Thieves infiltrate the Metropolitan Museum of Art inside an actual Trojan horse, preparing to steal an entire gallery of paintings, but are apprehended. In the confusion, billionaire Thomas Crown (Pierce Brosnan) - the crime's secret mastermind - steals Monet's painting of San Giorgio Maggiore at Dusk. NYPD Detective Michael McCann (Denis Leary) heads the investigation into the theft of the $100 million artwork, with the unwelcome assistance of insurance investigator Catherine Banning (Rene Russo). Banning says that according to McCann, the thieves shut off the AC to drive out the crowd from the museum (but they were themselves among the crowd). Plus, the theory of trying to steal 1000 pounds of artwork (plus 800 pounds of their own weight) doesn't seem plausible with a chopper that has a 600-pound effective load. There is also a mystery of a titanium briefcase that was used to keep open a specific gate of a section from where the Monet was stolen. Banning figures that the Monet section had thermal cameras. When the air was cut off, the temp rose so much that the entire camera feed was wiped off. But the rest of the sections were fine. She then figures that the desk in front of the Monet had 3 legs in the video and only 2 actually. (the 3rd leg was another briefcase placed by Thomas earlier in the day, in which he took the Monet home). Banning reckons that the bench briefcase also had a heater that increased the temp around the Monet more than the rest of the museum. Banning watches as Thomas comes in to identify the perpetrators. She interrogates one of them and figures that they were hired to conduct the robbery by a middleman. They were given schedules and timetables and everything. Banning thinks they were hired to create a diversion. Crown donates a Pissarro to fill the Monet's space in the museum and falls under Banning's suspicion. Banning meets Thomas and tells him that she suspects him of stealing the Monet. Thomas is intrigued and asks her out to dinner. She convinces McCann to begin surveillance of Crown, deducing that the wealthy playboy is motivated not by money but the sheer thrill of the crime. Banning accepts Crown's invitation to dinner. Before the date, Crown's therapist correctly guesses that he has found "a worthy adversary" in Banning. Before dinner Thomas takes Banning to the museum. Banning taunts Thomas by saying that personally she would have taken an irrelevant painting rather than the Monet (and points to the painting of a boat on a lake). At dinner, Banning has a copy of Crown's keys made; she and her team search his home and discover the Monet, which is revealed to be a taunting imitation, painted over a copy of Poker Sympathy from the Dogs Playing Poker series. Banning confronts Crown and the two give in to their mutual attraction, spending a passionate night together. Banning and Crown continue their cat-and-mouse game and their trysts, despite McCann's surveillance. Accompanying Crown on a trip to Martinique, Banning realizes he is preparing to run and rejects his offer to join him when the time comes. Banning is having full blown feelings towards Thomas but continues to look for clues for the missing Monet. After she returns, McCann presents Banning with photographs of Crown with another woman, Anna (Esther Cañadas), complicating her feelings toward the case and her prime suspect. when confronted Thomas maintained that he allowed himself to be photographed with Anna as he wanted to know Banning's true feelings towards him. Banning and McCann discover that the fake Monet is in fact an expert forgery that could only have been painted by someone with access to the original; they visit the likeliest forger in prison, to no avail, although his attitude suggests to them that he recognizes the work. Later, Banning finds Crown packing his belongings with Anna. He promises Banning his interest lies with her alone, stating that Anna works for him, but he would be compromising her to define the nature of their association, and offers to return the Monet, giving her a time and place to meet him when he's finished. Tearfully, Banning leaves and informs McCann. The following day, the police stake out the museum, waiting to arrest Crown. Banning learns that the fake Monet was painted by Anna; the imprisoned forger is her father, a partner of Crown, who became her guardian. Crown arrives but quickly blends into the crowd, aided by lookalikes in bowler hats a la Magritte's The Son of Man. Evading police, Crown sets off the museum's fire sprinklers. His donated Pissarro, hanging in the Monet's place, is washed clean by the sprinklers to reveal the real Monet. Crown's plan is made clear; upon stealing the Monet, Crown had Anna forge the Pissarro over it, and "returned" it to the museum. However, Crown has now vanished with another painting (the one that Banning had pointed to early on), but Banning's employer and McCann consider their case closed as this painting is not covered by Banning's employer. Banning races to meet Crown but finds only the missing painting. Devastated, she sends the painting to McCann, and boards a plane back to London. Taking her seat, she finds Crown sitting behind her and the two are passionately reunited.

The film begins with GloboTech Industries acquiring the Heartland toy company, CEO Gil Mars tells remaining toy designers Larry Benson and Irwin Wayfair to develop actual live-action toys capable of "playing back". Mars selects the action figures the Commando Elite for the project and educational toys the Gorgonites for their enemies. After Mars forgoes any safety testing and sets a short production time, Benson uses Irwin's password and chooses GloboTech's overly powerful, X1000 intelligent AI munitions microprocessor integrated circuit to control the toys. Teenager Alan Abernathy signs off for a shipment of the toys at his family's toy store without his father's consent. He and a delivery truck driver named Joe investigate the toys introducing the Gorgonites' leader Archer and the Commando Elite's leader Chip Hazard. The daughter of Alan's next-door neighbor and love interest, Christy Fimple, buys Chip as a birthday present for her brother Timmy. After Archer sneaks to Alan's home in Alan's backpack, Alan realizes that he is a sentient being, but in the meantime, the Commando Elite awaken and apparently destroy the Gorgonites in the toy store. Alan calls the company and fills in a complaint. Later when Larry and Irwin listen to Alan's voice mail, they wonder how Alan got the toys since they were only supposed to be released at a later date, causing Larry to conclude that they are dealing with industrial espionage. Larry tries to ignore the problem until he admits he ordered the AI chips, and he used Irwin's password to get the AI chips. Irwin is terrified to discover that the X1000 were originally designed for military purposes. Larry and Irwin head to the facility that made the munitions chips and learn that the X1000 chips can learn and grow based on their programming and they can also overcome their programming. However, they cannot stand an EMP since the shielding required to protect the chips was not cost effective, which caused the government to shut down the project. Meanwhile, Chip and his squad pursue Alan to his home and attempt to kill him and Archer. Alan is attacked by Nick Nitro, whom he mortally wounds. The next day, Alan and Archer find the rest of the Gorgonites in a dumpster. At home, Alan learns that the primary goal of the Gorgonites is to seek their homeland Gorgon which they mistakenly believe to be Yosemite National Park. The Commando Elite aware of Alan's interest in Christy upon intercepting a phone call occurring between them, invade the Fimples' house, drug Christy's parents with sleeping pills, tie up and gag Timmy and place him in a closet, turn Christy's collection of Gwendy dolls into auxiliaries and wait for Christy. She comes back from a date and is finally captured herself with the dolls, who declare that "it's their turn to play with her." After hearing her scream, her boyfriend runs up to see her being held down by the dolls, tied with ropes, and gagged. Before he can do anything, the Commandos attack him, causing him to run out of the room. Chip asks Christy if she is scared; he states "you'd have to be crazy not to be scared" causing her to look up in dread. They send a video message to Alan, telling him to surrender the Gorgonites or Christy will die. Alan and Archer distract the Commandos and sneak into the Fimple house to save Christy, who warms to Alan for his courage. She is tied to a chair and gagged with duct tape, but Archer frees her. They are then pursued down the street by the Commando Elite in heavily armed kit-bash vehicles, but they are all destroyed during the chase - except Chip who locates Joe's truck full of recalled Commandos. At Alan's house, Irwin and Larry seek out Alan after monitoring his phone call about the dangerous nature of the toys. Stuart punches Larry for the Commando Elite almost killing Alan. Chip attacks the house with more Commandos equipped with large numbers of improvised vehicles and weapons, and a battle breaks out between the Commando Elite and the humans inside. During the battle, the humans learn they can fry the toys' chips with an EMP blast. Alan heads out to destroy a nearby power-line to overload it and create such a pulse; Christy, Irwin and Larry head to the Fimples' house to turn on all of the electronic items inside and wedge the power transformers open to reinforce the pulse. The normally peaceful Gorgonites exit the house and fight back against the Commando Elite. Chip flies to the top of the power-line pole to stop Alan, where he briefly battles and defeats Archer. But just as Chip claims victory, Alan seizes Chip and jams him into the power-line, triggering an EMP blast which kills Chip along with all of the remaining Commando Elite. The next day, while the police and firefighters are cleaning up, Gil arrives in his helicopter. He bribes Joe, the Fimples, and the Abernathys into silence and orders Larry and Irwin to prepare the Commando Elite for military missions in South America. Gil is disappointed that the toys will never be a big hit in the toy stores. Amongst the craziness of the aftermath, Alan and Christy part on highly amicable terms, and Alan later discovers that the Gorgonites have screened themselves from the EMP blast by hiding underneath the Fimples' large satellite dish. The Gorgonites are surprised that they finally won the war against the Commando Elite. The film ends with him accompanying them into Yosemite National Park where he sends them out in a large toy boat from his father's store to find their island home of Gorgon.

The movie opens with Charlie Barret (Christopher Walken) walking to his private table in a restaurant, only to see three young men sitting at his table - Avery (Henry Thomas), Max (Sean Patrick Flanery) and Brett (Jay Mohr). Charlie happens to know Avery's father, and after an initial reluctance, is willing to go with the boys for a 'night on the town'. As the scene progresses, it shifts back and forth to the planning of what they're going to do to Charlie - they plan to kidnap him by strapping him to his seat and use some chloroform to knock him out. Naturally, things don't go as smoothly as they wanted, and Charlie tries fighting back - but eventually succumbs and passes out. When Charlie wakes up, he sees himself surrounded by the three men, and a fourth friend, T.K. (Jeremy Sisto), dressed in a doctor's uniform, checking his vital signs. It's soon revealed that Charlie 'used' to be Carlo Bartolucci, a mob figure. The boys then explain that Avery's sister, Elise (Laura Harris), has been kidnapped, and that the kidnappers (Frank Medrano and Brad Garrett) are demanding $2 million ransom for her release. They figure that Charlie still has connections to get that kind of money to the gangsters, and they want his cooperation. To ensure that Charlie knows how serious they are, Charlie is shown his pinkie finger, complete with a signet ring, cut off and floating in a bowl of ice - since the same was allegedly done to Avery's sister. Part of the incentive that Charlie help them immediately is that there is a small window of time available where a hospital could successfully sew the finger back on and the clock was running out. Charlie flies into a rage, stating "I'm looking at dead men." However, he eventually agrees to help them. Part of the reason Charlie decides to help is that it becomes apparent towards the middle of the film that due to lifelong heavy drinking, Charlie has a major deficiency of Vitamin K, a major component needed for the body to form blood clots: Basically meaning that while a normal healthy person would have minimal bleeding after having his pinkie amputated (Especially considering that T.K. has medical training and bandaged up the wound correctly), Charlie, on the other hand, would continue to bleed to death without proper medical treatment. Charlie then contacts his lawyer, who in turn contacts Lono (Denis Leary), Charlie's bodyguard, asking him to track Charlie down. Lono goes about his own investigation, asking for (and in some cases beating out) information from people, including the hostess, Jennifer (Nina Siemaszko) who usually waits on Charlie, and a friend of Charlie's, Lydia (Laura San Giacomo). During the course of these conversations, an added backstory is shown about both Lono and Charlie, including how Charlie got his signet ring. Charlie, meanwhile, tries to take the boys' naïvete to his advantage. A fifth friend, Ira (Johnny Galecki) shows up they are in his father's house, and Ira didn't know anything about what they had planned. Charlie starts playing the boys off of each other, slowly getting information out of them, including how they got into this mess in the first place. After much cajoling and piecing information together, Charlie learns that Avery was actually the one responsible for his sister's kidnapping. The boys had, the previous summer, spent a wild weekend in Atlantic City, where they dropped tens of thousands of dollars on various bets. Avery had gotten in over his head wagering on a basketball game, and had to come up with a way to pay off his $50,000 debt. The two mobsters approached him and told him they would kidnap his sister and take the "ransom" as payment for the debt. Lono eventually makes his way to Ira's house and has Charlie removed from his restraints, around the same time that the money is sent to the two thugs. The next day, Charlie and Lono meet up with the two gangsters who had kidnapped Avery's sister, around the same time that Avery learns that his sister is not at the hospital where she is supposed to have been. Charlie and Lono figure out that Elise had come up with a plan to fake the kidnapping and ask for a $2 million ransom; the thugs would get $1 million for playing along, while Max and Elise would walk away with the rest. Charlie and Lono track Max and Elise to a boat off a tropical island where, although Charlie understands their reasons for conning him, he has Lono kill them both. The President (Michael Belson) is caught making advances on an underage girl inside the Oval Office, less than two weeks before the election. Conrad Brean (Robert De Niro), a top spin doctor, is brought in by presidential aide Winifred Ames (Anne Heche) to take the public's attention away from the scandal. The President himself is in China, while Washington Post has the story and is ready to roll with it the following day. Conrad starts by delaying the President's return by 1 day claiming that he got sick in China. And then he floats a rumor regarding a deal for the B3 Bomber, only there is no B3 Bomber. As Conrad works with Ames on his plans, the news of the Presidential sexual misconduct with an underage girl hits the TV news. The President's rial Senator Neal (Craig T. Nelson) goes on TV and demands that the President step down to allow for an impartial investigation. The President is still 17 points ahead of Neal in the opinion polls. Conrad decides to construct a fictional war in Albania, hoping the media will concentrate on this instead. Conrad then ties in the rumor and adds that this is why the B3 bomber is being mobilized. Conrad plants questions in the media briefing regarding the situation in Albania and the B3 bomber being mobilized. The White House Press secretary had no knowledge of either and vehemently denied any such developments, thereby providing more credence to the stories. Brean contacts Hollywood producer Stanley Motss (Dustin Hoffman) to create the war, complete with a theme song and fake film footage of a photogenic orphan. Conrad convinces Motss that war is show business. Each war in the American past is characterized by a single iconic photo or event. People remember the symbolism but forget the war itself. Conrad argues that why US is at war with Albania is almost immaterial as when the bombs start falling, the reasons are sent to the background. Grace (Suzie Plakson) is Motss' assistant. Motss comes up with the story that Albania has a nuclear bomb and is threatening the US with it. The Albanians have placed the device into a suitcase and moved it to Canada to smuggle it into the US. Johnny Dean (Willie Nelson) is brought in to sing the song while "Fad King" (Denis Leary) and Liz Butsky (Andrea Martin) come up with the lyrics. Tracy Lime (Kirsten Dunst) is hired to play the orphan, running from a terrorist attack, with a kitten in her hands. Tracy is concerned that she will not be allowed to put the gig on her resume even after it goes national. Ames gets her to sign a security clearance form that prohibits her from even talking about it. Tracy is made to run in front of a blue screen and the entire scenery is added digitally, including the village, the flames and the kitten. The hoax is initially successful, with the President quickly gaining ground in the polls appearing afterwards. When the CIA learns of the plot, they send Agent Young (William H. Macy) to confront Brean about the hoax. Brean convinces Young that revealing the deception is against his and the CIA's best interests. But when the CIA - in collusion with the President's rival candidate - reports that the war did happen but is drawing to an end, the media begins to focus back on the President's sexual abuse scandal. To counter this, Motss decides to invent a hero who was left behind enemy lines in Albania. Inspired by the idea that he was "discarded like an old shoe", Brean and Motss have the Pentagon provide the team with a soldier named Schumann (Woody Harrelson) around whom a POW narrative is constructed, complete with T-shirts, patriotic songs, and faux grassroots demonstrations of patriotism and solidarity. As part of the hoax, folk singer Johnny Dean (Willie Nelson) records a song called "Old Shoe", which is pressed onto a 78 RPM record, prematurely aged so that listeners will think it was recorded years earlier and sent to the Library of Congress to be "found". Soon, large numbers of old pairs of shoes began appearing on phone and power lines, signs that the movement is taking hold. The American public gets caught up in the events of a fictional war produced in the basement of the White House with computers and blue screens, actors and scenarios. Soon they even release a mental patient who once served in the military because he has the right last name, "Shoe", to portray a war hero of the conflict. They release him because they have a show song from a nostalgic old tune that contains his name, a war tune now to drum up sympathy and national support for the war effort. When the team goes to retrieve Schumann, they discover he is in fact a criminally insane Army convict. On the way back, their plane crashes on route to Andrews Air Force Base. The team survives and is rescued by a farmer, an illegal alien who is given expedited citizenship for a better story. However, Schumann is killed after he attempts to sexually assault a gas station owner's daughter. Seizing the opportunity, Motss stages an elaborate military funeral for Schumann, claiming that he died from wounds sustained during his rescue. While watching a political talk show, Motss gets frustrated that the media are crediting the president's upsurge in the polls to the bland campaign slogan of "Don't change horses in mid-stream" rather than Motss's hard work. Despite previously claiming he was inspired by the challenge, Motss announces that he wants credit and will reveal his involvement, despite Brean's offer of an ambassadorship and the dire warning that he is "playing with his life". After Motss refuses to back down, Brean reluctantly orders his security staff to kill him. A newscast reports that Motss has died of a heart attack at home, the president was successfully re-elected, and an Albanian terrorist organization has claimed responsibility for a recent bombing, suggesting the fake war is becoming real.

In 1996, LAPD Sgt. John Spartan (Sylvester Stallone) leads a raid to rescue a busload of hostages taken by the psychopathic criminal Simon Phoenix (Wesley Snipes). Spartan is nicknamed "The Demolition Man" for the large amounts of collateral damage he often causes in apprehending suspects. Spartan mounts an unauthorized assault to capture Phoenix. Spartan kills all of Phoenix's henchmen and approaches the building where Phoenix has kept the hostages captive. After a scan of the area shows no sign of the hostages' presence, Spartan enters Phoenix's stronghold and captures him, but Phoenix sets off explosive gasoline to destroy the building. Spartan carries Phoenix out of the building before it explodes. The hostages' bodies (numbering 30) are found in the rubble, leading the LAPD to arrest Spartan as well. Phoenix claims that Spartan knew about them and attacked anyway. Both men are sentenced to lengthy terms (Spartan is imprisoned for 70 years and not eligible for parole before 2046) in "CryoPrison," where they are kept in cryogenic storage and exposed to subconscious rehabilitation techniques. In 2032, Phoenix is thawed for a parole hearing, but he escapes from the Cryo-Prison by saying a secret password (which releases him from his restraints), without knowing how he had learned it. He subsequently murders his guards and the warden, making his way into the city where he easily overpowers and kills several police officers who have never had to deal with violent crime. By this time, the Los Angeles, San Diego, and Santa Barbara regions have merged into the pacifist utopia of San Angeles, under the guidance of Dr. Raymond Cocteau (Nigel Hawthorne). The city has eliminated crime, and the police are mostly confined to their station. All of humanity's vices have been outlawed, and the police have become incapable of dealing with violent and pathological criminals such as Phoenix. Lieutenant Lenina Huxley (Sandra Bullock) is an idealistic SAPD officer who is fascinated with 20th-century culture. Alfredo Garcia (Benjamin Bratt) is Huxley's colleague. The SAPD is left shocked by the murders committed by Phoenix. Huxley learns that Phoenix escaped with one of the doctor's vehicles at the prison facility and tracks the vehicle. Police officers are dispatched to apprehend Phoenix. Phoenix easily defeats the officers and escapes. He somehow knows all the safety or access codes used across various equipment across the city. Phoenix accesses an automated information kiosk and learns that 20th century firearms are now only kept in museums. Phoenix is subconsciously programmed to hunt for a man named Edgar Friendly, but he does not know why. Cocteau orders SAPD Chief George to apprehend Phoenix by any means necessary. Edgar Friendly is the leader of the resistance movement and Cocteau is determined to apprehend him and bring him to justice. Huxley learns about Spartan's career from veteran officer Zachary Lamb (Bill Cobbs), who suggests that their best chance to stop Phoenix is by enlisting someone with the experience and mindset to anticipate his actions. Huxley learns that in his time Spartan arrested 1000 criminals in 3 years. Huxley persuades her superior Chief George Earle (Bob Gunton) to parole Spartan and reinstate him to active duty. Spartan is brought out from Cryogenic suspension and thawed out. He is told that Phoenix is on the loose and has killed 11 people so far. Local police cannot deal with him as SAPD had no homicides in the last 16 years. Spartan finds life in San Angeles to be sterile and oppressive, since all types of behavior deemed immoral or unhealthy, such as sports, alcohol, swearing, eating meat, and having sex have been declared illegal. Spartan has trouble adapting to life in this peaceful setting, while most of Huxley's fellow officers especially Head Chief George Earle (Bob Gunton), find him brutish and uncivilized. Anticipating that Phoenix will attempt to secure firearms, Spartan has Huxley lead him to a museum. Phoenix breaks into a museum's weapon exhibit to arm himself. To Spartan's surprise, Phoenix is even deadlier than before. Phoenix escapes and holds Cocteau at gunpoint, but is unable to kill him, as Cocteau had implanted a command in his rehabilitation program to prevent him from doing so. Cocteau instead orders Phoenix to kill Edgar Friendly (Denis Leary), the leader of a resistance group called the Scraps who refuse to conform to Cocteau's moral ideals and who live in the underground ruins of old Los Angeles. Spartan first encounters the Scraps when they raid a dinner party given by Cocteau. Spartan and Huxley witness this exchange on security cameras and review the Cryo-Prison records. They discover that Phoenix's rehabilitation program was tailored by Cocteau to make him even more dangerous than he was in 1996, including martial arts, computer hacking, knowledge of torture techniques, and murderous impulses; by contrast, Spartan's program taught him to knit and sew. Spartan deduces that Cocteau was training Phoenix with the goal of eliminating Friendly and go to the ruins to meet with Friendly and warn him. Meanwhile Phoenix meets with Cocteau, realizing what he has done, and has him release other prisoners to assist him. During a car chase through San Angeles, Phoenix admits to Spartan that the hostages he took in 1996 were already dead before the building exploded, so Spartan spent 36 years in prison for a crime he never committed. Phoenix escapes and Spartan arms himself with help from the Scraps as they emerge in force to get food. Realizing that he cannot kill Cocteau himself because of his rehabilitation, Phoenix instead has one of his men do it and begins thawing the CryoPrison's most dangerous convicts. Spartan enters the facility and fights Phoenix. Spartan kills Phoenix by freezing him solid. The uncontrolled quick-freezing effect then triggers an explosion that destroys the Cryo-prison. With Cocteau dead and the prison destroyed, the police and Scraps find themselves at odds over how to run their society. The police fear that the loss of Cocteau and the Cryo-Prison will end society as they know it, but Spartan suggests that they and the Scraps cooperate to combine the best aspects of order and personal freedom. He kisses Huxley and they leave together.
