The story of Dhangarwada is based on journalist Vijaykumar Dalvi`s novel of the same name. The film tries to highlight the problems faced by the shepherd community in their day to day life.

Neha lives a wealthy lifestyle along with her mom, Suman, dad, and sister, Aarti. She meets with, falls in love, and gets married to Dr. Aman Mehra, who practices in Life Care Hospital, while Aarti, an Intern at the same hospital, is in love with Police Inspector Siddharth, and both hope to get married soon. After celebrating their first wedding anniversary, Aman is approached by a gun-toting couple on the beach, both threaten him, and ask him to sign a Death Certificate for a male named Avinash Malhotra, pronouncing his death due to natural causes. They also pay him an advance and tell him that the balance will be paid after he prepares the certificate. Aman is reluctant to prepare this document, but when Neha's life is threatened, he does so - little realizing that in so doing, the vengeful spirit of the dead male will manifest itself in Neha's body - changing their lives forever.

Rudra Pratap Sharma comes from an aspiring Hindu 'Bramhin' family consisting of his dad, Dayashankar, a bank manager by profession, his mom Sharda and a much younger sister Gaithri. The family resides in Banaras, India; Rudra cannot stand injustice in any form and revolts by publicly beating some college-bullies. This forces him and his family to re-locate to the city of Bombay where Rudra continues to deal with wrong-doers by turning them over to the law. Then one day his life changes when he is arrested by the police for not only dealing in arms and ammunitions but for the cold-blooded murder of the Commissioner of Police Yeshwant Sinha. Ghajraj Thakur while deciding the fate of his nephew, Jagananth, is killed by his brother-in-law, Ranjit Singh, with Ghajraj's sister, Manorama looking on. Ghajraj's son, Dharamraj takes over from his dad, meting out fair and honest decisions amongst the townspeople. He arranges the marriage of his younger brother, Arjun, with Meena, the daughter of Ramsingh Thakur. A shadow is cast on the family when Arjun is accused of having illicit relationships with a school-teacher. This teacher eventually commits suicide and blames Arjun in her suicide note. This is a story of two friends Nilamber and Pitamber, who have a General Store, and work together. Nilamber (Kader Khan) is deaf since birth but he can make out other persons talking by his lip movements. Pitamber (Anupam Kher) is blind by birth, but he behaves as if he has his eyes. When these two friends walk together nobody can make out that they are deaf and blind. One day Manish (Dilip Dhawan) is murdered in their store, who is elder brother of Vishal (Sujoy Mukerji). Vishal is in love with Auto rickshaw driver Shalu (Sheeba). There is also an underworld gang who is headed by Jebago (Raza Murad), who is after the Ten Crore worth Diamonds. Bombay's Police Commissioner Veer Bahadur Singh, lives with his wife, Sharda, and daughter, Jyoti. When DSP Vishal Khanna arrests two notorious robbers and pimps, Shera and Jaaga, and holds them in a cell, their hoodlum boss, Banarsi Das, kidnaps Jyoti, holds her for ransom, and will only release her after the release of his henchmen. Vishal takes it upon himself to rescue her with considerable success resulting in Shera and Jaaga's conviction and a two year prison sentence. After their term is over, Shera and Jaaga meet with Banarsi Das and plot a devious scheme to turn the lives of Veer Bahadur Singh and Vishal Khanna upside down. In the village of Rameshpur the Thakur (Sadashiv Amrapurkar) and Kalia Singh (Amrish Puri) were all powerful with their vicious unjust rule. The whole village used to dance according to their tune. But in that same village an honest and respectable teacher (Vinod Mehra) on his own singular strength was trying to educate the entire village and improve their living. Thakur could not bear this. So, he made Kalia instrumental and managed to finish the teacher - he was murdered. The teacher's younger brother Arjun (Dharmendra) could not bear this grief of his brother's death. He aimed an axe at Kalia and wanted to kill him. However. Kalia escaped and managed to catch Arjun. He was taking Arjun away with him but somehow Arjun luckily escapes from his hands. The teacher's wife Durga (Aruna Irani) vows in front of the Statue of Mother Durga at her temple that she may make her children brave as lions so that one day she may come back to the village and take revenge against Thakur and Kalia. Time passed by. Arjun aIways was in great grief owing to his separation from his sister-in-law who was just like his mother and her children. After a long time Durga came back to the village with his grown-up children. Munimji's daughter, Radha (Sonam) falls in love with Vijay, Durga's son (Chunky Pandey). The unjust ways of Thakur went on increasing day by day. Thakur tried to molest the Pujari's daughter but Arjun foils his bid and he kills him. To take the revenge against the death of Thakur, Kalia comes to the village. Arjun and the entire village face Kalia, but Kalia succeeded in imprisoning Durga, Vicky, Vijay and Vishal make a deadly effort to release their mother, Durga. But against such great odds of the dacoits they became helpless and the dacoits caught them and tied them up along with their mother. Dacoit Kalia does not want to kill them by shooting at them. Instead he plans to give them all a very painful and agonizing death. How Arjun with his two hundred horses reaches Kalia's den ? How he saves them from the frightening den of Kalia and finishes Kalia...... this can be seen on the silver-screen.

After being falsely accused of theft from the village temple, Gangu is beaten to death by the village masters including Raghuveer Singh, Bhairav Singh, and Sampath. Shattered by the death, his wife, Paravati along with her son, Suraj swears to avenge the death of her husband but her plans fall apart when Suraj falls in love with Raghuveer's daughter.

After his wife's murder in Bombay, Vishal seeks help from Dharmatma when police fail him. With two women's aid, he pursues the killers, leading to a confrontation about Dharmatma's son's role. Vishal and his new bride Jyoti shift to Bombay for work purposes and they are blissfully happy as they settle into the City of Dreams. But this idyll ends when Jyoti gets raped and murdered by four men: Prince, Bakya, Peter, and DD (Disco Dancer). Vishal is left helpless as none of the police or politicians are supporting him and he decides to accept help from Dharmatma, who is known to get justice for people. He gets a hint from his servant that one of the goons was Bakya. Vishal wants to kill Bakya, but his girlfriend Rita tries to save him by trying to kill Vishal, but Rita realizes the crime and decides to tell Vishal the truth. After Bakya's death, Prince, Peter, and DD attack Rita; just before she dies she reveals the truth of Jyoti's murder to her friend, whose name is also Jyoti. This Jyoti decides to meet Vishal and give him the names of the other killers. Vishal had once saved the same Jyoti from molesters, so he decides to go after the killers and goes to Dharmatma, telling him that meeting him didn't prove him of any help and further if he wants to help him, he should surrender him the last victim--his son Prince. —alex.mjacko@gmail.com

Ram is a govt official who tries to brings justice to an oppressed village. He almost succeed in his mission but is murdered by Vijay singh. His dream of justice is filled by his most loyal dog, MOTI. Ram (Jackie shroff) is an honest young man, who comes to the village of the powerful and corrupt Thakur Vijay Singh (Amrish Puri). On the way his vehicle breaks down and he meets with beautiful Bijli (Poonam Dhillon), and both fall in love with each other subsequently. Thakur Vijay Singh's men, especially Munim Banwarilal (Asrani), and Sardari (Sadashiv Amrapurkar) clash with Ram, and retreat, beaten, to their boss. Ram helps Gopi (Raj Kiran), who is dumb, and Sharda Devi (Swapna), and assists them in their life, and encourage to marry. Thakur Vijay Singh has his eye on Sharda, and has Ram killed by his men, and frames Gopi for the killing. Gopi is arrested by the police and is jailed. The only one who witnesses the killing is Ram's dog, Moti. Bijli also passes away, leaving her father (Satyen Kappo) distraught and close to insanity. The film opens at a party where Anant Welankar (Om Puri), a police officer, meets Jyotsna Gokhale (Smita Patil), a lecturer in literature at a local college. Anant is a sub-inspector with Bombay police. They seem to hit it off despite some initial skirmishing about ideology, and the friendship blossoms into a relationship. Anant brings diligence, enthusiasm, and a definite idealism to his job. But the job is harsh. There is a deep nexus between the local mafia, the cops and the (corrupt) politicians. Honest himself, Anant falls among the lower rungs of the police hierarchy and has very limited scope of authority on the state of affairs in his area. When Anant arrests three common thugs, he is asked to meet with their boss, Rama Shetty (Sadashiv Amrapurkar), a don in the local mafia. Anant refuses all of Rama Shetty's attempts to get his men out or to entice Anant to join him. Shetty decides to watch over Anant. Anant pursues Jyotsna and they both get romantically involved. Mike Lobo (Naseeruddin Shah) is a suspended cop, who also stood up for his values and tried to fight against a corrupt system. Anant's department head Police Inspector Patil (Achyut Potdar) orders him not to touch Shetty's men going forward. Sometime thereafter, a meek fellow from a local slum lodges a complaint about some ruffians who harass his wife. Anant finds them, locks them up, and administers a severe beating. As a fallout, the local MLA asks for Anant to be suspended. Anant's boss, inspector Haider Ali (Shafi Inamdar), explains to a mystified Anant that the ruffians were the MLA's henchmen, providers of muscle during elections and political rallies. Anant is defiant with a clear conscience (he did nothing wrong) and ready to face a tribunal. Haider Ali explains that it will hardly get that far. Tribunals are either delayed indefinitely or are rigged (by corrupt politicians), and suspension during that time is a permanent black mark on one's record (for no other politician will be willing to deal with such a troublemaker). Anant is initially baffled but goes along with Haider's plan to bring in Desai, a mediator or middle-man with connections in New Delhi, the "Centre" or national seat of power. Desai invokes higher powers to quietly cover up the matter. Anant's morals are shaken by this incident: He had to use means barely legal to uphold his righteous actions upon criminals. Anant reflects upon his childhood. His father Police Constable Velankar (Amrish Puri) retired as a Faujdar (constable) in the village police force. His father was a hard and violent man, quick to slap or beat his wife (Madhuri Purandare) on the slightest pretext. Anant recalls looking on and being powerless to intervene. When Anant graduates' college, he expresses his desire to pursue higher education but is forced into joining the police force. Things get interesting when Anant finds one of Rama Shetty's goons, badly beaten, burnt and left to die. Anant brings the man into the hospital and takes his statement where he names Rama Shetty and others who inflicted this assault. Anant storms into Rama Shetty's rooms to arrest him. But Shetty is unfazed. He makes a simple phone call to a high-ranking cop who immediately asks Anant to back off. Anant cites the context and the overwhelming evidence but is still ordered to step away. A resentful and hapless Anant leaves, feeling intensely humiliated. Haider Ali explains yet again: Rama Shetty plans to run for city council in the upcoming municipal elections and simply cannot afford to let a petty matter distract his ambitions. Anant is horrified and enraged and takes to drinking. His relationship with Jyotsna suffers. He is distraught when he is sent to provide security cover for Rama Shetty's campaign rallies. Meanwhile Mill Union Leader Mhatre (Vijay Kashyap) complains to Patil about Mill owners deploying hooligans to beat up the striking workers. Unknown to Mhatre, Patil had already made a deal with mill owner Khanna (Akash Khurana) to remove the striking workers and to allow Khanna to take material out from the factory to complete his orders. He suffers another career setback when he leads an assault team to capture a dangerous bandit in the hills outside Mumbai, and the credit for the arrest is ultimately handed to another officer. His relationship deteriorates further, and he takes to drinking fairly heavily. When Jyotsna confronts him, he confides in her. Anant arrests Rama Shetty's son (Madan Jain), when he is found having kidnapped a girl and having sexually assaulted her for a week. But as usual, he is set free. The son ends up killing Mhatre in a road accident. Things go completely out of control one night soon after as a small-time thief, accused of stealing a small radio, is brought into custody. Anant is very drunk, angry, and frustrated. He delivers a shocking and brutal beating to the thief - while continuing to drink - accusing him of "stealing the legitimate Rights of Others". Not surprisingly, the thief succumbs. The fallout leaves Anant suspended and facing charges of excessive force. Anant tries to invoke Desai again, but Haider Ali backs off, saying the situation has become too hot for most anyone. Haider Ali suggests, somewhat reluctantly, that perhaps the newly elected Rama Shetty can help. After several days of deliberation, Anant decides to visit Rama Shetty in his betting den. Rama Shetty receives Anant cordially and invites him into his inner sanctum alone - possibly aware that this righteous cop is finally on his knees before him. He agrees to help him only if Anant, in return, joins forces with him. Anant breaks out of his 'impotent' torpor and infuriated, in a stunning and violent move, strangles Rama Shetty there and then. The film ends with Anant turning himself in.
