Meenu is going crazy in the apartment, and Captain Bala gets her into music school. He also arranges for her to meet with her love, Srikanth, who promptly disappears again. She is recognized for her voice, and begins recording music. At one recording session, she runs into Srikanth who is there with his fiancee, the daughter of the man who is bailing out his company. Meenu is so thunderstruck that Srikanth is marrying someone else, that she walks out into a storm and falls down a manhole. Captain Bala rescues her. In the hospital, Meenu begins to realize all that Captain Bala has done for her. When Captain Bala introduces her to a young friend of his as a prospective husband, she sends the young man away, and confesses her love for the Captain. Manohar's movie comes out, and it's a success. He runs over to Sowmya's house to finally propose marriage, only to find she's planning on moving to California. He protests, they cry, and eventually she agrees to marry him. The movie ends with a double wedding, Captain Bala and Meenu, and Manohar and Sowmya.

Rasu Padayachi (Mammootty) is the chief of his village Gunavasal, he is a kind-hearted person who is highly respected by the villagers, he is so respected that the people even erect his statue in the village. Rasu Padayachi has dedicated his life for the welfare of the village people. When the Muslim peoples of the surrounding villages wanted to buy one of his lands to build a Mosque there, Rasu Padayachi refuses their money and he gives them his land for free. In the village Sundarapuram, Manimaran (Ranjith) is a respected village chief who lives with his parents (M. N. Rajam and K. K. Soundar). Manimaran and his cousin Mannaru (Mansoor Ali Khan) are known for being short-tempered persons. Rasu Padayachi is invited to open a rice shop in a remote village. After the ceremony, Rasu Padayachi and his car driver Velu are on their way home to their village Gunavasal. Rasu Padayachi then stops the car in order to buy some fruits in Sundarapuram's market. In his village, nobody would not take money for his shopping which makes him uncomfortable so he prefers to do shopping in surrounding villages. At the market, Rasu Padayachi pulls the village belle Jayanthi's (Devayani) hand to save her from an approaching snake. Unfortunately, only Velu and Rasu Padayachi seem to have noticed the snake. Jayanthi makes a big fuss of the event by assuming Rasu Padayachi to be a rogue. Manimaran and Mannaru beat him up in public without taking notice of his defense. The land broker and family friend Shanmugasundaram (Shanmugasundaram) sees the injured Rasu Padayachi in that village, Rasu Padayachi says it was just a misunderstanding. The angry Shanmugasundaram goes to that market and he makes the villagers understand that they have done a huge mistake, he warns that this incident may lead to serious consequences if Gunavasal's villagers come to know the truth. Manimaran and Mannaru realize their mistake and regret the incident. In the meantime, Rasu Padayachi warns his driver not to talk about the humiliating incident to anyone and pretends the injuries were due to an accident. Once back home, the man of honor Rasu Padayachi lies to the villagers that he had a car accident. Velu, who was frustrated and angry of the incident, finally disclose the matter to the villagers that same night. Meanwhile, as per his father's advice, Manimaran goes on horseback to Gunavasal on the very night to seek an apology. When he discloses the incident to Rasu Padayachi's mother, she beats him but Rasu Padayachi stops her. Manimaran falls at Rasu Padayachi's feet and begs for an apology, the kind Rasu Padayachi forgives him and Manimaran returns to his village. Gunavasal's villagers get angry after knowing about the incident and they all go to Sundarapuram with Aruvals (Billhooks) without warning Rasu Padayachi. They create a mess in Sundarapuram and set fire on their houses. The riot causes the death of many villagers including Manimaran's parents and Jayanthi's mother. The next morning, Manimaran finally comes to his village, he notes the damage and deaths. The district collector and the police arrive at Rasu Padayachi's village to tell him to be safe, and that they will now handle the issue between the two villages. Rasu Padayachi gets furious with his driver and his village people when he comes to know about the previous night's riot. Manimaran feels betrayed by Rasu Padayachi and he sees the destruction of Sundarapuram as Rasu Padayachi's cunning plan, an angry Manimaran then destroys Rasu Padayachi's statue in front of Gunavasal's villagers. The trio Jayanthi, Manimaran and Mannaru vow to take revenge on Rasu Padayachi in a similarly cunning fashion. Later, Rasu Padayachi wants to help financially the victims but they refuse his money. Rasu Padayachi offers to marry Jayanthi, as she has nobody left in her life to live with but she sees this as an opportunity to destroy Rasu Padayachi. Both Manimaran and Mannaru are also convinced so. After the marriage, Jayanthi comes to know Rasu Padayachi's true nature: a golden-hearted man and she becomes a good wife. On the other hand, Manimaran and Mannaru still want to seek revenge on Rasu Padayachi. What transpires next forms the rest of the story.

A selfish Hareendran rents a house adjacent to the owner's, who lives happily with his three daughters. Hareendran's behavior changes when the owner absconds, leaving his daughters on their own. Shekhara Menon (Thilakan) is retired income tax officer from Mumbai and has now settled in a remote village in Kerala. He owns some land and a house where he and his three daughters live together and leads a calm, silent and happy life. Menon owns a smaller house adjacent to his own which is given for rent, and his source of income other that agricultural income. But the things take a change after Menon goes absconding leaving three daughters alone in the house. Hareendran the selfish tenant quickly decides to vacate the house to avoid unwanted troubles. Madhu Kumar (Appa Haja), a wildlife photographer, had witnessed a group of criminals transporting explosives through the local forest check post, so he calls up the local police commissioner Shankar (Devan) and passes the information. Shankar asks him to wait for his officers to pick him up. But instead of the police, it was the same goons who came for Madhu, resulting in his death. While having the police to fight against the rioters, the aggressive and belligerent, yet honorable and incorruptible district collector Joseph Alex IAS (Mammootty) is suspicious of Shankar's activities and decides to investigate the case. He is assisted by ASP Prasad (Ganeshan), one of the sincere officers who admires Joseph for his arrogant way of dealing politicians and officials. Also tagging along with Alex is the young assistant district collector Anuradha Mukerji IAS (Vani Viswanath), whose freecare style conflicts against Alex's strict behavior because of her tragic childhood. The local police medical surgeon Dr. Vijay, who has conducted the autopsy of Madhu, later found that Madhu was actually murdered. However, before he could reveal it to the public, he was found dead in a road accident on the next morning. Sanjay (Vijayaraghavan), a close buddy of Joseph during his Mussourie training days, arrives in Kozhikode to investigate the murder of Dr. Vijay, who happens to be his brother. Joseph, along with Sanjay and Prasad, find out that Dr. Vijay was injected with a powerful drug by the same goons who killed Madhu, which could have contributed to the accident. While Jayakrishnan flies off to Delhi to accept his new job as cabinet minister of Central Ministry, Alex interrogates Varghese, who then reveals the identity of the leading goon responsible for the murders of Madhu and Dr. Vijay, Anandashankaran Iyer (T.S.Krishnan). After arresting Iyer, Alex uses the same sedative that resulted in Dr. Vijay's death to force Iyer into giving out important information of the conspiracy behind the communal riot. However, before Alex and Prasad could escort Iyer to the police station, Iyer's boss Vikram Khorpade, a Mumbai underworld don who has strong ties with Jayakrishnan and being a major player in the conspiracy, arrives and causes a shootout that allowed him to rescue Iyer. Vikram also took the opportunity to personally kill Anura by shooting her down before fleeing away with Iyer, much to Alex's shock. Declaring this personal, Alex, Prasad, and Sanjay track down Vikram and his goons to a horse farm. After Sanjay kills Iyer by hanging him on a chain, Alex takes Vikram into custody, forcing him to reveal the identities of the people behind the conspiracy. On the arrival at the airport after a sworn-in ceremony as the new Cabinet Minister, Jayakrishnan is met by an angry Alex and several other officers, as they have awaited for his return. Alex then took the opportunity to reveal Jayakrishnan's plans and conspiracy to the public, using both Iyer and Vikram's confession as proof of his findings. As a result, Jayakrishnan is placed under arrest for conspiracy to crime and murder while Shankar is suspended from the police force and arrested by his own officers for the same charges. However, Jayakrishnan, refusing to concede defeat, takes one of his guards' guns and fires at the crowd, killing Vikram and several citizens. Jayakrishnan then uses the commotion to make a getaway in a car, only for Alex to shoot the gas tank, resulting an explosion that destroys the car, killing Jayakrishnan inside. Alex is then hailed as a hero by the public for his actions.
