Brave Indian policeman Raj beats up, then arrests Muslim terrorist Khan. This gets him promoted, and he is congratulated by none other than his father-in-law, who is also a very high ranking policeman. Suddenly, Raj finds out that many policemen would like to see Khan go free. He consults his father-in-law and surprisedly finds no support from him. Disagreements and arguments ensue, and his father-in-law gets killed as a result. One by one he finds that the special chosen officers assigned to Wasim Khan cell are seriously beaten up, sustaining various injuries, and he suspects that Wasim is using his officers as a medium to send messages to his men to create mayhem among innocent people. Under these circumstances, Rajshekhar decides to create situations that will force forward the people who are hand-in-glove with Wasim, including multi-millionaire Shanker Singhania and his very own father-in-law, also the DGP Suryapratap Singh. While he receives natural praise and accolades, some within his own police force don't support or applaud this victory. One such person is Director General of Police Suryapratap Singh, who has a secret meeting with Rajshekhar, and asks him to go on sick leave, so that the Government of India can arrange Wasim's release. The fact that Suryapratap is also Rajshekhar's father-in-law adds more pressure on him to submit to his superior or make matters worse by disobeying him and creating a rift in his personal life. A man realizes that India is completely alien to his London-raised granddaughter and arranges her marriage there. She gets a guide to pose as her fiance and falls for him. After the passing away of his son and Caucasian daughter-in-law, London-based widower Purshotam Agarwal brings up his granddaughter, Namrata, on his own. When she matures, he pressurizes her to get married to Tikamgarh-based Ranveer's son. She travels to India, and much to his chagrin refuses to get married to the boy of his choice, and instead brings back a wealthy male named Romi, who she claims is her fiancé. An army major is transferred to a training camp after being blamed by the police for doing their job. However, when the law and order worsens, the police ask him to take over the nation's security. Army major Anand(Mithun Chakraborty), who fights to avoid crimes when there are crime situations, for which he is often blamed by police, stating that the army has no power to fight crimes and it is the duty of the police. Politicians who are backing up crimes transfer him to a training camp with undisciplined cadets, as the head of the camp. There he trains the cadets to become honest soldiers. In a terrible situation in which police could not keep the peace and crimes have overwhelmed the police, the government has no other option other than confining the police to barracks and calling the army to take over the security of the country i.e. forming a Military Raaj (Military controlled state).

Amar lives a middle-class life with his Police Inspector brother, Suryaveer, and sister-in-law, Beena. Suryaveer is assigned to handle the task of apprehending a group of terrorists, headed by Jumbo, who have made their hideout in a dense forest in Central India. Suryaveer's partner is Inspector Satpal, who is an alcoholic. Suryaveer is also told that six other police inspectors have lost their lives in this assignment. Nevertheless, Suryaveer and Satpal get ready to tackle this task and do penetrate deep into the forests. Then Beena gets the devastating news that Satpal has been injured and her husband has been killed. The police assign this matter to another Police Inspector by the name of Vikas, and Amar and Satpal lend a hand to support him.
