school student who lives in the slums of Pudhupettai, in Chennai. After coming home from a film, he sees his mother's dead body. She was killed by his father, following an argument. After overhearing a conversation between his father and his friend that they plan on killing him too, as he was a witness, Kumar flees from home. Homeless and with no food, he resorts to begging. He is arrested, under false charges, while he watches the police arrest criminals on the street. After being released on bail, he befriends Mani and the others, all of whom work for a thug named Anbu. Anbu works for the opposition party's leader Thamizhselvan, who is a criminal and local politician. They take Kumar under their wing and give him petty jobs. During a confrontation with rival gangsters headed by the ruling party's politician Murthy, Kumar kills Murthy's brother single-handedly amidst 100 goons, earning the respect of his gang. Anbu makes him join a gang consisting of professional killers. There, Kumar learns the way of being a killer while surviving attacks from Murthy's men. The gang refuses to help Kumar avoid Murthy's men since their intervention would spark a gang war. Kumar murders several of his opponents singlehandedly, earning him respect from the others. Krishnaveni is a prostitute who works under Anbu. Kumar likes her and asks Anbu to release her. Anbu is shocked at Kumar's audacity and refuses his request. He thrashes Krishnaveni and orders his men to kill Kumar. Kumar approaches Anbu and begs pardon, but when Anbu refuses, Kumar kills him. Thamizhselvan allows Kumar to take over Anbu's business only if he can survive the night from Anbu's men. Kumar survives, and Thamizhselvan makes good on his word. Anbu's goons refuse to obey Kumar since he is young and inexperienced. But Kumar kills his opposition, as well as his father, and becomes a dreaded don in North Chennai. Murthy is paralysed by Kumar's men for refusing a truce. Kumar then meets Selvi, Mani's sister, and marries her forcibly on the eve of her wedding. Mani tries to kill Kumar unsuccessfully then joins Murthy's gang. Meanwhile, Krishnaveni reveals that she is pregnant with Kumar's child, and Kumar marries her as well. Mani becomes an informant and testifies in court over Kumar's killings; Kumar threatens Selvi and her mother, and thus avoids charges through witness intimidation. Kumar is the given a post in the party by Thamizhselvan to prevent him from defecting. Due to his increasing crime record and fear of being killed, Kumar asks for a seat as a Member of the Legislative Assembly (MLA) but is ridiculed by everyone, including Thamizhselvan, and ultimately removed after threatening to kill the other members with an aruval. Murthy learns about this and plans to assassinate Kumar and his family. Fearing for their safety, Kumar sends Krishnaveni and his newborn son away, but Murthy's men intercept them, kill her, and take the baby. He requests Selvi to ask her brother Mani for help, but she refuses and reveals her displeasure at how Kumar ruined her life and that she plans to return to her former fiancé. Mani is compassionate enough to return the baby safely to Kumar. Kumar then gives the baby to a kind-hearted woman, without revealing himself as the father of the child. The kind hearted woman is a married woman with two children, who earns her living by working as a housemaid in four houses. Kumar decides to exact revenge and kills Murthy's henchmen in his residence, but his right hand is crippled during a fight. Murthy ultimately commits suicide, which is then followed by Kumar's arrest. In the present day, the police and prison warden come to retrieve Kumar from his cell, with Kumar under the impression that he is to be executed. However, during the epilogue, it is revealed that the incumbent Chief Minister arranged Kumar's release and named him as an MLA candidate in the following election. Kumar praises Murthy and ironically states that he would have killed the people responsible for Murthy's death had India not been the birthplace of Gandhi. In the epilogue, it is also revealed that Kumar served three times as an MLA and twice as the Finance Minister of Tamil Nadu. Despite his political growth, he still could not find his son. Selvi is also revealed to have conducted her second marriage with her former fiance. Two months after her marriage her husband went missing. After that Selvi has been committed to an asylum.

The film starts with Angela Kathamuthu (Rohini) and her cameraman in Central Jail interviewing prisoners serving life imprisonment and awaiting the death sentence. She meets Kothala Thevar (Pasupathy) who is serving a life sentence. He tells his version of the story that led to his conviction. According to him the root cause of the problem is Virumaandi (Kamal Haasan) - the happy go lucky rogue. His support to Kothala Thevar in his clash against Nallama Naicker (Napoleon) brings about a bonding between the two. Annalakshmi (Abhirami), the niece of Thevar falls for Virumaandi. Thevar with an eye on the fertile land owned by Virumaandi does not object to the romance. According to Thevar, Annalakshmi was abducted by Virumaandi and raped. A clash between Virumaandi and Thevar takes places in which 24 innocent people are killed. Now it's Virumaandi's turn to tell his version of the story. He tells of how he fell in love with Annalakshmi and of her influence on him. She taught him to apologize and that forgiveness is a virtue. A clash at the Panchayata infuriates Annalakshmi and she asks Virumaandi to apologize to the elders whom he insulted. He goes to apologize but Thevar and his men, thinking he has gone to take revenge, come in groups and hack down innocents to death. Thevar uses his clout to get out of the murder charge but Virumaandi who was involved in the bloodbath is disturbed because he had to lie to save Thevar and his kin. As part of the penance he wills his land for the villagers. Annalakshmi asks him to marry her and leave the village. He marries her at the village temple and goes away in the night with the girl and stays with a relative. Thevar's men come and abduct Annalakshmi and forcibly get her married to Thevar's nephew. This is to ensure that Annalakshmi's property does not go to Virumaandi. Annalakshmi commits suicide. Virumaandi takes revenge by hacking to death Thevar's family. Thevar escapes. Nallama Naicker gives refuge to Virumaandi and sends him off to Chennai. Thevar and his men ask Nallama Naicker to hand over Virumaandi. A battle ensues in which Nallama Naicker is killed. The case goes to court. Virumaandi turns up in court. He finds all evidence is against him. He is convicted of having raped Annalakshmi and killing her and later on killing 26 men of Thevar who inquired into the rape. Angela Kathamuthu's cameraman discreetly shoots the deputy jailor conspiring with wardens and convicts to bump off the chief jailor (Nassar). A revolt among the jail staff leads to a jail break, the jailor being stabbed and Virumaandi saving the vital evidence and Angela from the deputy jailor and his henchmen. Udhayakumaran is a college student who does research on subatomic physics. He is offered a research position at Princeton University due to his ground-breaking research papers. However, he declines the offer and becomes a lecturer in his college, where he meets Vasanthi, and they fall in love with each other. Udhaya later discovers that she has already been engaged and decides to move to another city. With the help of Basheer, he finds a job as a reporter in Chennai. Unfortunately, Basheer dies in a bomb blast, and Udhaya unwittingly gets to meet the people responsible for Basheer's death, who introduce him to their boss Dhananjay Veeran, who poses as a crusader with veiled intentions. Udhaya sympathizes with the crusaders and helps build an instrument to break granite slabs, aiding manual labor. Later, he builds a bomb born out of his research and gives it to Veeran to help their cause in supporting laborers. However, Veeran uses the bomb on a train without Udhaya's knowledge, killing many innocent people and framing Udhaya for the bomb blast, who gets arrested for a crime he did not commit. En route from the court, the police vehicle is caught in a puddle, and Udhaya gets a chance to escape. On the run, he stumbles upon Veeran and his accomplice discussing a plot to bomb a school bus, and then, he comes to the realization that Veeran is the culprit. Udhaya manages to save the school kids from the explosion. Veeran arrives and attempts to shoot Udhaya. A fight ensues in which Veeran is thrown into the flames of the wreckage. Udhaya is arrested and tried in court, where he pleads not guilty and is released, embracing Vasanthi as the credits roll.

A little girl is told by her parents that she is adopted. Determined to find her real mother, she begs to be taken to Sri Lanka, where her mother works with a militant group of activists. Dhileepan and Shyama are Tamil-speaking residents of Mankulam, Sri Lanka, who get married with the blessings of their respective families. After the marriage, Shyama confides that she would like to be a mother of eight children, but she is stunned when her husband tells her that he cannot father any children until there is peace between the mainstream and the Tamils in this country. Nevertheless, they do get intimate, which results in Shyama getting pregnant. Dhileepan goes into hiding because of his connections with the Tamil Tigers, while Shyama returns to her father's house. A storm threatens their village, and they are forced to flee to a Refugee Camp in Rameswaram, India. Alone, without any support, Shyama gives birth to a girl, leaves her, and returns to Sri Lanka to be with her husband. The child gets noticed by noted Tamil author Thiruchelvan, who lives with his sister, her husband, and their son and writes books under the pen-name of Indra, who is actually an attractive TV newswoman who lives next door. When he comes forward to adopt her, he is initially refused, as he must be married in order to adopt any child. He accordingly gets married to Indra, and they adopt the child and name her Amudha. Subsequently, they become parents of two sons, Vinayan and Akhilan. After Amudha completes her ninth year, she is told that she has been adopted, which compels her to start searching for her biological mother. Amudha initially runs aways to Rameswaram, but she is unable to locate her and continues to be distraught until Thiruchelvan promises to take her to Mankulam. They do come across a woman named Shyama, but she denies having any children, and it is then that they find out that there is another Mankulam in the north of Sri Lanka. They travel there, among almost war-like conditions, and it is here that Thiruchelvan and his guide, Dr. Herold Vikramsinghe, will be abducted by Tamil Tigers, who, in turn, will arrange for a meeting with Shyama.
