John Henry Irons (Shaquille O'Neal) is a weapons designer who invents high-tech laser guns and protective armor for the United States military. One soldier, Nathaniel Burke (Judd Nelson), decides to show just what Irons' weapons can do and sets one of Irons' laser guns at the highest power setting, firing the device at an abandoned building. However, the weapon backfires and destroys the building the team is situated in. Irons' partner, Susan "Sparky" Sparks (Annabeth Gish), is crushed by a large slab of concrete in the ensuing chaos. In court, Irons reveals Burke's role in the incident and Burke is dismissed from the military. Because his weapons resulted in Sparks becoming a paraplegic, Irons resigns in disgust. Meanwhile, Burke hatches a plot to sell Irons' weapons to criminal gangs, recruiting a video arcade manager to help him carry out this deed. Irons witnesses a bank robbery organized by gang members wielding Burke's modified guns; they escape before he can interrogate them on where they obtained the weapons. The gang does not tell Irons anything when confronted directly in their hideout. Irons visits Sparks in a veteran's hospital and takes her to his own assembled laboratory, where he hopes he and Sparks can create weapons needed to combat the criminals. With the help of Uncle Joe (Richard Roundtree), they forge a suit of armor and the weaponry necessary for Irons to carry out his war on crime and become the vigilante "Steel". However, during his crusade against crime, Irons is pursued by the cops and is forced to return to his lair. The next night, the robbers arrange to rob another bank. Irons, as Steel, tries to stop them, but is hindered by the robbers' weapons. When Irons returns to his grandmother's (Irma P. Hall) house, he is arrested. Meanwhile, Burke prepares to auction off all his modified weapons to every criminal organization in the world over the Internet. When Irons is released from jail, Sparky is captured by Burke's thugs. Irons, as Steel, attempts to infiltrate Burke's headquarters, but is captured himself in the process. When Burke continues with the auction, he is tricked by Steel, which allows him and Sparks to rebel and destroy Burke's lair. Burke himself is killed when a laser he fires towards Steel reflects back towards him due to Steel's suit.

When jobless Tommy Collins discovers that sequestered jurors earn free room and board as well as $5-a-day, he gets himself assigned to a jury in a murder trial. Once there, he does everything he can to prolong the trial and deliberations and make the sequestration more comfortable for himself. —Steve Derby <sderby@sdeco.com> Tommy Collins is an out of work male stripper living at home with his mother and her boyfriend...until they decide to go to Vegas to get married and take their mobile home with them and leave him behind. Before this happens he gets a letter summoning him to jury duty, which he initially throws away, but when he finds his only other option is to stay with some rather questionable relatives, he retrieves it and heads to jury duty. He makes it a point to get out of any trial that will be over quickly, then gets assigned to a murder trial which might take a few days. Even being sequestered into a dated hotel room in a historical wing that is being remodeled isn't so bad...until be finds he's rooming with his former high school principal...who likes to sleep to motivational cassettes cranked up full blast. In a desperate move, he manages to get down to the front desk and beg to be moved. Since business is slipping badly at the hotel, the manager makes a deal to use him as a marketing tool, and put him in a luxurious penthouse suite as compensation. All is well for him now. The trial is for a guy who is accused of murdering a number of people at a fast food restaurant, and he looks rather psychotic as well. This makes it seem to be an automatic slam dunk to all of the jurors. However, in fear of having nowhere else to go and of losing his pampered lifestyle, Tommy starts stalling and prolonging the deliberations by continuously going over the evidence. He ends up showing the case in a whole new light, and actually ends up changing the minds of his fellow jurors. Just when he finally won the respect and admiration from them, and they are about to find the defendant not guilty, his secret is found out by not just any juror, but a girl he has been infatuated with since day one. John Rambo, the former Green Beret of the United States Army, is incarcerated at a penal labor facility three years after the events in Hope, Washington. His commanding officer from the Vietnam War, Colonel Sam Trautman, greets him. According to Trautman, reports that prisoners of war are still being held in Vietnam are putting pressure on the U.S. government. Rambo's name was proposed because he is familiar with the POW camp, and a solo infiltration mission has been authorized to verify these reports in order to appease the public. In return for a presidential pardon, Rambo consents to accept the mission. Rambo and Trautman arrive in Thailand, where they are met by Ericson, the helicopter pilot, his partner Lifer, and Marshall Murdock, the bureaucrat in charge of the operation. Instead of interacting with enemy personnel or attempting a rescue, he is told to take photographs of a suspected POW camp. Rambo only has faith in Trautman, the only person working on the operation. Rambo's parachute is snagged during his aerial launch. Only knives and a bow and arrow remain after he is forced to cut himself free and abandon the majority of his equipment. They are taken upriver by local river pirates, who are arranged by his designated contact, Vietnamese intelligence agent Co Bao. Rambo arrives at the Vietnamese camp, where Lieutenant Tay and Captain Vinh are in charge. Rambo affirms that POWs are present. He releases prisoners of war. A Vietnamese gunboat closes in, and Rambo, Co., and Banks try to flee, but are betrayed by the river pirates. Using an RPG, Rambo disables the gunboat and eliminates the pirates. Rambo and Banks split off from Co. before they arrive at an extraction point. Trautman spots them on a rescue helicopter with Ericson and Lifer under mortar attack. After Trautman notifies base, Ericson is told to stop the rescue by Murdock. As the crew deserts Rambo and Banks, who are taken prisoner by the Vietnamese, Lifer stops Trautman from intervening. When he returns to base, Trautman confronts Murdock, who admits the mission was a hoax. In order to secure their release, the United States would have had to invest resources or possibly launch another war, so any evidence of prisoners of war would have been disregarded. Rambo discovers at the POW camp that the Soviet military is helping the Vietnamese. Rambo is mistreated and questioned by Soviet liaison Lieutenant Colonel Podovsky and Sergeant Yushin, his right-hand man. He is ordered by Podovsky to broadcast a warning to Murdock against conducting any more rescue operations. When Rambo declines, he is subjected to electric shock torture. When Banks is introduced and threatened with eye-gouging, he gives in. Rambo calls his base using a coded radio frequency, but he also threatens Murdock for betraying him, defeats his captors, and leaves the camp with the assistance of Co, who has infiltrated it. Rambo consents to take Co to the US while they are both evading capture. However, Lieutenant Tay later shoots Co. Cutting a red headband off of her dress and wearing her necklace, Rambo buries a dying Co after promising to remember her. Using guerrilla tactics and weapons, Rambo starts killing the Vietnamese and Russian soldiers. He also uses an explosive-tipped arrow to kill Tay. Rambo climbs aboard the helicopter and throws Yushin to his death after he attacks him from it. Then, he takes control of the helicopter and uses it to bombard the POW camp. He releases POWs, including Banks. Podovsky follows them in a Super Puma attack helicopter after they board the seized helicopter. Rambo uses a rocket launcher to destroy Podovsky's helicopter after feigning a crash to deceive him. Rambo goes back to base with the POWs. Rambo assaults Ericson for leaving him before destroying the mission control room's entire computer system. He demands that other prisoners of war be rescued and threatens Murdock. Rambo rejects Trautman's attempts to persuade him to return to a tranquil life at home, claiming that he wants the nation to take care of its soldiers in the same way that they take care of the nation. When Trautman asks Rambo how he would live, he responds, "day by day," and turns to leave.
