Bipin and Karan sell women's clothing off of a sidewalk in Bombay. Bipin has always been lucky in money matters, as he even 'finds' a suitcase containing Rs.10 Lakhs, and has several affairs with women, getting them pregnant, and eventually coercing them to abort the fetus. Then one day he meets with Sadhna, the daughter of the deceased owner of the suitcase, she falls in love with him, gets pregnant, but refuses to abort her child. Bipin's friend, who has just lost his sweetheart, Madhu, comes to her rescue, marries her and agrees to look after her son as his own, even foregoing any sexual relations with her. Bipin goes on to marry Laxmi, the daughter of wealthy businessman Dhaniram, but ends up not having any children, which leads him to concoct a plot so devious that will eventually force Karan and Sadhna to surrender his biological son to him as Bipin has always manipulated fate in his favor. —rAjOo (gunwanti@hotmail.com)

Prashant Verma is employ as a reporter with 'Navkranti' a media-house that publishes daily newspaper. The unlawful activities and injustice taking place in his surrounding frustrates him to the extent of single-handily revolting. The gang affected by Prashant's behavior is headed by the notorious Tavu who in retaliation abducts and sexually molest Prashant's sister Shalini which made her commits suicide. One day he witnesses a murder of a drunk named Monto, which is written off as an accident by the police and the file is closed. He decides that he has had enough of being a by-stander, he approaches Police Commissioner Anand Deshmukh, and informs him of that he knows that Bharat Acharya has killed Monto. Thereafter, Prashant's orderly middle-classed life is turned upside down - he loses his job; his sister, Shalini is abducted, raped, traumatized to such an extent that she becomes numb with shock and subsequently kills herself. And now a shattered and devastated Prashant must decide to avenge this or re-locate to another city and try to put his life together again. Dutta Baabu is contesting elections against a corrupt politician Bishamber Prasad. Inspector Ranjit Singh is an honest officer who gets proof of Prasad`s involvement in Datta`s death. But he is stopped by his senior when he tries to take any action. Meanwhile, Ranjit gets married to Namrata but is later killed by Prasad as he continues to trouble him. The rest is how his wife avenges his death, and if she is successful.

Anand, an officer, loses his leg while attempting to capture Samrat, a smuggler. After Anand's retirement, Samrat kills him. Karan, Rajvir, and Salim, Anand's team, vow to avenge his death by bringing down Samrat's criminal empire. Major Anand aided by 3 other military commandos, Karan, Salim & Ranvir undertakes a mission to bring to justice an arms dealer and drugs-smuggler, Munna. Things goes out of hand when Munna retaliates by shooting at Major Anand, wounding his left leg, and escaping with a scar on his face. Anand is then forced to retire only to open up a garage. Then word came in that Anand is shot dead, the commandos take part in his funeral, only to open up inquiry where they find out that a gangster named Babila may be responsible for the Major's death but they also find out that the day in question Babila was in police custody. One of their assignments results in apprehending arms-dealer and drug-smuggler, Munna, but things go wrong when Munna shoots at Anand, crippling him, and manages to escape, with a scarred face. Anand is forced to retire, dependent on a cane to assist him to walk, and opens a garage. Then the three commandos receive word that Anand has been shot dead, and all of them go to attend his funeral. They start making inquiries and find out that a gangster named Bablia may have been responsible for Anand's death, then they find out that Bablia was behind bars on the day that Anand was shot. Prithvi and Maggie fall in love and decide to get married, but Maggie's mother objects looking at Prithvi's past. Constant abuse at the hands of her husband forces, Prithvi's mother to commit suicide which then pushes Prithvi to murder his dad resulting in him spending his youth behind bars. Years later after his release from prison; Prithvi is unable to control his temper at the site of injustice. He meets Maggie Pinto and after a few chance meetings both falls in love. Maggie introduces Prithvi to her parents but her mother, Stella disapproves of the match because of Prithvi's violent background thus Maggie is instructed to abstain from Prithvi. But the lovers continue to meet tempting Stella to involve the police resulting in the arrest of Prithvi. He meets with Maggie Pinto (Revathi Menon) and after a few more chance meetings, they both fall in love. Maggie takes Prithvi to meet her parents, and they reject him due to his violent background. Maggie and Prithvi persist, and Maggie's mom, Stella Pinto (Reeta Bhaduri) calls the police, and has Prithvi jailed. Guruji (Amjad Khan) comes to his aid, and bails him out. Honest truck driver Balwant watch helplessly as the owners of the trucking company he works for mauled his brother, Jaswant to death. When he lodges a complaint with the police the inspector instead arrest him for this crime; the trucking company owners then burn his house killing his pregnant wife Sumati. Years later Balwant who now calls himself Karamvir operates a court called 'Teesri Adalat' by sentencing wrong-doers to death in a judge and executor style. However he is unaware that Sumati is still alive and has given birth to twins Rajesh and Mahesh; while Mahesh was separated at birth and grows up with Inspector Ram Avtar and his wife - Rajesh is taking care of his mother as she loses her mental balance in the trauma. Rajesh and Mahesh do get to unite as the girls they are in love with are link to each other. One day he asks Jaswant to drive the truck for him. Jaswant finds out that the truck is delivering smuggled and illicit goods and refuses to drive it. For this, the owners of the trucking company and others beat him up, eventually killing him. Balwant comes just in time to see his brother's assailants and swears to bring them to justice. However, he himself is held by Inspector Amarnath for the homicide of his brother; his house is burned down by the trucking company owners; his wife is reportedly dead in the fire. Balwant escapes from prison and avenges his brother's death by severely maiming the truck company owners. Balwant continues to avenge the innocent, not through the rules of the corrupt police, lawyers and an equally corrupt judicial system but as a vigilante judge and executioner, calling himself "Teesri Adalat". All his sentences result in death. Years later, Balwant's wife is still alive but the trauma has left her speechless. She had given birth to twins, Mahesh and Rajesh. Mahesh was separated from her in childhood but Raja lives with her. Mahesh is adopted by Inspector Ram Avtar. Raja has a sweetheart in Kavita and Mahesh woos Sunita. Balwant and his family's paths cross when in order to get his adopted father a promotion, Mahesh decides to seek out Balwant and put an end to his "Teesri Adalat". —Soumitra

Dr. Vijay imprisoned for murder after confronting corrupt official. Released, he finds wife Aarti accused of killing daughter, now a prostitute. He seeks justice, truth about family's fate. While traveling Dr. Vijay Verma witness some men assaulting a laborer; he intervenes and mercilessly beat them up. A few days later he is approached by the village Sarpanch, Dharamraj and threatened not to take matters further but he ignores this. Then one morning the dead body of his assistant is found in his dispensary; the case is then called up in court where by his witness turns hostile, he is sentenced to a long jail term and his wife, Aarti is accused of having illicit relations with his deceased assistant. She is then outcast from the village by angry villagers and handed over to Bombay's police officer, Pandey who attempt to sexually molest her; when she resists her daughter is killed. A few days later she approaches Minister, Channdas for justice but to her shocked she is instead raped by the Minister. She then attempts suicide but is rescued by advocate Bharti Mathur who promises to fight her case in a court of law ensuring that justice prevails. But Bharti herself is unable to do much due to extreme pressure from her politician husband, Chunautilal. After completing his jail term Vijay's attempts to locate his wife are fertile until one day when he happens to see her in the company of Channdas. Dharamraj then summons Aarti and openly accuses her of having an affair with the deceased assistant, and orders her to be taken out of this town, to the custody of Bombay Police. Years later, Vijay is released from prison, and is anxious to meet his wife and child. When he returns home, he finds that his wife and child are nowhere to be found. Upon inquiring, he learns that his wife was jailed for killing their child, and is now earning a living as a prostitute, and is currently the mistress of Member of Parliament, Charandas. When Vijay attempts to meet with her, she refuses to recognize him. Din Dayal Sharma works as a Head Clerk and lives with his wife, Godavari; 3 sons Vijay, his wife Uma; Shiva and Vidyasagar; and a daughter named Rajni. Their standard of living is middle-class and all three males contribute to this lifestyle with Vijay contributing the most as he is a Chartered Accountant. When the time comes for Rajni's marriage, she refuses to marry Jagmohan's son, and wants to marry a Christian by the name of Peter Fernandes. The marriage takes place, and she re-locates to the Fernandes' house. Shiva ends up getting married to Jagmohan's daughter, Vasanti, and the entire family is overjoyed to learn that Uma is expecting. Uma goes to live with her parents during the rest of her pregnancy, and several months when she returns home she finds that nothing is the same anymore. Vasanti has left Shiva; Rajni has separated from Peter; Vidyasagar has failed in his exams; Vijay and Din Dayal are not speaking with each other and have drawn a line, separating Vijay and the rest of the family. Arjun Yadav return from the city after completing his studies to get settled in his village with his family consisting of his mother Devi Chaudaran, his older brother Amrit and sister. Arjun finds out that Amrit and Thakur Bhanwar Singh does not get along quiet well and attempts to be a peace-maker between the two. One day situation takes a turn for the worse when Amrit is killed, Devi Chaudaran loses her senses, Arjun's sister is raped and he himself is beaten and tied to a tree. Mona D'Silva (Dimple Kapadia) runs a small restaurant in Goa. Raja (Kamal Haasan), who lives close by, is a good friend & a fisherman. He is in love with her but is unable to profess his feelings. Raja is waiting to earn enough money, so he can buy his own boat and can provide the luxuries of life to Mona. Thekedaar (Goga Kapoor) is the owner of the docks & the boats. Cheena (Lilliput) is Raja's mute friend and Raja looks out for him Mr D'Silva (Saeed Jaffrey) is Mona's father and likes Raja. Miss Joseph (Nadira) is Raja's adoptive mom & knows Raja loves Mona. Mr Silva wants Mona to marry Raja, but she considers him as only a friend. Vikram (Shafi Inamdar) is the GM of a large fishing company. Batuk Laal (Satish Kaushik) is his assistant. They both work for Kamla Devi (Madhur Jaffrey), the owner of the firm. Vikram wants to ban small fisherman from the sea as their catch impact the market price of the company's products. Kamla Devi is Vikram's aunt, and he dreams of inheriting her wealth and position. But she informs Vikram that her grandson is moving to Goa from the US. Kamla does not like that her son married a commoner due to which Ravi was born. Vikram had eyes on Kamla's wealth and is not happy that Ravi is moving back to Goa, as the heir apparent. Kamla's son and his wife died when Ravi was 7 yrs old. Kamla brought Ravi back, but kept him in hostel for all his life, and only now decided to bring him to Goa to stay with her. Ravi (Rishi Kapoor) moves to Goa and Kamla wants him to manage the business. Ravi does not like that Kamla speaks disparagingly about his parents, and for taunting his death father for wasting his life by marrying his commoner mother. Ravi sees Mona swimming naked in the early morning sun on the beach and goes nuts. One day Vikram decides to drive his boat right through the local fishermen's nets that were deployed in the ocean, damaging them substantially. Raja is a witness and asks Vikram for compensation at his office. Vikram refuses, but Ravi intervenes and agrees to pay, as he has sympathy for the poor. Ravi starts pursuing Mona, and even serenades her. Mona and Ravi fall in love of which Raja knows nothing. Meanwhile Vikram advises Kamla to drop their fish prices in the market. This would force the poor fishermen to match their prices, which they cannot afford as they need to pay interest on their borrowings. This pricing move would wipe out all the poor fishermen of the area and allow Kamla to corner the entire market. Kamla approves the pricing move. The fishermen led by Raja contemplate their next move, but Ravi reaches out to Raja and befriends him, by drinking with him at a local bar. The friendship between Ravi and Raja grows. Ravi wants to marry Mona, but hesitates to ask her dad, so he decides to ask Raja to represent him. But before Ravi can ask, Raja tells Ravi how much he loves Mona, but hasn't had the courage to tell her. Ravi is heartbroken, and decides to step back from Mona. when Ravi finds that Raja is waiting to buy his own boats before he proposes to Mona, he arranges for a family friend to give Raja a business investment (without Raja ever realizing that the investment came from Ravi). Ravi writes a letter to Mona, and tells her that he is going away. They meet for one last time, and Ravi tells Mona that Raja loves her. Meanwhile Raja is ecstatic that he now has a business investment to buy his own boats. He prepares to propose to Mona. He rushes to Mona, only to find Mona and Ravi in a deep embrace. Raja is heartbroken and spends the whole night alone and drinking. Miss Joseph finds out about Raja's heartbreak. The next day Mona approaches Raja and says that she loves Ravi. And Ravi wont even talk to her, unless Raja fixes things between them, as he does not want to come between Mona and Raja. She categorically says that Raja is a great friend to her, but nothing more. To placate Mona, Raja pretends that all of this was only a ruse to get Ravi and Mona to profess their love for each other publicly. Raja then helps reunite Ravi with Mona. Post this Raja leaves with Miss Jospeh to visit her sister. Vikram tells Kamla about Ravi's affair with Mona. Ravi's grandmother, Kamladevi, is opposed to their love because of class differences. Ravi brings Mona to meet Kamla, but she was away on business trip. Ravi gives a holiday to all servants and proceeds to have some frolic with Mona. But Vikram finds out and tells Kamla that Ravi is alone at her bungalow with Mona. Kamla returns to the house and forces Mona to leave without meeting her properly. Kamla refuses to meet Mona formally, but tells Ravi to send Mr D'Silva to meet her. Kamla insults D'Silva over his and his daughter's status, and throws D'Silva out of her house. D'Silva has an heart attack after he is beaten up by Kamla's goons. When Kamla refuses to apologize to the D'Silva family, Ravi leaves her. Ravi goes to meet D'Silva, but is beaten up by the villagers and thrown outside the village. Kamla asks Vikram to buy the loans of the entire village. Kamla then sends the police with court orders to seize the boats of the entire village. The villagers send Mona to beg Kamla to relent. Kamla offers her a choice between Ravi and the welfare of the entire village. Kamla orders Mona to marry someone else within 7 days. Ravi threatens Kamla that if Mona gets married, he will commit suicide. Meanwhile Raja returns from his trip, & D'Silva asks Raja to marry Mona. Raja decides to help Mona and Ravi. Ravi finds out that Raja really loved Mona and that he sacrificed his own love for the sake of his friendship with Ravi. Ravi is shocked. Meanwhile Kamla decides that she cannot afford to lose Ravi and tells Vikram to get him back, by telling him that she is ready to accept all of his demands. Vikram decides to kill Ravi. Vikram abducts Mona and forces Ravi to surrender. He wants Ravi to commit suicide, but Raja intervenes and attacks Vikram's goons. Raja defeats the goons and asks Ravi and Mona to leave town asap. Ravi refuses to take Mona with him, as he knows that Raja loves Mona. But then Vikram gets up and shoots at Ravi. Raja sees this and comes in between, taking the bullets on himself. Ravi kills Vikram, but Raja dies. Kamla accepts Ravi and Mona.

The film opens at a party where Anant Welankar (Om Puri), a police officer, meets Jyotsna Gokhale (Smita Patil), a lecturer in literature at a local college. Anant is a sub-inspector with Bombay police. They seem to hit it off despite some initial skirmishing about ideology, and the friendship blossoms into a relationship. Anant brings diligence, enthusiasm, and a definite idealism to his job. But the job is harsh. There is a deep nexus between the local mafia, the cops and the (corrupt) politicians. Honest himself, Anant falls among the lower rungs of the police hierarchy and has very limited scope of authority on the state of affairs in his area. When Anant arrests three common thugs, he is asked to meet with their boss, Rama Shetty (Sadashiv Amrapurkar), a don in the local mafia. Anant refuses all of Rama Shetty's attempts to get his men out or to entice Anant to join him. Shetty decides to watch over Anant. Anant pursues Jyotsna and they both get romantically involved. Mike Lobo (Naseeruddin Shah) is a suspended cop, who also stood up for his values and tried to fight against a corrupt system. Anant's department head Police Inspector Patil (Achyut Potdar) orders him not to touch Shetty's men going forward. Sometime thereafter, a meek fellow from a local slum lodges a complaint about some ruffians who harass his wife. Anant finds them, locks them up, and administers a severe beating. As a fallout, the local MLA asks for Anant to be suspended. Anant's boss, inspector Haider Ali (Shafi Inamdar), explains to a mystified Anant that the ruffians were the MLA's henchmen, providers of muscle during elections and political rallies. Anant is defiant with a clear conscience (he did nothing wrong) and ready to face a tribunal. Haider Ali explains that it will hardly get that far. Tribunals are either delayed indefinitely or are rigged (by corrupt politicians), and suspension during that time is a permanent black mark on one's record (for no other politician will be willing to deal with such a troublemaker). Anant is initially baffled but goes along with Haider's plan to bring in Desai, a mediator or middle-man with connections in New Delhi, the "Centre" or national seat of power. Desai invokes higher powers to quietly cover up the matter. Anant's morals are shaken by this incident: He had to use means barely legal to uphold his righteous actions upon criminals. Anant reflects upon his childhood. His father Police Constable Velankar (Amrish Puri) retired as a Faujdar (constable) in the village police force. His father was a hard and violent man, quick to slap or beat his wife (Madhuri Purandare) on the slightest pretext. Anant recalls looking on and being powerless to intervene. When Anant graduates' college, he expresses his desire to pursue higher education but is forced into joining the police force. Things get interesting when Anant finds one of Rama Shetty's goons, badly beaten, burnt and left to die. Anant brings the man into the hospital and takes his statement where he names Rama Shetty and others who inflicted this assault. Anant storms into Rama Shetty's rooms to arrest him. But Shetty is unfazed. He makes a simple phone call to a high-ranking cop who immediately asks Anant to back off. Anant cites the context and the overwhelming evidence but is still ordered to step away. A resentful and hapless Anant leaves, feeling intensely humiliated. Haider Ali explains yet again: Rama Shetty plans to run for city council in the upcoming municipal elections and simply cannot afford to let a petty matter distract his ambitions. Anant is horrified and enraged and takes to drinking. His relationship with Jyotsna suffers. He is distraught when he is sent to provide security cover for Rama Shetty's campaign rallies. Meanwhile Mill Union Leader Mhatre (Vijay Kashyap) complains to Patil about Mill owners deploying hooligans to beat up the striking workers. Unknown to Mhatre, Patil had already made a deal with mill owner Khanna (Akash Khurana) to remove the striking workers and to allow Khanna to take material out from the factory to complete his orders. He suffers another career setback when he leads an assault team to capture a dangerous bandit in the hills outside Mumbai, and the credit for the arrest is ultimately handed to another officer. His relationship deteriorates further, and he takes to drinking fairly heavily. When Jyotsna confronts him, he confides in her. Anant arrests Rama Shetty's son (Madan Jain), when he is found having kidnapped a girl and having sexually assaulted her for a week. But as usual, he is set free. The son ends up killing Mhatre in a road accident. Things go completely out of control one night soon after as a small-time thief, accused of stealing a small radio, is brought into custody. Anant is very drunk, angry, and frustrated. He delivers a shocking and brutal beating to the thief - while continuing to drink - accusing him of "stealing the legitimate Rights of Others". Not surprisingly, the thief succumbs. The fallout leaves Anant suspended and facing charges of excessive force. Anant tries to invoke Desai again, but Haider Ali backs off, saying the situation has become too hot for most anyone. Haider Ali suggests, somewhat reluctantly, that perhaps the newly elected Rama Shetty can help. After several days of deliberation, Anant decides to visit Rama Shetty in his betting den. Rama Shetty receives Anant cordially and invites him into his inner sanctum alone - possibly aware that this righteous cop is finally on his knees before him. He agrees to help him only if Anant, in return, joins forces with him. Anant breaks out of his 'impotent' torpor and infuriated, in a stunning and violent move, strangles Rama Shetty there and then. The film ends with Anant turning himself in.
