On the war-torn planet Eternia, the evil warlord Skeletor (Frank Langella) has seized control of Castle Grayskull, the center of power in the universe. His army has scattered the remaining Eternian defenders and Skeletor has captured the Sorceress of Grayskull (Christina Pickles), imprisoning her within a power-draining field and planning to seize power over the entire universe by the next moon-rise. Skeletor's archenemies - the warrior leader He-Man (Dolph Lundgren), veteran soldier Man-At-Arms (Jon Cypher) and Man-At-Arms' daughter Teela (Chelsea Field) - rescue the Thenorian locksmith Gwildor (Billy Barty) from Skeletor's troopers. Gwildor reveals that Skeletor has acquired his invention: a "Cosmic Key" that can open a portal to anywhere by utilizing musical notes. The device was stolen by Skeletor's second-in-command, Evil-Lyn (Meg Foster), allowing Skeletor to breach Castle Grayskull. With Gwildor's remaining prototype of the Key in hand, He-Man and his friends travel to the Castle. They attempt to free the Sorceress but are overwhelmed by Skeletor's army and forced to flee through a hastily opened portal via Gwildor's Cosmic Key, transporting them to Earth. The Key is lost upon their arrival and discovered by two California teenagers - orphaned high school girl Julie Winston (Courteney Cox) and her boyfriend Kevin Corrigan (Robert Duncan McNeill). While experimenting with the device, they accidentally transmit a signal that allows Evil-Lyn to track it. She then sends Skeletor's henchmen Saurod (Pons Maar), Blade (Anthony De Longis), Beast Man (Tony Carroll) and Karg (Robert Towers) to recover it. Kevin, an aspiring musician, believes the Key to be a new Japanese synthesizer and takes it to a music store run by his friend Charlie (Barry Livingston). Back at the school, Skeletor's henchmen arrive through a portal and chase Julie until she is rescued by He-Man, who is in search of the Key. The henchmen retreat to Grayskull where, incensed by their failure, Skeletor kills Saurod and sends the others back to Earth, with a larger force under Evil-Lyn's command. Meanwhile He-Man explains the whole situation to Julie. He says that their only hope to defeat Skeletor is to find the Cosmic Key. Back on Earth, Kevin returns to the school to find police investigating the damage caused by Skeletor's men, and no sign of Julie. Kevin is then taken to Julie's house by Lubic (James Tolkan), a detective investigating the disturbance. They find no trace of her at the house, but Lubic is suspicious of the Cosmic Key, which he suspects Kevin may have stolen. Lubic confiscates the Key and leaves for Charlie's music store to verify Kevin's story. Immediately afterward, Evil-Lyn and her team break into the house and interrogate Kevin regarding the Key's location using a mind-control collar, before pursuing Lubic. Julie and the Eternians arrive and release Kevin from the collar, then pursue Lubic and the Key. They arrive at Charlie's store, but Skeletor's forces catch up with them and a pitched battle ensues. Evil-Lyn recovers the Key and summons Skeletor to Earth. Lubic escapes to gather extra forces to return and arrest everyone. Skeletor continues to pursue He-Man and his friends. He-Man recovers the Key from Evil-Lyn. Skeletor's forces capture the Eternians and Julie is wounded by Skeletor's lightning blast, which simultaneously erases the memory storage of Gwildor's Key, which held the home location. He-Man surrenders to save his comrades and is returned to Eternia as Skeletor's slave. Skeletor attempts to torture He-Man into submission to make his victory complete, but He-Man refuses to yield. The moment arrives for Skeletor to receive the power of the cosmos and declare himself the Master of the Universe. He uses his new powers to attempt to force He-Man to kneel. Back on Earth, Gwildor repairs the Cosmic Key and Kevin re-creates the tones necessary to create a gateway to Eternia. The group, including Lubic as he attempts to arrest them, are transported to Castle Grayskull, where they begin battling Skeletor's forces. Resenting that Skeletor absorbed the power of the Universe without sharing it with her, Evil-Lyn deserts him along with his other henchmen. He-Man retrieves the Sword of Grayskull and he and Skeletor begin a final battle, in which he shatters Skeletor's staff, restoring him to his normal state. He-Man offers mercy, but Skeletor draws a concealed sword and attempts to kill He-Man. As Skeletor lunges at him, He-Man knocks Skeletor into a vast pit below. The freed Sorceress heals Julie and Gwildor opens a portal to send the Earthlings home. Hailed as a hero for his bravery, Lubic decides to remain on Eternia. Back on Earth, Julie awakens on the morning of her parents' deaths in a plane crash. Realizing the Key has transported her back in time, she prevents her parents from taking the ill-fated flight by taking their keys, then runs outside to find Kevin. He confirms that their experiences were real, producing a souvenir from Eternia: a small blue sphere containing a scene of He-Man in front of Castle Grayskull with his sword raised above his head. In a post-credits scene, Skeletor's head emerges from the water at the bottom of the pit, saying "I'll be back!"

Operation Eagle Claw, in Apr 1980, is the American operation to rescue American hostages being held at the U.S. embassy to Tehran. The operation is being aborted after a fatal helicopter crash, with the U.S. Delta Force evacuating to their C-130 transports. Among them is Major Scott McCoy (Chuck Norris), who, against orders, rescues his wounded comrade Pete Peterson (William Wallace) from the burning helicopter before the team finally evacuates. Peterson was trapped under the burning debris of a jeep. McCoy put his own life and limb on the line to lift the jeep, extract Peterson and carry him to the C-130 transport all by himself. Colonel Nick was worried about the entire squadron and wanted to lift off but holds the transport long enough for McCoy to bring Peterson back. McCoy expresses his disgust for the politicians and military hierarchy that forced the mission to launch despite the risks, and announces he is resigning his commission. McCoy says that for 5 years he saw people planning missions in Vietnam and soldiers dying on the ground as a result of it. Overall, 8 members of the special forces were killed and 13 wounded in the disastrous operation. Five years later, a group of Lebanese terrorists armed with a Colt M1911, PM-63 machine pistol and AK-47s hijack American Travelways Boeing 707 (ATW) Flight 282 that is on a flight from Cairo, Egypt to Athens, Greece to Rome, Italy and then to New York City. The flight is currently in Athens and going to Rome. The flight has couples Harry Goldman (Joey Bishop) and Sylvia (Lainie Kazan), Ben Kaplan (Martin Balsam) and Edie, and Robert Levine (Jerry Lazarus) and Debra (Susan Strasberg). Debra is travelling with her daughter Ellen (Natalie Roth). A flight mechanic had stowed the weapons on-board before the flight departed and the hijackers retrieved them after the flight took off from Athens. Taking all passengers and crew hostage, the group, the pro-Khomeini New World Revolutionary Organization, led by Abdul Rifai (Robert Forster) and Mustafa (David Menachem), forces Captain Roger Campbell (Bo Svenson) and his crew to fly the plane to Beirut (they force the cockpit to be opened by threatening to blow up the plane with a grenade), Lebanon, where they make demands to the United States government that, if not met, will result in the death of the hostages. During the flight, the hijackers realize that the passengers include Hebrews from Israel on board. They collect everyone's passports and also find that the flight has 3 Marine Divers on board. Abdul separates the Marines in first class cabin and binds their hands and legs. At the hijack, the captain switched on the emergency beacon, indicating to Athen's ground control that the flight has been hijacked. The news soon reaches the Pentagon. General Woodbridge (Robert Vaughn) US general, Army Chief of Staff is in charge of the US operation. Woodbridge and the President authorize a Delta Force unit to neutralize the terrorists. The plane has over 100 Americans on board. During the crisis, the terrorists segregate the Hebrew passengers from the Americans by forcing a reluctant flight purser of German heritage named Ingrid Harding (Hanna Schygulla) to identify them. Another passenger, Catholic priest William O'Malley (George Kennedy), joins the Hebrews in solidarity. Unbeknownst to the authorities, once the plane lands in Beirut, the Hebrew hostages and O'Malley are then taken off the plane and transported to a militant-controlled area of Beirut, while a dozen additional henchmen (Jaffar (Avi Loziah), Jamil Rafai (Uri Gavriel), Salim (Adiv Gahshan)) are brought on board. The flight departs for Algiers, where the terrorists release the female hostages and children. Meanwhile Delta Force, led by Colonel Nick Alexander (Lee Marvin) is deployed to resolve the crisis. McCoy joins the task-force when he hears the news on TV. The Delta force believes that there are only 2 terrorists on board. Once the female hostages are evacuated in Algiers, they launch their assault, only to discover too late that there are additional hijackers and inadvertently alert the terrorists. Abdul kills one hostage, a US Navy diver named Tom, taking the other two US divers with them as well as dozens of male Hebrew passengers on board to Beirut. Delta Force gives chase to rescue the remaining hostages. Upon landing in Beirut, the terrorists gather their hostages and transport them to a militant-controlled area of Beirut. The pilots and two male flight attendants remain in the 707. Using a sympathetic Greek Orthodox priest Father Nicholas (Shaike Ophir), Israeli Army Intelligence prepares an operation to free the hostages. McCoy and Peterson are able to enter into Lebanon disguised as a Canadian television crew. In a prolonged campaign against the terrorists, the Delta Force bide their time to identify the terrorist leaders and locate the hostages. Once their location is discovered, Delta Force assaults the terrorist holdout, freeing the hostages and evacuating them to the airport. During the battle, McCoy, Peterson, and their team hunts down Abdul and his men, killing most of the militants before Abdul shoots Peterson, gravely injuring him. McCoy chases Abdul and tracks him down to an abandoned home. He then engages him into a vicious hand-to-hand fight, breaking Abdul's arm. As the terrorist leader prepares to shoot McCoy, he is killed after McCoy launches a rocket into his car. With the hostages and rescue teams secured, the team seizes Flight 282 by secretly infiltrating the airfield through a cotton field. Using silenced weapons, Alexander and the Delta team assassinates the terrorist guards including the last hijacker and saves the crew, ordering them to fly to Israel. The team boards the plane with all of the hostages, taking off just as McCoy is the last one to board the plane after having destroyed several terrorist jeeps on the runway with his motorcycle armament. On board the team tends to the wounded passengers and Pete who is now dying. After having confirmed that the hostages are safe and on route home, Pete says his farewells to McCoy before succumbing to his wounds. In the main cabin the ex-hostages and Delta commandos join together in a rousing rendition of "America the Beautiful", not knowing about Pete's death. In Israel, the Boeing 707 lands safely and the hostages are greeted by their families, while Delta Force disembarks with Peterson's body in tow to their C-130. The team concludes their operation and departs for the United States in the middle of celebrations by the people.

"Crime is a disease. Meet the cure." Lt. Marion Cobretti, nicknamed Cobra (Sylvester Stallone), is a sun-glass wearing, toothpick chewing cop who is all about getting the criminals and breaking the rules. He has the entire department on his back all the time about his very violent and forceful way of getting the bad guys, normally making the punks end up in a body bag, loaded with lead issued from his trusty pearl handled Colt .45. LA, like most cities, is witnessing a crime wave with a violent crime every 25 seconds, a murder every 24 minutes and 250 sexual assaults on women every day. When a mass shooting at a Los Angeles supermarket evolves into a hostage crisis, the Los Angeles Police Department (LAPD) summons Lieutenant Marion Cobretti of their elite Zombie Squad, to resolve the incident. Cobretti, nicknamed Cobra, confronts the shooter, who espouses social Darwinist ideals and mentions a New World. Cobretti kills him before he can execute a group of hostages. Detective Monte reprimands Cobretti for disregarding police procedure and Cobretti admonishes a group of reporters for not prioritizing the safety of potential victims. Unknown to the authorities, the supermarket incident is part of a string of violent crimes committed by The New World, a social Darwinist cult that despises modern society and believes in killing the weak, leaving only the strongest and smartest to rule. But Cobra is set a real challenge when a killer cult is spreading rapidly in the city. The cult kills innocent people, seeming picking random victims and slaying them with jagged knifes and getting off on the hunted's fear. But they make a huge mistake when they kill a woman at a bus stop and a young model sees them. She doesn't exactly know that they've killed someone, but is extremely scared when one of the killers, a muscle bound and rather deformed looking man, gives her a spine-chilling look. Soon the killers are after her! And they kill her photographer, a security guard and very nearly make her meet their sadistic style of murder. Cobra is soon on the scene, with his partner the junk food loving, Sergeant Gonzales (Reni Santoni). They ask the young model, whose name turns out to be Ingrid (Brigitte Nielsen), if she saw the killers. She says she only saw some people at the bus stop acting very odd and a man who scared her badly. But Cobra's progress into solving the case is halted by the pencil pushing, fat headed Detective Monte (Andrew Robinson), who is always on his case about too much force. He tells Cobra that he's on the Zombie squad for a reason, he's too violent and doesn't please the press. Much to Monte's disgust, the Chief Halliwell (Val Avery) and Captain Sears (Art LaFleur) decided to let Cobra use his street wise talk to fight the killer. Cobra goes through the entire population of the nocturnal seediness of downtown, where all the prostitutes, pimps, bar flies and cons of the city hang out. But he doesn't find any kind of help from these people, and they have no idea who the killers are. Cobra soon connects a supermarket killing, that involved a psycho who claimed that he was part of "the new order" who would wipe out the weak and make the strong survive, to the mass murders ripping at the soft under belly of the capital. But Detective Monte's smart mouth antics and somewhat spineless Captain Sears try to stop him from using aggressive force, not caring that Ingrid almost got killed by one of the cult followers, Night Slasher (Brian Thompson) and that numerous other people were slayed in the hospital at night. Knudsen is placed under the protective custody of Cobretti and his partner Sergeant Tony Gonzales following an attempt on her life. The Captain agrees to let Cobra take Ingrid to the countryside with Gonzales and a female cop named Nancy Stalk (Lee Garlington). Cobretti and Gonzales leave with Knudsen to the small town of San Remos. Little does Cobra know that the heat is going to be turned up instead of cooled off when they leave the city. Nancy is in fact a cult member and leading the Night Slasher and his cronies right to where Cobra is taking Ingrid. Despite not trusting Stalk, Cobretti does nothing and the group spends the night in a motel. While in a motel that's off the beaten track, Ingrid and Cobra realize their attraction to one another. The romantic mood is short lived however, and the cult is back on Cobra's trail. At dawn, the New World arrives in San Remos on motorcycles and besieges the town on Stalk's instructions. In a shootout, Cobretti kills many cultists, but Gonzales is wounded. The cult burn down the motel and almost kill Gonzales. Cobra and Ingrid ride off in a pick-up truck and almost meet their end by crashing into a burning car that's blocking the road. Cobra still manages to take some punks down though, with a very nice piece of weaponry called the laser mount sub-machine gun. They end up in a chemical factory and finally Night Slasher and Cobra come face to face. In a very psychotic speech Night Slasher says that Cobra's law is weak and that their cult will always survive. This sends Cobra off the deep end and Slasher onto a huge metal hook, that rips through his back and sends him off into a molten vat of metal. Nancy however is still alive and tries to kill Cobra, but she is also killed. After all the bloodshed, Cobra and Ingrid emerged slightly bruised and dirty, from the factory. The Captain congratulates Cobra, but Monte is too proud to actually admit that Cobra won the fight. He picks up his bit about too much excessive force, but earns himself a good punch from Cobra, sending him to the ground stone cold. Ingrid and Cobra ride off on a motorbike into the sunset to Kiss singing "Can you get enough me baby I can't get enough of you."

Paul Kersey (Charles Bronson) has arrived in Brooklyn to visit his longtime Korean war buddy friend Charley (Francis Drake), who is attacked by a gang in his apartment. The neighbors hear the commotion and call the police. Paul arrives as Charlie collapses dead in his arms. The police arrive and mistakenly arrest Paul for Charley's murder. At the police station, chief Richard Shriker (Ed Lauter) recognizes Paul as "Mr. Vigilante". Shriker lays down the law on Paul, and the two get into a scuffle before Paul is taken to a holding cell. In the same cell Manny Fraker (Gavan O'Herlihy), the leader of the gang who attacked and killed Charlie, is held. Fraker and Paul get in a fight before the police break it up. A few moments later, Fraker is released from the jail after his fellow gang members post his bail. Before walking out, he threatens Paul and states: "I'll tell you what, I'm gonna kill a little old lady, just for you. Catch it on the six o'clock news." Manny arrives back on his gang turf to take his place as leader, slashing fellow gang-member Hector (David Crean), possibly for betrayal (and later he and his gang kill either a resident or a member of a rival gang when he accidentally enters Manny's turf). Manny's gang is also responsible for the recent thefts in the apartment where Charley was staying. The police receive daily reports about the increased rate of crime. Shriker arranges to talk with Paul and offers him a deal: Paul can kill all the punks he wants to kill, but has to inform Shriker of any gang activity he hears about so the police can get a bust and make the news. Paul agrees and moves into Charley's apartment in a decaying building in the middle of a bombed-out gang war zone. The building is populated by a group of elderly tenants who are absolutely terrified by Fraker and his gang. Kersey befriends some of them: Bennett Cross (Martin Balsam), a World War II veteran and Charley's good buddy; Mr. and Mrs. Kaprov (Leo Kharibian & Hana Maria Pravda ), an elderly Jewish couple, and young Hispanic couple Rodriguez (Joe Gonzalez) and his wife Maria (Marina Sirtis). After a few violent muggings, Kersey decides to go into action: he uses money to buy a car from a used car shop as bait. When two gang members try to break into the car, Kersey protests, and they reply "What's it to you man?" Kersey says, "It's my car!" Whereupon they laugh and say, "now you're gonna die!" and advance towards Kersey. Kersey quickly pulls out a revolver and shoots them dead. Kersey protects Maria twice from Fraker's gang but is unable to save her a third time as she is raped (she later dies as a result of her injuries). Kersey orders an automatic gun for protection, a .475 Wildey Magnum, and spends the afternoon hand-loading ammunition for it stating "Nothing's good enough for our friends". He then tests the gun later that night when he kills another gang member, The Giggler (Kirk Taylor), who steals his camera bag and tries to make a clean getaway. He immediately becomes applauded in the neighborhood as Shriker and the police become involved in the violent acts. Kersey also throws a gang member off a roof (landing on the hood of a car) during a nightly chase sequence. There is also a subplot involving a possible love interest in public defender Kathryn Davis (Deborah Raffin) in which we learn why Kersey is hesitant to get back in the dating game. Kersey later goes back to say goodbye to her, as she is going out of the city to visit her sister. Kersey offers to take her out for dinner on her final night. While waiting in Paul's car, Kathryn is knocked unconscious by Fraker and the car is pushed into oncoming traffic. The car slams into another and explodes, killing Kathryn. The police arrive and Shriker places Kersey under protective custody because Kersey is now in too deep. Bennett takes matters into his hands, after his taxi shop is blown up, in an attempt to drive out Fraker's gang with one of Charley's machine guns, a MG-42. The gun gets jammed as the gang cripples Bennett. Shriker notifies Kersey and takes him to the hospital. Kersey escapes after Bennett notifies him of the one remaining gun. Kersey and Rodriguez spend the day collecting weapons. At the climax, both Kersey and Shriker attack a group of gathering gang members. They mow down many of the criminals with a Browning M1919 A4 machine gun before running out of ammo. Kersey then uses the Magnum while Rodriguez uses a zip gun, while many neighbors begin fighting back as Fraker sends in more reinforcements. Shriker decides to help Kersey and together they kill many criminals before Kersey runs out of cartridges for his Magnum. He goes back to the apartment to collect more ammo, with Fraker in pursuit. Fraker tracks Kersey down to the apartment and Shriker arrives just in time, resulting in Shriker getting wounded in the arm and Fraker shot (however, he wears a bulletproof vest). Kersey obliterates Fraker once and for all with a mail-ordered 66mm LAW rocket launcher. They both hear sirens, and Shriker gives Kersey a head start. Kersey gives a look of appreciation and leaves as the remainder of Fraker's gang retreats.

A patient of Chicago psychoanalyst Dr. Judd Stevens (Roger Moore) is murdered after a session, stabbed while wearing a raincoat belonging to the doctor. Police detectives McGreavy (Rod Steiger) and Angeli (Elliott Gould) investigate. McGreavy bitterly resents the doctor from a previous case in which Stevens' testimony led to a cop killer being institutionalized rather than sent to prison. The patient's personal problems are in question until Stevens' secretary is also found brutally murdered. Stevens realizes he is the murderer's target, while the detectives treat him as their prime suspect. A widower, Stevens expresses concern to his physician brother-in-law about the cops' behavior. McGreavy in particular is so aggressive in his interrogations, Angeli reports him to a superior and gets McGreavy thrown off the case. Posing as doormen, two armed gunmen break into Stevens' apartment. He holds them off until the brother-in-law and two paramedics arrive. Not trusting the cops, Stevens instead made an emergency call to the hospital for help. Choosing a name out of the Yellow Pages at random, Stevens hires an old, quirky private investigator named Morgens (Art Carney) who lives in a rundown apartment filled with clocks and cats. Morgens saves his life by finding a bomb planted in Stevens' car. After he reports this latest attempt on his life, Angeli promises to lend Stevens a more sympathetic ear than his partner had. McGreavy, however, has secretly cut a deal with their captain to keep an eye on the case from a distance. One evening, Morgens claims to know the killer's true identity, but refuses to reveal it over the phone because he claims nobody can be trusted, not even the police. He tells Stevens to meet him after midnight at Navy Pier and mentions the name "Don Cicini." But when Stevens and Angeli arrive, they find the murdered body of Morgens, holding a cuckoo clock. After doing some research by looking up the name and visiting a prison to inquire about the name, Stevens believes that Don Cicini is an Italian code name for the head of an organized crime syndicate. Offering to hide Stevens in a safe house, Angeli instead drives him to a countryside mansion where the phony doormen appear. Angeli draws a gun but points it at Stevens, telling him he trusted the wrong cop. Stevens is taken to a crime boss, discovering that the mobster's wife is Ann Blake (Anne Archer), a quiet woman who has been seeing Stevens as a patient. Don Cicini feels he simply can't have anyone knowing his private business, despite the fact that Ann told the psychiatrist practically nothing during their sessions. Stevens is taken to a warehouse to be done away with permanently. Angeli, expecting a payoff, is killed instead. Stevens tries to escape but is re-captured, then beaten savagely by the crime boss until McGreavy and a team of cops arrive just in time, having been called by Ann. Her husband is killed and the rest of his men are arrested. In the final scene, at a cemetery where Stevens goes to visit his late wife's grave once a week, Ann Blake turns up to apologize for causing Stevens all this trouble at the cost of so many lives. He has quit his private practice, so she asks if that means he can see a former patient socially. It does and they begin to leave the cemetery together, but the doctor is in for one last shock: Ann is shot and killed by an unseen mob sniper, leaving a grieving Stevens wailing over her dead body.

The film opens with a grand view of Los Angeles, with a news broadcast in the background detailing an increase in crime in the city. The overview of the city goes on until the end of the opening credits where we zoom in on the new house of Paul Kersey (Charles Bronson) where the maid, Rosario (Silvana Gallardo), is preparing dinner. He seems to have picked up the pieces of his life to move on, as his girlfriend is KABC news/radio reporter Geri Nichols (Jill Ireland) and they both go and pick up Carol (Robin Sherwood) from the hospital and spend the day with her. Paul talks to the doctor, who says that despite her traumatic catatonia, she has begun to speak again. Her husband, Jack Toby, though not seen or mentioned, presumably divorced Carol. Paul, Geri, and Carol spend the rest of the afternoon at a carnival, where Paul offers to buy ice cream while the girls look around. While waiting in line for some ice cream, he gets mugged and his dollar bill is stolen by five gang members. At first Paul does not mind but realizes they also took his wallet. Paul manages to catch up with one of them (Jiver (Stuart K. Robinson)), but Jiver exclaims that he was not the one who took the wallet. Geri heads to do an interview with the senator while Carol and Paul go on a boat ride. The same five muggers who stole Kersey's wallet arrive at his house determined to kill him. The thugs break in, tightly bind, and gag, and then gang rape Rosario. Paul arrives home with Carol, only to get beaten unconscious when he walks in the door. Rosario tries to call the police, but the thugs hear the sound and quickly kill Rosario by bashing her head in. They then take Carol to their hideout, where one of the muggers rapes her. After the attack, she runs away from the thugs and jumps from a window, becoming impaled on the railings below. Geri arrives at the house as Paul regains consciousness and the police arrive. Lt. Mankewicz (Ben Frank) is one of the first on the scene, asking Paul about the identification of the muggers because the description was "a little vague". A short time later, Paul learns about the death of his daughter and is sent to the station to ID her. Later, Mankewicz asks Paul to view some photos at the station to jog his memory since Paul is the only witness. Paul declines by saying: "it won't do any good." The next scene is at a funeral that Paul and Geri both attend. That night, Paul pulls out a .32 caliber semi-automatic handgun he kept hidden in his closet, changes clothing, and rents a low-rent apartment in the inner city as his forward base of operations. After wandering around most of the night through the rough part of downtown L.A. Paul returns to his own house. Geri arrives the next morning and lets herself in, where she nearly discovers Paul's gun laying on a dresser. Paul quickly gets up and hides it. After Geri leaves, he calls a locksmith to have the locks on his house changed. The next night, Paul spots one of the muggers, Stomper (Kevyn Major Howard), and follows him into an abandoned hotel building as a drug deal is about to be made between his partner and two buyers. Kersey tries to be quiet as he can, but the others notice his presence when he knocks over a can. Kersey kills Stomper's partner, then orders the other two out of the room where he kills Stomper. The following evening, as he is patrolling the streets, Paul hears a scream coming from an underground parking garage where a man and a woman are being assaulted by four muggers. One of the muggers is Jiver, whom Kersey chased down the alley the day of his daughter's death. Paul opens fire on the muggers, killing two of them. Jiver is wounded, but he and the fourth mugger manage to get away. Taking a .45 caliber pistol off one of the dead muggers, Paul follows the trail of blood and manages to wound and kill Jiver at a warehouse across the street. Paul flees before the police arrive. The L.A. police quickly hear about the murders, as does the NY Police Department. Detective Frank Ochoa (Vincent Gardenia) is called by the LAPD to help. The Police Commissioner (Anthony Franciosa) thinks the vigilante killings may be done by Kersey again. Fearing that Kersey, when caught, will reveal that they let him go instead of prosecuting him, the NYPD sends Inspector Frank Ochoa to make sure that does not happen. Ochoa meets with Lt. Mankewicz, who suspects that Frank is hiding something. That night, Ochoa breaks into Geri's apartment where he meets Geri and tells her about Paul's past and recent vigilante spree. But when Geri confronts Paul, he quickly denies it, ascribing the tale to Ochoa's imagination. Paul drives Geri to work the next morning, where Ochoa is waiting. In order to keep tabs on Paul, Ochoa calls Mankiewicz and asks him to park his car near Paul's apartment (but he doesn't tell Mankiewicz about following Kersey himself). Another night later, Ochoa follows an unknowing Kersey from his house to his low-rent apartment and from there to a local square where Kersey spots the three remaining gang members who attacked him: Cutter (Laurence Fishburne), Punkcut (E. Lamont Johnson), and Nirvana (Thomas F. Duffy). Kersey follows the trio on a bus to an abandoned park, where a major drug deal goes down. Ochoa follows Kersey and sees him from a distance hiding in a bush, but decides to help Paul after detecting a spotlight heading in his direction. Ochoa warns Paul with a shot by shooting a gang member who tries to shoot Paul. Paul runs behind a tree as the gang members grab their guns and fire back. Ochoa gets shot by a hail of gunfire, but Paul manages to kill Cutter (who vainly tries to shield his head with a boom box) with a bullet through the face. Punkcut is also wounded by a gunshot to the chest, as is another gang member. Paul also shoots and kills the getaway driver and seller of the firearms, who plummets off a cliff to a fiery doom below. The final mugger, Nirvana, gets away. Paul goes over to Ochoa and asks him why he saved his life. Ochoa responds he had to side with Paul against the criminals, and tells Paul to kill Nirvana for him. Ochoa dies as the police arrive, and Paul escapes into the night. The police get the name of Ochoa's killer from a badly injured Punkcut by inflicting pain, who succumbs to his injuries and dies. A few days later, Nirvana (whose real name is revealed to be Charles Wilson) is found by the police hiding out in an apartment. Paul, monitoring the police radio frequency from an acquired radio scanner, tries to get to Nirvana to kill him before the police do. But in the apartment building hallway, Paul narrowly misses his opportunity for a kill when he gets slashed on the arm by Nirvana during a chase. Nirvana runs outside when he sees the police approaching and gets tasered, but with no effect due to the influence of PCP. He is finally arrested after stabbing several officers. Tried and found criminally insane, Charles 'Nirvana' Wilson is sent to McLarren State Hospital. Paul comes along with Geri to the hospital where she is interviewing Charles Wilson's doctor. The visit allows Paul to secretly steal a facility ID card and a white doctor's lab coat. Despite his plans for revenge to kill the last surviving thug who assaulted him, Paul has lunch with Geri the next day and proposes to her. Geri accepts. The night they plan to go to Mexico for their wedding, Paul uses his altered doctor ID and stolen lab coat to gain access to the hospital and confronts Wilson in the hospital meeting room. They have a violent fight and Kersey is stabbed repeatedly by Wilson with a scalpel. But when Wilson slams Kersey up against an electrical device, Kersey ducks the oncoming punch. Wilson's hand smashes through the machine and Kersey turns the power up, electrocuting Wilson. Donald Kay (Charles Cyphers), the head orderly on duty, witnesses Wilson's death, but sympathizes with Kersey and gives him three minutes to escape from the hospital before sounding the alarm. Geri goes to his apartment later that night and finds the scanned copy of the stolen ID. She realizes that Paul is actually the vigilante after she hears a report of Wilson's death on the radio. She puts the paper and the engagement ring on the table and drives off. Paul arrives home minutes later to an empty apartment. Five months later, Paul is at his office speaking to his clients about a party in celebration of a new architectural design. His boss Elliott Cass (Michael Prince) invites him to a party that very evening, and when Paul is asked if he's free, he answers: "What else would I be doing?" The movie ends with gunshots heard on L.A.'s skid row, implying that Paul will continue his vigilante spree undisturbed.
