Thirteen years after graduating high school, Jim Levenstein (Jason Biggs), Chris ``Oz`` Ostreicher (Chris Klein), Kevin Myers (Thomas Ian Nicholas), Paul Finch (Eddie Kaye Thomas), and Steve Stifler (Seann William Scott) are well-established in their lives and careers. Jim is still married to Michelle (Alyson Hannigan) and now has a two-year-old son, Evan. Since the birth of their son, Jim and Michelle`s sex life has deteriorated. Oz is an NFL sportscaster living in Los Angeles with his supermodel girlfriend Mia (Katrina Bowden). Kevin is married to Ellie and works from home as an architect. Finch tells his friends that he has been traveling the world, and still searching for his one true love. Stifler works as a temp at an investment firm, where he is also the victim of cruel verbal abuse by his arrogant employer.

In a restaurant in East Great Falls, Michigan, Jim Levenstein (Jason Biggs) prepares to ask Michelle (Alyson Hannigan) to marry him when Jim's dad (Eugene Levy) calls to inform him he left the ring at home. As Jim tries to stall, he talks about the next step which Michelle interprets as spicing up their sex lives. She gets the impression that he wants a public sex act and proceeds to perform oral sex on him under the table. When Mr. Levenstein (Eugene Levy) arrives, Jim tries to hide the fact that he's being given a blow job under the table. Not knowing Michelle is under the table, Jim's dad expresses his excitement at the proposal. Then, after Michelle bumps her head under the table out of shock, all chaos ensues as Jim ends up exposed and has to hike his pants up quickly. Saving face, he swallows what's left of his pride and asks Michelle to marry him which she readily agrees. Jim has a night at the local bar with Michelle, Kevin and Finch to celebrate their engagement. During that night, it is revealed that Michelle likes to dance but Jim is a terrible dancer. Jim wishes to exclude Steve Stifler (Seann William Scott) from the wedding. Stifler notices the celebration party while passing and decides to crash what he thinks is a graduation party but is actually the engagement party. He messes with the cake which ends up on his lap and Jim's as well. Jim tries to take his pants off to clean them and chaos ensues ending with Jim looking like he's having sex with dogs when Michelle's parents meet him for the first time. When Stifler realizes that Jim is getting married, he volunteers to organize the bachelor party which Kevin and Finch hadn't thought about but agrees that Stifler would be the perfect guy for such an occasion. Stifler insists on taking part, seeing an opportunity to have sex with the bridesmaids. They don't tell him however that he is not invited. Michelle is stressed but doesn't want to tell Jim about her worries, so Jim doesn't know what she really wants and he knows she'll want to dance and he's really bad at it. He shares these details to Kevin and Finch who offers their help. Looking for dancing lessons, Kevin and Finch meets Stifler and try to hint that he's not invited at the wedding. Jim goes to Stifler to try to explain why he's not invited. Stifler gets angry and screams at Jim while his football team surrounds them and scream with him. Stifler uses that moment to whisper that he knows how to dance, and he can teach Jim. They have a first lesson together and Jim asks Stifler to tone down his obnoxious personality in exchange for planning the bachelor party. Meanwhile, Finch has been following Michelle under disguise to learn more about her desires for the wedding. He finds out that Michelle's dream wedding dress is made by only one designer working for one store in Chicago. Michelle was struggling to find the dress and Jim wanted to surprise her. Jim, Stifler, Paul Finch (Eddie Kaye Thomas), and Kevin Meyers (Thomas Ian Nicholas) travel to Chicago. The dress maker named Leslie isn't at the store. One of her colleagues agrees to give them the address of a few bars where they could find her. Stifler unwittingly walks into a gay bar as the designer is supposed to be hanging out there, and his raucous behavior gets him into a dispute with several patrons. Stifler defeats Bear (Eric Allan Kramer) in a dance-off, who offers to provide strippers for the bachelor party. Dress designer Leslie (Reynaldo Gallegos) reveals himself and agrees to make the dress for Michelle. Michelle is very happy with the effort Jim put in for her dress. Michelle's parents Mary Flaherty (Deborah Rush) and Harold Flaherty (Fred Willard), who were initially skeptical of Jim. When they first met Jim, it looked like he and Stifler were performing sexual acts on the Flaherty's dogs. The dress episode has convinced Michelle's parents that they should give Jim a second chance and they schedule a private dinner. Jim lies to Stifler that everyone will be gone that night so he can have his private moment with Michelle's parents. Michelle's younger sister, Cadence (January Jones), flies in for the wedding after breaking up with her boyfriend because he would not take her virginity. Both Finch and Stifler are attracted to her, and in an effort to win her over, they each adopt the other's personality. Finch believes Cadence is looking for the player type Casanova, while Stifler believes she is looking for a "decent" guy and avoids swearing and speaks of philosophy. The act works as it seduces both Cadence and her mother. When Finch realizes that Cadence is beginning to tire of the intellectual Stifler however, he starts to act immature, rude, and perverted: in other words, like the real Stifler. This change of attitude momentarily gets him the attention and favor of Cadence. Stifler arranges the bachelor party for Jim at his home but does not inform Jim, who unknowingly has arranged dinner with Michelle's parents at his home at the same time. Meanwhile, Jim begins to have doubts about marriage, worried that he has only ever really been with one woman. His father's awkward reassurances fail to convince Jim. Stifler, Finch, and Kevin break into Jim's parents' house to surprise him with the bachelor party and Bear's strippers, unaware Jim is bringing Michelle's parents over for dinner. Not waiting for Jim, they get the party started and play Bondage and Submissive roles with the girls. When Jim arrives with Michelle's parents, Stifler and Finch realizes their mistake and they hide everyone. With assistance from Bear, who poses as a butler named "Mr. Belvedere", Jim nearly succeeds in keeping the activities a secret, until Michelle's mother opens a closet door and is shocked to find Kevin inside, blindfolded, stripped to his boxers, and tied to a chair. Stifler makes up an excuse to explain everything and tries to take the blame for it but Jim insists to take the blame himself which convinces Michelle's parents that Jim is willing to make a lot of efforts for their daughter and they give him their blessing. Mary is touched by Stifler's gesture towards Jim and anoints him the ring bearer and hands over her mother's ring for safekeeping. In Grand Traverse County, Michigan, wedding preparations are underway, despite mishaps. Michelle is concerned that Jim's paternal grandmother (Angela Paton) disapproves of the wedding because she is not Hebrew. Jim tries to explain to her that his grandmother is very old fashioned, but Michelle still takes it very personal. Jim shaves his testicles the night before the wedding at an attempt at personal grooming, but when he disposes the hair from the window, it gets sucked into the kitchen via the ventilator and decorates the entire wedding cake. Stifler accidentally feeds the rings to the Flaherty dogs (by mixing it with dog treats) and then has to take it out of dog poop. When he finally gets the ring back, he tries to sneak to his room to wash it but is intercepted by Michelle's parents. Mistaking the stool in Stifler's hand for a truffle, Michelle's mother, who loves chocolate, attempts to eat it, giving Stifler no other choice but to eat it himself to save face. Only Finch knows the truth and reacts accordingly. Cadence admits she likes Stifler but questions if he is pretending to be different around her. After Cadence agrees to sleep with Stifler, he inadvertently disrupts the walk-in refrigerator's power supply while retrieving a bottle of champagne in an attempt to seduce Cadence which kills the flowers. He gets in an argument with Finch and goes into full Stifler mode just as Cadence walks by and sees everything. She obviously cancels the encounter. With the flowers destroyed, Jim is livid and asks Stifler to leave, and all the other guests, including Cadence, support Jim's decision, as she had also learned of his true personality and intentions. On his way home he sees the flower shop that provided the flowers for the wedding. He finds the owner's address and wakes her up in the middle of the night. Feeling guilty for his thoughtless behavior, Stifler convinces the florist to put together a new batch of flowers. She claims the job is impossible since she had four people working for two days to do the first job. Stifler enlists the help of his football players and Bear, to put the wedding back on track. Jim and Michelle, who were very sad the night before, wakes up to the sound of Stifler leading his whole team into decorating the wedding hall. As a gesture of remorse, he also gives a rose to Cadence. Seeing the new display, Michelle and Jim forgive Stifler, and Cadence reconciles with him, seeing he does genuinely care about his friends, and agrees to have sex with him in a supply closet before the wedding. Finch admits that Stifler was probably better for her anyway. Stifler, angry that he can't hate Finch after such a noble remark, tells Finch that he hates not hating him. Finch reminds him that he slept with Stifler's mom twice. Stifler says "Thank you" as a way to reveal that all the hatred is back. Stifler's presence is delayed by a brief thank-you meet Jim calls among his groomsmen, citing how he is grateful to have friends like them. Quickly returning to the hotel, Stifler hears someone in the supply closet and steps inside, unaware that Cadence was interrupted by wedding preparations and that the ushers. Meanwhile the ushers had placed Jim's grandmother in that closet to sustain her hostility about the wedding. Stifler only realizes this upon walk-in by Finch and Kevin, and by that time Stifler had already had sex with Grandmother, thinking she was Cadence. Grandmother becomes pleasant, particularly towards Stifler, making Michelle and Jim's dad unknowingly happy. Struggling to convey her feelings through her vows, Michelle asks Jim's dad for help. He explains that love is not just a feeling, but the actions they do for each other. She happily thanks and calls him dad. Despite the chaotic events leading up to it, Michelle and Jim get married. At the reception, the couple dances privately acknowledging their shared awkwardness and perversions that make them perfect for each other. Stifler dances with Cadence. Finch sits by himself when Stifler's mom (Jennifer Coolidge) arrives. Although agreeing they are over each other, Stifler's mom mentions having a hotel suite and invites Finch to join her. The guys from high school end up spying on Stifler's mom and Finch having sex in the hot tub.

At East Great Falls High School in Michigan in 1999, 4 students are Jim (Jason Biggs) a lustful, naive, and bumbling student, Finch (Eddie Kaye Thomas) an educated and sophisticated student who plays golf and wears sports jackets, Kevin (Thomas Ian Nicholas) an earnest student, confident and charming, but struggling to finally have sex with his girlfriend Vicky and Chris "Oz" Ostreicher (Chris Klein) a handsome and oafish school jock. They are all virgins, in sharp contrast to popular lacrosse player and arrogant jock Steve Stifler (Seann William Scott), whose wild, extravagant house parties they are regularly invited to. At one of Stifler's parties, the 4 guys try to get together with a girl. Oz is humiliated by an older girl, who laughs him off and says that he comes off too strong. He needs to tone it down and listen to a girl. Finch is too late for the party and Jim attempts to talk to Czechoslovakian exchange student Nadia (Shannon Elizabeth), but fails completely. Kevin struggles to seduce Vicky, who fears he only wants her for sex and insists on waiting for the perfect moment to lose her virginity. During Stifler's party Kevin and Vicky (Victoria) (Tara Reid) go upstairs, and she performs oral sex on him. Vicky was really happy about being accepted into college and wanted to celebrate with Kevin. Vicky breaks up with Kevin when she finds Kevin boasting about the blow job. A dorky classmate, Chuck Sherman (Chris Owen) claims to have done so at a party at fellow classmate Steve Stifler's house. Sherman pretends to be a sophisticated sex robot sent back through time to change the future for one lucky lady. The 4 guys make a pact to lose their virginity before their high school graduation. Later, while eating breakfast in a restaurant, they toast each other to 'the next step' and formulate individual plans to achieve sexual success. The guys decide to change their strategy after Stifler's party. It has to be valid, consensual sex, meaning no prostitutes. Prom is their last chance and is exactly 3 weeks away. Kevin immediately sets out to win Vicky back, but has to work very hard to even get a chance with her, and begins to seek advice from others. Vicky's best friend Jessica (Natasha Lyonne) reveals to Kevin that, despite his thinking otherwise, Vicky has never felt an orgasm from Kevin, and that he has to work on that above everything else. Kevin learns how to give head to girls by a book owned by the long generation of students who studied at the school, and which was hidden in the library, shown to him by his brother Tom (Casey Affleck). Both Jessica and Tom divulge their advice only after Kevin stresses he wants to make Vicky happy, rather than simply taking advantage of her for his pact. Kevin finally seizes a chance to make things up with Vicky, and performs oral sex on her in her bedroom using his new techniques. Vicky experiences an intense orgasm and is driven wild by Kevin, winning him the promise of sex at the prom after-party in the process. Oz, who is on the high school lacrosse team with Stifler, joins the jazz choir to pick up girls, as the girls in the band know little of his reputation as an insensitive jock. He succeeds when she catches him tirelessly rehearsing alone in the theatre, and pays him a visit after-hours at the sandwich bar he works at to reconcile. Their relationship is dealt another blow when Oz realizes his last ever lacrosse game for East Great Falls clashes with the choir competition. Oz decides to abandon the lacrosse game halfway-through and rushes over to the music hall, where he makes it just in time. He performs the long-awaited duet with Heather to rapturous applause from the audience, including Kevin and Jim themselves. Finch at first appears to have no plan, but Kevin's suspicions arise when corroborative rumors begin flying around the school that Finch has legendary sexual prowess, has had relations with older women, and that he even knocked out Stifler in a fight. Kevin investigates and discovers that Finch paid Vicky's friend Jessica (Natasha Lyonne) $200 to spread rumors around the school of his sexual prowess (that he has a huge penis), hoping that it will increase his chances of success. The rumor grows to an extent that girls refuse a date with Stifler on an outside chance that Finch might ask them out to prom. So, Stifler mixes a powerful laxative in Finch's drink that forces a sanitary nut Finch to go to the girl's bathroom in the school (as Stifler had locked the boys bathroom), when he would never go to the bathroom outside his own house. Finch experiences an explosive diarrhea, and Stifler gathers a crowd to mock him, ruining his carefully crafted reputation and now Finch is looking for revenge from Stifler. Jim is caught by his father masturbating, and then trying to have sex with apple pie as his friends told him that's what third base feels like. His father walks in on the act and is left stunned and disappointed by his son's actions. Jim pursues Nadia (Shannon Elizabeth), an exchange student from (the former) Czechoslovakia. Nadia comes over to study with Jim at his home & has to change after her Ballet class. Jim leaves the room to give Nadia space but had set up a webcam on his desk (based on Stifler's advice), so they can watch her change clothes. Jim unwittingly shares the live-stream with the school's entire e-mail directory, letting everyone watch as Nadia undresses. Upon Nadia's arrival, Jim sets up the webcam and dashes across the street to join Kevin and Finch at Kevin's house. Jim was watching the broadcast from Kevin's house, who tells him that this is his best chance with Nadia. Jim watches Nadia fondle herself after she finds Jim's collection of erotic magazines which were gifted to him by his father. Kevin and Finch force Jim to go back and seduce her while the moment lasts. Nadia is furious at finding Jim in the room but then relaxes & wants to have sex with Jim. This ends with Nadia forcing Jim to strip and dance for her while she reads his pornography. By now, various groups of East Great Falls seniors, including members of Blink 182, are watching the live action in excited anticipation. But Jim ejaculates prematurely twice & is humiliated across high school. Nadia has to leave town after her sponsors see her video on the internet and don't approve of it. In his desperation, Jim asks band geek Michelle Flaherty (Alyson Hannigan) to the senior prom as she is apparently the only girl at his school who did not see what happened on the webcam broadcast. The big prom night arrives. The guys are pretty sure that they are not going to get laid. Finch is the only one of the four who attends alone, but Jessica, also alone and feeling guilty for taking his money, offers to dance with him, even giving him a brand new hip flask as a gift for his troubles. The prom itself is cheap, tacky and uneventful and derided by most of the students. Kevin insists Jim, Oz, and Finch fulfill their pact and lose their virginity, but they refuse, frustrated at the social pressures to have sex for the sake of it, and accuse Kevin of using the pact to hide his fear of losing his virginity. At the prom Vicky finds out that Sherman never had sex with any girl at Stifler's party. The said girl feels offended and announces that she never had sex with Sherman at Stifler's party. Sherman is exposed, gets nervous and wets his pants. After learning that Sherman lied about having sex, the boys reconcile with Kevin, who admits he is afraid. The four boys excitedly catch the bus to Stifler's huge post-prom party at his mansion on Lake Michigan. Kevin and Vicky go upstairs to have sex, but the whole act is very awkward for both. Afterwards, Vicky breaks up with Kevin as she is not looking for a long-distance relationship with Kevin. When Heather starts avoiding Oz, he confesses the pact to Heather and renounces it, saying that just by them being together makes him a winner. They fall in love, begin a relationship and wind up making love on the porch at the prom. Finch meets Stifler's mother (Jennifer Coolidge). After some sophisticated, upper-class conversation and flirting, she becomes aroused by Finch's precociousness, and they proceed to make love on the snooker table as the party goes on through the night. Jim and Michelle have sex after he finds out that she is actually not as much of a band geek as she let on and she saw the "Nadia Incident" after all. She accepted his offer to be his date because of it, knowing he was a "sure thing," but she makes him wear two condoms to combat his earlier "problem" with Nadia. Jim is surprised to discover that Michelle behaves unexpectedly aggressively in bed. Jim finally gets to have disaster-free sex, but Michelle is dominant and violently aggressive, shouting abuse at Jim, roughing him up and smashing things up with her hands and feet out of sheer passion. In the morning, he wakes up to find her gone and realizes that she had used him for a one-night stand, which Jim thinks is "cool." Later on, Kevin, Oz, Jim and Finch all go to their favorite hang-out restaurant, the fittingly-named "Dog Years", for breakfast. Far from celebrating their pact with stories, they all remain very conservative and hushed about their experiences the night before, with Oz gleefully refusing to even confirm whether he had sex or not. Regardless, the four lads are now collectively happier than they ever were before, and once again toast each other to 'the next step' as they prepare to leave high school and move away to university. Jim sets up his webcam in his room once again, and stripping and dancing to country music. Nadia is on the other end, back in her home country, smiling and laughing at Jim. His father walks in on the act, but sees the funny side. He walks out and starts dancing down the corridor, presumably to make love to his wife, as he seductively mutters "sweetheart!".
