Businessman Rai Bahadur Laxmi Narayan lives a wealthy lifestyle in Bombay along with his wife, Lakshmi. Although they have been married for several years, they have no children. While on a trip to Simla, they get adopt their servant, Diler's son, re-name him Vicky, and bring him back home, much to the dismay of Diler's wife, Parvati. Aometime later, Lakshmi gets pregnant and re-visits Simla, meets with an accident and passes away, leaving behind a new-born son, Amar. Diler wants to kill Amar, but Parvati wants to return him to Laxmi Narayan, and runs away to Bombay. Diler informs his employer that both his wife and son have passed away and have been cremated. Years later Amar has grown up, lives with Parvati in Versova, works as a Police Inspector in Sion Police Station, and is in love with Priya, the Superintendent of Police's daughter, while Diler is a taxi-driver, and Vicky is an alcoholic and wants to wed Priya. Villagers are shocked by the sudden death of Mary. Father Prem Fernandes gets legal permission to conduct a postmortem on Mary's body by removing it from her grave. Look-alike twins Prem and Arun Kumar live a middle-class lifestyle. When they grow up, Prem decides to be celibate, becomes a Catholic Priest, and re-locates to a small village, while Arun becomes a Police Officer in the region. Years later Prem is a well-respected Priest, while Arun is the Superintendent of Police. One day Prem visits Arun with regard to the incident of a young woman named Mary who had reportedly killed herself. He asks Arun to have the body exhumed in order to perform a postmortem. Arun suspends the Police Inspector who had Mary's body buried without following proper procedure, and goes to the graveyard to have the body prepared for a postmortem. When the coffin is dug up and opened Arun gets a shock when he finds that the dead person in it is Prem. He immediately begins an investigation (Tahqiqaat) to find out who killed Prem, and what happened to Mary's body. As the investigation continues, hampered by lies and deceptions by the village folks, he will find out that Prem appeared to have been leading a double life, and may have responsible for Mary's pregnancy and subsequent suicide.

Balbir and Anwar are close friends who are both honest and brave, and always willing to lend a helping hand to any one who is in need, including the people behind a Ashram (resthouse for the poor). They are in love with two lovely ladies Paro and Husna Bano. Balbir's younger brother Vivek is a student and has fallen in love with another lovely young lady Nisha. Nisha is the daughter of Ranjit, a rich tycoon who will do anything to take-over the land and property of the Ashram, demolish it, and begin construction on it. When Balbir and Anwar frustrate his attempts he has them thrown in jail, and has the Ashram demolished by a bomb, placed by an escaped jail inmate. Balbir and Anwar escape from jail and avenge the demolishment and death of the innocent including Babaji by killing Ranjit in broad daylight, for which they are arrested and get a life sentence. The jail they are in is in charge of Jailer Rana Pratap who is a strict disciplinarian, as well as a honest and incorruptible. All three learn to respect each other. Meanwhile Balbir's brother Vivek is framed for the murder of Nisha's mom Sumitradevi and he too gets a jail sentence. Balbir and Anwar jail escapades are frustrated by Rana Pratap. Bheema then decides to move out of town. Some villagers and a police officer (Anupam Kher) persuade Bheema to return, and he agrees. On his return, Bheema's nephew Kanhaiya (Baby Guddu) is abducted by Thakur and his men, and he will only be returned after Bheema obtains signatures/thumb prints from everyone in the community, thereby turning over their properties to Thakur's name. Honest and diligent Forest Officer Kishan Srivastav (Jackie Shroff) and his wife Jaya (Jaya Pradha) come to the rural area of Ramgarh, and upset the criminal activities of Thakur Dayalu (Anupam Kher), a corrupt Police Inspector Kiran Kumar (Kiran Kumar) and their croonies, which include capture and death of wild life, so that Dayalu can decorate his palatial home. Kishan attempts to disrupt their criminal activities, he finds that Dayalu Singh has by-passed him and complained to his superiors, thereby getting him dismissed from employment and being framed and imprisoned for a murder. Apparently, this is not the only time that Dayalu has got away with murder. He had also killed Gopal (Sunny Deol) in the presence of his to-be bride, Jugni (Sridevi), making her lose her sanity. Dayalu frames Jugni's dad, Jwalaprasad (Kulbhushan Kharbanda) for the murder of Gopal. Inspector Ajay lives with his widowed mother in a city in India. Thereafter, Ajay awaits Cobra's treatment so that he can proceed with his investigation. One day while his mother packs his lunch, he finds out that it was poisoned, it did not affect him, but it kills another colleague. His mother, relieved to find out that Ajay is alright, is more concerned about Cobra, who was also sent some food. Ajay is baffled as to why his mother would feed a senile criminal, and he sets out to find out why. Then one morning the dead body of his assistant is found in his dispensary; the case is then called up in court where by his witness turns hostile, he is sentenced to a long jail term and his wife, Aarti is accused of having illicit relations with his deceased assistant. She is then outcast from the village by angry villagers and handed over to Bombay's police officer, Pandey who attempt to sexually molest her; when she resists her daughter is killed. A few days later she approaches Minister, Channdas for justice but to her shocked she is instead raped by the Minister. She then attempts suicide but is rescued by advocate Bharti Mathur who promises to fight her case in a court of law ensuring that justice prevails. But Bharti herself is unable to do much due to extreme pressure from her politician husband, Chunautilal. After completing his jail term Vijay's attempts to locate his wife are fertile until one day when he happens to see her in the company of Channdas. Years later, Vijay is released from prison, and is anxious to meet his wife and child. When he returns home, he finds that his wife and child are nowhere to be found. Upon inquiring, he learns that his wife was jailed for killing their child, and is now earning a living as a prostitute, and is currently the mistress of Member of Parliament, Charandas. When Vijay attempts to meet with her, she refuses to recognize him. Union Leader Vijay Saxena wants his employer, Dhanraj, to treat his employees as shareholders, and for this purpose he presents him a cheque of 10 lakh rupees being their contribution, which Dhanraj accepts. Then the company shows huge losses, as a result the employees are unhappy and are certain that Dhanraj has manipulated the accounts to show a loss. To make matters worse, an employee loses his leg, and is hospitalized, unable to be employed there anymore. Dhanraj promises a compensation of Rs. 60,000 but the worker only ends up getting Rs.10,000. When Vijay confronts Dhanraj, he is told that Mohan, another employee, may have been responsible for stealing the balance Rs.50,000. Vijay threatens to kill Mohan, and shortly thereafter Mohan's dead body is found with multiple stab wounds, also killed are his wife and child. Vijay is caught red-handed, arrested by Police Inspector Jaikishan Verma, and tried in court. Jaikishan's wife, Sub-Inspector Jyoti, comes to his rescue in court, testifying that she was with him at the time the murders took place, thus shattering her married life with Jaikishan, as well as the life of her sister, Vidya, who is to be married to Vijay.
