Gopi (Govinda) ekes out a living as an actor in small time plays. Gopi lives with Bhabhi (Bindu) and his brother Bharat (Sadashiv Amrapurkar) and their son. Bhabhi berates Gopi constantly for not being able to find a job and help around the house with money. Bhabhi gives Gopi exactly 6 months to start earning from his theatre career or warns him that he will have to get a job as welder in Albert's garage. Bharat works in a company owned by Ram Nath (Raza Murad), who is a good man and a mute. Bharat gets paid Rs 2500 per month, but the house expenses are Rs 4000 per month. Gopi uses his acting skills to frequently bail out his friends Raja and Abhyankar. He disguises himself as their grandfather and meets the college principal to convince him to give admission to both despite their lack of grades as both have been failing in the same class for 8 years. Gopi's friends Abhyankar (Harish) and Raja (Rohit Kumar) love 2 girls Usha (Eva Grover) & Nisha (Mitra Joshi) who are granddaughters of Rai Bahabur Behl (Kader Khan). Behl objects to the match since Abhyankar and Raja are nobodies. But the duo claim that Abhyankar is the nephew of Maharani of Kandapur, and Raja is the nephew of Col. Dogra. Ram Nath is marrying his daughter Sandhya (Raveena Tandon) to Gaurav (Mohnish Bahl) and seemingly doesn't know that Gaurav is a flirt and a womanizer. Sandhya's friend Guddi had told her the truth about Gaurav, but Ram Nath had secretly arranged the marriage within 2 days. Meanwhile Sandhya had met a Jyotish (Anupam Kher), who told her that her prince charming would be an artist by name of Ranjit Saigal and that she would run into him at a traffic intersection. Sandhya runs from the wedding. Ram Nath finds the note left by Sandhya and screams in anger, revealing that he is not a mute. Gopi reaches Mumbai and meets Mr Pareshan (Satish Kaushik) who is a movie producer. Pareshan laments that he has no story, no finances, hero is not giving him dates and the heroine insists on wearing all clothes. Pareshan tells Gopi to start as a junior artist and pay Rs 10,000 as a member of the actor's association. Gopi breaks into a passionate tirade on the bias against poor, first-time actors. He says that every man, including Pareshan, went to ask for a job and was insulted by someone in the position of power. He says that the movies glorify the poor man, and the same poor man pays for the movie tickets which sustains the industry, and yet in real life, every poor man is ostracized and no opportunity to given to them. Pareshan loves Gopi's passion and gives Gopi a small role in his film, where Gopi dresses like a rich prince. Gopi drives away with the car after giving his shot as he was too much into his character. Gopi runs into Sandhya, who is looking for Ranjit Saigal. When Gopi comes to know about this, he pretends to be a rich prince Ranjit and Sandhya starts dating him. They soon fall in love with each other. But soon she comes to know that Gopi is a poor man (when the costume designer of the movie tracks him down and asks Gopi to remove all clothes on the street itself) but nevertheless they start loving each other as Sandhya knows that Gopi is an honest man. Sandhya tells Gopi about how her father arranged her marriage to Gaurav without consulting her. One Day Gopi sees Ram Nath and Gaurav killing another person by shooting him. Gopi realizes that Ram Nath appears mute publicly, but he can speak. Gopi doesn't know that Ram Nath is Sandhya's father. Gopi runs away. Meanwhile, Gopi's friends Abhyankar (Harish) and Raja (Rohit Kumar) request Gopi to become an Aunty Maharani Kanaklakshmi of Kanda to convince Behl. They had to do this as the real Maharani of Kanda changed her travel plans at the last minute and the guys are in a jam, as they did not want Behl to doubt that the Maharani was fictitious. Gopi does so with hilarious results, as two men Rai Bahadur Behl and Col. Dogra (Saeed Jaffrey) (Raja's uncle) start loving him. As Maharani Gopi, she gets Dogra and Behl to give her money when she claims that her luggage from London flight is lost, which she claims had $ 100,000, 200,000 pounds and legal property documents for 2 palaces. Gopi goes to meet his Bhaiya and Bhabhi (to give them Rs 10,000 that he received from Col. Dogra) when Ram Nath's goons recognize him, but he escapes somehow. Meanwhile Behl and Dogra fight for Maharani's attentions. Both men propose to the Maharani, and she promises to marry Behl (as he was the first to propose), but promises to have an illegitimate relationship with Dogra, so that he is not heartbroken. Behl says that he is a lawyer and can help manage all of Maharani's estate. That's when the real Maharani Vijayalaxmi (Reema Lagoo) arrives. Vijaya finds it amusing that there is another person posing as her, so she poses as the niece of Maharani of Kanda. Turns out Vijaya and Dogra used to date each other in college. Gopi disguises himself as a dance teacher to meet Sandhya and that's when he finds that Ram Nath is Sandhya's father. He tells Sandhya, but she doesn't believe him. Gopi's brother calls him and says that the man running the company is a impersonator of Ram Nath. When he found out, the impersonator and Gaurav abduct his son. He asks for Gopi's help. Sandhya finds evidence supporting Gopi's claim. They track the location through the electronic dial tone of the number that the impersonator dialed. Gopi attacks. Turns out that impersonator is Kamal Nath, a twin brother of Ram Nath. The man whom he killed was Ram Nath's manager who had found out the truth and was about to go to the police. Police arrives and arrests Kamal Nath and Gaurav.

An archaeologist unearths an underground palace at Sangramgarh. The locals are afraid of what will happen if they start digging and would like to leave the past alone. It turns out their fears we confounded. Vicky lives a wealthy lifestyle with his widower dad, J.B., in India. Since he has matured, his dad would like him to get married to Sonia, who is the daughter of his friend, D.D., who is an Archeologist, currently looking for artifacts in Sangramgarh. Vicky and Sonia like each other and have no qualms of getting married. Then a series of events shake-up the crew at the site at Sangramgarh as they find that what appears to be an underground palace. The locals are superstitious and afraid of what they happen if they start digging and would prefer to leave the past alone. They may well be right as an ancient, ageless and cruel entity, Rajkumari Suryalekha, who at one time actually reared a half-man half-beast, cannibals and man-eating beasts to defeat and kill all her suitors as she hated men, save and except for Vikram Singh, who was able to emerge victorious, but ended up rejecting her as she had his friend, Amar Singh, killed. Now she awaits to be resurrected so that she may claim her lover and avenge her humiliation as well end the curse that her mother had put upon her. Unable to handle this rejection Suryalekha commits suicide and thus the entire palace goes underground. Mona D'Silva (Dimple Kapadia) runs a small restaurant in Goa. Raja (Kamal Haasan), who lives close by, is a good friend & a fisherman. He is in love with her but is unable to profess his feelings. Raja is waiting to earn enough money, so he can buy his own boat and can provide the luxuries of life to Mona. Thekedaar (Goga Kapoor) is the owner of the docks & the boats. Cheena (Lilliput) is Raja's mute friend and Raja looks out for him Mr D'Silva (Saeed Jaffrey) is Mona's father and likes Raja. Miss Joseph (Nadira) is Raja's adoptive mom & knows Raja loves Mona. Mr Silva wants Mona to marry Raja, but she considers him as only a friend. Vikram (Shafi Inamdar) is the GM of a large fishing company. Batuk Laal (Satish Kaushik) is his assistant. They both work for Kamla Devi (Madhur Jaffrey), the owner of the firm. Vikram wants to ban small fisherman from the sea as their catch impact the market price of the company's products. Kamla Devi is Vikram's aunt, and he dreams of inheriting her wealth and position. But she informs Vikram that her grandson is moving to Goa from the US. Kamla does not like that her son married a commoner due to which Ravi was born. Vikram had eyes on Kamla's wealth and is not happy that Ravi is moving back to Goa, as the heir apparent. Kamla's son and his wife died when Ravi was 7 yrs old. Kamla brought Ravi back, but kept him in hostel for all his life, and only now decided to bring him to Goa to stay with her. Ravi (Rishi Kapoor) moves to Goa and Kamla wants him to manage the business. Ravi does not like that Kamla speaks disparagingly about his parents, and for taunting his death father for wasting his life by marrying his commoner mother. Ravi sees Mona swimming naked in the early morning sun on the beach and goes nuts. One day Vikram decides to drive his boat right through the local fishermen's nets that were deployed in the ocean, damaging them substantially. Raja is a witness and asks Vikram for compensation at his office. Vikram refuses, but Ravi intervenes and agrees to pay, as he has sympathy for the poor. Ravi starts pursuing Mona, and even serenades her. Mona and Ravi fall in love of which Raja knows nothing. Meanwhile Vikram advises Kamla to drop their fish prices in the market. This would force the poor fishermen to match their prices, which they cannot afford as they need to pay interest on their borrowings. This pricing move would wipe out all the poor fishermen of the area and allow Kamla to corner the entire market. Kamla approves the pricing move. The fishermen led by Raja contemplate their next move, but Ravi reaches out to Raja and befriends him, by drinking with him at a local bar. The friendship between Ravi and Raja grows. Ravi wants to marry Mona, but hesitates to ask her dad, so he decides to ask Raja to represent him. But before Ravi can ask, Raja tells Ravi how much he loves Mona, but hasn't had the courage to tell her. Ravi is heartbroken, and decides to step back from Mona. when Ravi finds that Raja is waiting to buy his own boats before he proposes to Mona, he arranges for a family friend to give Raja a business investment (without Raja ever realizing that the investment came from Ravi). Ravi writes a letter to Mona, and tells her that he is going away. They meet for one last time, and Ravi tells Mona that Raja loves her. Meanwhile Raja is ecstatic that he now has a business investment to buy his own boats. He prepares to propose to Mona. He rushes to Mona, only to find Mona and Ravi in a deep embrace. Raja is heartbroken and spends the whole night alone and drinking. Miss Joseph finds out about Raja's heartbreak. The next day Mona approaches Raja and says that she loves Ravi. And Ravi wont even talk to her, unless Raja fixes things between them, as he does not want to come between Mona and Raja. She categorically says that Raja is a great friend to her, but nothing more. To placate Mona, Raja pretends that all of this was only a ruse to get Ravi and Mona to profess their love for each other publicly. Raja then helps reunite Ravi with Mona. Post this Raja leaves with Miss Jospeh to visit her sister. Vikram tells Kamla about Ravi's affair with Mona. Ravi's grandmother, Kamladevi, is opposed to their love because of class differences. Ravi brings Mona to meet Kamla, but she was away on business trip. Ravi gives a holiday to all servants and proceeds to have some frolic with Mona. But Vikram finds out and tells Kamla that Ravi is alone at her bungalow with Mona. Kamla returns to the house and forces Mona to leave without meeting her properly. Kamla refuses to meet Mona formally, but tells Ravi to send Mr D'Silva to meet her. Kamla insults D'Silva over his and his daughter's status, and throws D'Silva out of her house. D'Silva has an heart attack after he is beaten up by Kamla's goons. When Kamla refuses to apologize to the D'Silva family, Ravi leaves her. Ravi goes to meet D'Silva, but is beaten up by the villagers and thrown outside the village. Kamla asks Vikram to buy the loans of the entire village. Kamla then sends the police with court orders to seize the boats of the entire village. The villagers send Mona to beg Kamla to relent. Kamla offers her a choice between Ravi and the welfare of the entire village. Kamla orders Mona to marry someone else within 7 days. Ravi threatens Kamla that if Mona gets married, he will commit suicide. Meanwhile Raja returns from his trip, & D'Silva asks Raja to marry Mona. Raja decides to help Mona and Ravi. Ravi finds out that Raja really loved Mona and that he sacrificed his own love for the sake of his friendship with Ravi. Ravi is shocked. Meanwhile Kamla decides that she cannot afford to lose Ravi and tells Vikram to get him back, by telling him that she is ready to accept all of his demands. Vikram decides to kill Ravi. Vikram abducts Mona and forces Ravi to surrender. He wants Ravi to commit suicide, but Raja intervenes and attacks Vikram's goons. Raja defeats the goons and asks Ravi and Mona to leave town asap. Ravi refuses to take Mona with him, as he knows that Raja loves Mona. But then Vikram gets up and shoots at Ravi. Raja sees this and comes in between, taking the bullets on himself. Ravi kills Vikram, but Raja dies. Kamla accepts Ravi and Mona.

A lawyer, Mohandas Gandhi, returns to British India after finishing his studies from South Africa. He initiates a nationwide movement of non-violent resistance against the British rule.
