Shakti is an honest police officer out to avenge the death of his father, Gautam Gorakhnath, and the trials and obstacles he faces while he goes through corruption, love, and usual Hindi film masala.

Businessman Rai Bahadur Laxmi Narayan lives a wealthy lifestyle in Bombay along with his wife, Lakshmi. Although they have been married for several years, they have no children. While on a trip to Simla, they get adopt their servant, Diler's son, re-name him Vicky, and bring him back home, much to the dismay of Diler's wife, Parvati. Aometime later, Lakshmi gets pregnant and re-visits Simla, meets with an accident and passes away, leaving behind a new-born son, Amar. Diler wants to kill Amar, but Parvati wants to return him to Laxmi Narayan, and runs away to Bombay. Diler informs his employer that both his wife and son have passed away and have been cremated. Diler re-locates to Bombay, follows her but is unable to locate Parvati. She does reach Bombay along with Amar but she, in turn, is unable to locate Laxmi Narayan. Years later Amar has grown up, lives with Parvati in Versova, works as a Police Inspector in Sion Police Station, and is in love with Priya, the Superintendent of Police's daughter, while Diler is a taxi-driver, and Vicky is an alcoholic and wants to wed Priya. Although he has been married to Lakshmi for years they have no children. On a trip to Simla; the couple adopt the son of their employee, Diler much to the displeasure to Diler's wife, Parvati. On their return to Bombay they decides to name the child, Vicky. Time passes with Lakshmi becoming pregnant; the duo then returns to Simla where Lakshmi give birth to a son and passes away. Diler wants to kill Rai Bahadur son resulting in Parvati running away with the child to Bombay and in turn fails to locate Rai Bahadur. Diler then informs his boss about his wife and new-born baby's death and their cremation. Eventually years passed by with Diler following Parvati to Bombay but is unable to locate her yielding him to take up profession as a taxi driver. Parvati raises Rai Bahadur son, Amar and together they resides at Versova with Amar taking up the job of a police inspector and is in love with the Superintendent of Police daughter, Priya while Vicky grows up to be an alcoholic and amateur gambler and he too aspire to marry Priya. A convict by the name of Yogi Shankar is accused of sexual molestation in court. The Judge Jagdish Verma who is responsible for passing Jogi's sentence is well aware of Jogi's behavior as he was once Jogi's defense advocate. With no hesitation Jagdish Verma grant a seven years period of rigorous punishment to Jogi despite his pleadings. The Judge family consists of his wife Urmilla, sons Kunal and Karan Verma; on completion of his seven years sentence Jogi is released from jail and abducts Urmilla, finds out that she is pregnant, ensures that she gives birth to a baby girl Tina and then kills her. On completion of eighteen years all the children have matured; Kunal and Karan manages the family's well-established business and also tend to there handicapped dad who is now paralyzed unable to move while Tina grows up to be a prostitute under Jogi's captivity. Judge Verma had at one time been Yogi's defence lawyer, but now must pass sentence against him. Yogi pleads his innocence, but the Judge finds him guilty, and Yogi is sentenced to a long jail term. Yogi swears to avenge this injustice and humiliation. Judge Verma's family consists of Urmilla (Beena), and two sons, Karan and Kunal (Sunil Shetty and Saif Ali Khan respectively), a daughter Tina. Years pass by and Yogi is released from jail. He is obsessed with hatred and vendatta against Judge Verma and his family, and abducts young Tina, and plans to use her to rule over the judge and his judgements. The family is instructed not to contact the police for fear of the death of Tina, and keep this abduction a secret. Tina (Madhoo) grows up in the company of Yogi and his men, without knowing her real parents and her brothers. Tina is then used to ensare the family into more deceit and entrapment as Yogi directs her to do so. Bombay's Police Commissioner Veer Bahadur Singh, lives with his wife, Sharda, and daughter, Jyoti. When DSP Vishal Khanna arrests two notorious robbers and pimps, Shera and Jaaga, and holds them in a cell, their hoodlum boss, Banarsi Das, kidnaps Jyoti, holds her for ransom, and will only release her after the release of his henchmen. Vishal takes it upon himself to rescue her with considerable success resulting in Shera and Jaaga's conviction and a two year prison sentence. After their term is over, Shera and Jaaga meet with Banarsi Das and plot a devious scheme to turn the lives of Veer Bahadur Singh and Vishal Khanna upside down.
