City Beautiful depicts Orlando Joint Long, a former State Champ turned Hustler, and his young protege, Ricky, a recent High School Graduate who is preparing to ship out to the Army in hopes of providing a better life pregnant girlfriend. Created and Organized by two Military Veterans, City Beautiful tells the story of a recent High School graduate, Ricky Evans (Markell Mitchell), headed to the Army. Due to the loss of both parents, Ricky had to step up and provide for his family. With very few options available, Ricky became his communities weed dealer. Ricky learns that his girlfriend has become pregnant which motivated him to enlist in the Army in order to provide a stable lifestyle for his people while stepping away from the life of street dealing. Although it is a positive step in the right direction, it does not sit well with his dealer, Joint (Nate Bowers). Now in his late 30's, Orlando "Joint" Long has been selling everything that's available since High School. Orlando's life became disjointed when he spent 6 years in prison for the manslaughter of his cousin in retaliation for the double killing of his brother and father. A former State Champ and native son of the City, Joint now resides at the level of street hustler ready to get it by any means necessary. Though he is always in supply of the latest party favors, Joint has never had a Kingpin's worth of weight bestowed upon him, until that night two weeks ago when Joint and Ricky encountered a tumultuous exchange with Freddy (EMoneyOne11), a higher level street hustler from the other-side. Amy (Kaitlyn Dever) and Molly (Beanie Feldstein) are two high school seniors who have been best friends since childhood but are considered pretentious by their peers. It's the last day of high school and both girls are headed for Ivy league colleges in the following school year. Molly is the class president and takes her job way too seriously. Jordan Brown is their principal and Miss Fine their class teacher. Nick is the class VP and a jock. Amy has been out for two years and has a crush on a girl named Ryan (Victoria Ruesga); Molly urges Amy to attempt to forge a relationship with her before they graduate. On the eve of their high school graduation, Molly overhears classmates talking about her in the bathroom. She confronts them and tells them she got into Yale, but they reveal that despite partying they too got into good colleges. Stunned, a panicking Molly rages while all her classmates celebrate the end of final year. Molly angrily tells Amy they should have enjoyed their time in high school more. She proposes they go to a graduation party held by Nick (Mason Gooding) at his aunt's house; though initially reluctant, Amy accepts. The pair quickly realize that neither of them knows the address of Nick's party. Molly calls Jared (Skyler Gisondo), a wealthy classmate who likes her, but she considers him a total loser. He brings them to his unattended party on a yacht, where they encounter his drug-crazed friend, Gigi (Billie Lourd), who makes them eat some strawberries. Amy suggests that they go home, having fulfilled their plan to party before graduation, but Molly calls a "Malala" (their code for unconditionally doing what the other wants to do), and Amy consents to continue with the night. The girls call a Lyft and are shocked to be picked up by their principal, Jordan Brown (Jason Sudeikis). After the girls accidentally play pornography through his car speakers, Brown drops them off at what they think is Nick's aunt's house. It turns out to be their classmate George's (Noah Galvin) house, who's hosting a murder mystery party. They encounter Gigi again, who reveals that the strawberries they ate on the yacht were drugged. Amy and Molly soon experience a bad trip and hallucinate that they are George's sister's fashion dolls. They escape George's house and get the location of the party from a pizza delivery man Pat (Mike O'Brien) (they are tracking Nick's party on you tube and figure out that they have been ordering pizza from this one shop all night). Amy accidentally leaves her phone in his car. Molly's phone is nearly dead, lasting just long enough to call their teacher, Miss Fine (Jessica Williams), who gives them a change of clothes and a ride to Nick's party. When they arrive, Amy goes to talk to Ryan and Molly goes to talk to Nick, on whom Gigi got her to confess she has a crush. Amy finds Ryan making out with Nick; embarrassed and heartbroken, Amy wants to leave. She finds Molly and calls her own "Malala", but Molly refuses to grant it, thinking she has a chance with Nick. This sends Amy into a rage, and she reveals she is taking a gap year to travel to Botswana, as she resents how Molly always tries to control her life. The two loudly argue in front of their classmates, and Amy runs to the bathroom, finding Hope (Diana Silvers), her classmate, already in there. They are at first combative towards each other, but then Amy kisses Hope. They start to have sex, but Amy vomits on her, ruining the moment. Cops show up, and the party-goers scatter. Molly, unable to find Amy, is driven home by Triple A (Molly Gordon), a popular student with a reputation for promiscuity, and the two bond over the stereotypes that both have suffered from. Molly wakes up on graduation day regretting what happened between her and Amy. She discovers on her phone everyone is talking about how cool Amy was for creating a diversion at the party, allowing everyone else to escape the police, and getting herself arrested. Molly visits Amy in jail and apologizes for her manipulative actions, leading to the pair's reconciliation. Molly learns the pizza driver is a serial killer and they trade that information to get Amy out of jail. They take Jared's car to graduation where Molly kisses Jared onstage and gives an improvised valedictorian speech, receiving a standing ovation. A few days later, as Molly helps Amy prepare for her trip to Botswana, Hope comes to the door and gives Amy her number. Molly subsequently drives Amy to the airport, where they share a tearful goodbye. As Molly drives away, Amy jumps in front of her car, saying she has time to hang out before her flight; she suggests they get pancakes, and Molly ecstatically accepts.

Teenager Maggie Thompson moves with her mother Erica to her Ohio hometown after Erica's husband leaves her. At her new high school, Maggie befriends Haley, Darrell, Chaz, and Andy, who immediately develops a crush on her. They convince Sue Ann "Ma" Ellington, a veterinary technician, to help them buy alcohol because they are underage. Sue Ann anonymously reports the teenagers' activities, but they are released because of the officer's history with Andy's father, Ben. The next day, Sue Ann invites the teenagers to drink in her basement. The next time they go, Sue Ann has decorated her basement and lots of other teenagers show up at her house to party, making her popular among the students. However, her hospitality starts to annoy the group as she continuously harasses them to engage in various activities with her. One night, Sue Ann sees Andy and Maggie kissing and becomes jealous (as she is in love with him, having had a crush on his father, Ben, in high school). She drugs Maggie immediately after and takes her earrings. The next morning, Maggie wakes up and notices her earrings are missing and is badly bruised and cut. Scared, Maggie tells Andy that she does not want to go to her house anymore and that she does not want him to go as well and he agrees. One day to earn the group's trust back, Ma meets with them to tell them that she has pancreatic cancer (which is a lie) and that is why she acts the way she does. As she is talking, Haley notices that she is wearing a bracelet that belongs to a friend of theirs. The girls suspect that Sue Ann has been stealing their jewelry so they go to her house to investigate. They are surprised by Genie, Sue Ann's daughter from a failed marriage, who Maggie thought used a wheelchair, but she is clearly able-bodied. She warns them as Sue Ann arrives home, and they narrowly escape. Ben shows up at Sue Ann's job, to drop off his cat and invites her out for drinks after work. Sue Ann goes home to change and meets him at the bar, where Ben confronts Sue Ann with a tracking device and asks her why his son has been at her house so much. Ben warns Sue Ann to stay away from Andy, calling her pathetic. A flashback reveals that Sue Ann, who had a crush on Ben in high school, performed fellatio on him in a closet. Once she left the closet, it turned out that she had been doing it to another boy and Ben had tricked her. Ben had gotten the entire school to witness the event (including his current girlfriend Mercedes and a young Erica), and Sue Ann suffered devastating humiliation, which she never recovered from. An increasingly unstable Sue Ann runs over Mercedes with her truck, killing her. She kills her boss, draws blood from Maggie's dog Louie, and lures Ben to her house, where she knocks him out. Ben wakes up trapped in her bed; Sue Ann pumps Louie's blood into his body, slashes his wrist, and leaves him to die. Maggie tells her mother the truth about Sue Ann and is grounded. Sue Ann sends Maggie a picture of herself with Andy in her basement at Chaz's birthday party. Hurt that he went back to her house despite promising that he would not go back, she sneaks out of the house to confront him. When she arrives, she notices that everyone has left and that only the original group remain. She tries to get Andy to leave but soon realizes that Andy and the rest of her friends have been drugged. Maggie tries to get help and in the process finds Ben's body. As she stands there in horror, Sue Ann renders her unconscious. Maggie awakens chained in the basement. Sue Ann irons Chaz's stomach, sews Haley's mouth shut, and paints Darrell's face white with industrial paint, because she feels there is only room for one black person in the group, and that is her. Andy awakens, and tries to seduce Sue Ann, as he is well aware that she is in love with him. He tries to trick her by telling her that he loves her and kisses her but she stabs him after knowing that he is lying. An officer arrives and when Maggie screams for help, Sue Ann shoots the officer dead before he can react. She then gathers the four friends around the couch with her and makes Maggie take photos of them together in a crude recreation of what Sue Ann always longed for but never had. Sue Ann then leaves Maggie to be hanged before Genie intervenes. Everyone else wakes up to discover what Sue Ann has done to them but barely have time to react as the house is on fire and need to find a way out. Erica, knowing where Maggie would be, calls her co-worker Stu for help and the two save the teenagers. Sue Ann attempts to throw Genie into the fire, blaming Erica for not stopping Ben from pulling the prank in school. Maggie stabs Sue Ann, saving Genie. The group goes outside and asks what has happened. Sue Ann watches them, particularly Andy who survived the stabbing and is lying down next to Maggie. Sue Ann walks upstairs and lies down next to Ben's body, cuddling with it as the house burns.
