A young girl witnesses the brutal rape and murder of her mother by a circus clown and begins to have nightmares when the carnival comes back to town when she is an adult. The eleven year-old girl Alex Grant witnesses her mother being raped and killed at home by the carnival clown Louis Seagram. Many years later, Alex works with her younger sister Sandra Grant in the Mermaid Inn that was owned by their mother. Out of the blue, Alex is attacked by Louis that was hidden in the backseat of her car on the day of the anniversary of the death of her mother. She struggles with Louis and drives her car into the sea to protect her sister. Then she swims back to the shore on the area of a carnival. From this moment on, Alex has nightmares and daydreams with Louis. An escaped con, on the run from the law, moves into a married couple's house and takes over their lives. Psychotic criminal, Michael Bosworth's about to go on trial. But prior to doing so, he cons his lawyer into helping him escape. As the pair try to make their getaway, she's left behind. He decides to wait for her to come to him. He hides out at the house of the Cornells. Now it appears the Cornells have problems of their own. Harry Crumb is a bumbling and inept private investigator who is hired to solve the kidnapping of a young heiress which he's not expected to solve because his employer is the mastermind behind the kidnapping. Harry is the latest generation of the Crumbs, famous and extremely talented detectives. Unfortunately, talent seems to have skipped a generation and Harry is reduced to "gumshoe" work at a remote branch of the Crumb Detective Agency. Back at headquarters, Crumb executive Elliot Draison hatches an evil plan which requires the inclusion of an incompetent detective. A meteorite crashes near the town of Arborville, California. An elderly transient (Billy Beck) discovers, within the sphere, a jelly-like substance (the Blob) that attaches itself to his hand. Three high school students, Brian (Kevin Dillon), the rebellious biker whose next false step will take him to major jail, as this day is precisely his 18th birthday, Meg (Shawnee Smith) the pretty high school girl, and Paul (Donovan Leitch) the successful football player, encounter the man and take him to a hospital. After Brian leaves, Paul witnesses the lower half of the transient's body melting (or dissolving or being digested) from exposure to the Blob. As he calls for help, the Blob drops on top of him. Meg arrives to see Paul being dissolved by the growing Blob and while trying to free him his arm is torn from his body, Meg is thrown against a wall and knocked unconscious and the Blob oozes out of the hospital and oozes into a nearby manhole into a sewer. After Brian and Meg have unsatisfactory encounters with the police who refuses to believe the teens that something is going on, they meet at a diner where Meg tells Brian about the Blob. Brian's disbelief is shattered when the diner's handyman is grabbed and pulled head first through the sink drain by the Blob. It pursues them to the diner's walk-in freezer where it retreats because it cannot tolerate extreme cold. After eating the diner's owner and the town's sheriff, the Blob reenters the sewers. Meg and Brian return to the police station, where the dispatcher tells them Deputy Briggs (Paul McCrane) is near the meteor-landing site. They discover a military operation led by a scientist, Dr. Meddows (Joe Seneca), who orders the town quarantined. Brian escapes a military van and collects his motorbike. Meg is taken to town where she learns her younger brother Kevin (Michael Kenworthy) is missing. Meg learns he and his friend Eddie (Douglas Emerson) have sneaked into the local theater to see a slasher film thanks to Eddie's usher brother Anthony (Jamison Newlander). The Blob infiltrates the theater and attacks the staff and then the audience... growing with each person it absorbs and digests. Meg just manages to rescue Eddie and Kevin. Meanwhile, Brian eavesdrops on Meddows speaking to his assistant Jennings (Robert Axelrod) and learns that the Blob is a biological warfare experiment created during the Cold War. Anthony then reports that he witnessed The Blob chasing Meg, Kevin, and Eddie into the sewers. Brian overhears Meadows decide to trap The Blob in the sewers, and that he is willing to let Meg, Kevin, and Eddie die to do so. Brian is discovered listening in and evades military personnel by driving his motorcycle into the sewers. In the sewers, Meg, Eddie, and Kevin flee from the Blob. Kevin escapes to the surface by scaling a pipe and squeezing through a grate while Eddie is devoured. Meg is saved by Brian, who confronts Meddows in front of the townsfolk and Briggs. After failing to convince everyone Brian is contaminated and must die, Meddows attempts to shoot Brian, but is killed by the Blob as it drags him into the sewer with one of its tentacles. The Blob then bursts from the sewers in a massive and sicking glob of reddish-like jello proceeds to feast upon the population, proving impervious to the military's attempts to stop it (getting shot multiple times while in the sewer and blown up, which only angered it). In the ensuing panic, the town's Reverend Meeker (Del Close) proclaims the scene to be the prophesied end of the world, when a failed flamethrower attack on the Blob sets him ablaze. Meg saves him with a fire extinguisher, and in the process blasts the Blob with it. The monster backs off, and she realizes that it cannot stand cold. The surviving humans retreat to the town hall and hold the Blob at bay with furniture-barricades and fire extinguishers, but it is a losing battle, as a result with the Blob engulfing half of the building and devouring Briggs. Brian goes to the town's garage and gets a snow maker truck that has canisters of liquid nitrogen attached. Just as the Blob is about to devour Meg and her family, Brian drives to town hall and shoots snow at the creature, which is angered and knocks the truck over. As the Blob surges toward Brian, Meg lures it away from him towards the canisters which she has rigged with an explosive charge taken from a dying soldier. She tries to get clear, but snags her foot between two pieces of metal, leaving her dangling upside down. Brian regains consciousness and runs over to free her. The Blob is about to overrun them when the charge goes off, blowing up the canisters and covering the Blob with liquid nitrogen. The creature is flash-frozen, shattering into a mass of crystallized pieces. Moss Woodley (Beau Billingslea) has its remains hauled away to the town ice house. In the final scene, there is a tent-meeting church service in a field, where Meeker, disfigured by his burn injuries, is now crazed, preaching a doomsday sermon sounding like the Blob's attack. Afterwards, when an old woman asks him when the time of reckoning will come, he replies "Soon... Madame... soon. The Lord will give me a sign", and holds up a glass jar containing a fragment of the Blob that he took from the ice house... which is slowly moving.

At Ocean Front High School in Los Angeles, it is the last day of school before summer vacation. The gym teacher, Freddy Shoop (Mark Harmon), could not care less about his job and is ready to vacation in Hawaii with his young girlfriend, Kim. Students get called to the office by the Vice Principal, Phil Gills (Robin Thomas) whom are told to attend summer school. The original remedial English teacher (Carl Reiner) wins the lottery and immediately quits his job. Gills has no choice but to give the job of teaching summer school to Shoop. Gills implies that not taking the job could keep him from getting tenure. As a result, Shoop has little choice but to stay in California, and Kim goes off to Hawaii without him. On the first day, Shoop meets Robin Bishop (Kirstie Alley), who is teaching next door. Shoop falls head over heels for her, but she is already dating Gills. Shoop's first day is a disaster. Most of the students ditch and one hulking student named Jerome (Duane Davis) "goes to the lavatory" and is never seen again along with most of the others who ditch. Yet, a small group stays behind whom include: the day-dreaming and easily distracted Pam (Courtney Thorne-Smith); "nocturnal" Larry, who happens to be a male stripper (Ken Olandt); football jock Kevin (Patrick Labyorteaux)' pregnant Rhonda (Shawnee Smith); geeky Alan (Richard Steven Horvitz), whose older siblings are all straight-A students ("There must have been a baby mix-up at the hospital"); dyslexic Denise (Kelly Jo Minter) and two horror-film-obsessed underachievers, Dave (Gary Riley) and Francis, a.k.a. 'Chainsaw' (Dean Cameron) whom all are required to take remedial English. That same day, Gills brings in a beautiful Italian transfer student, Anna-Maria (Fabiana Udenio), who will be learning English as well, much to the delight of Dave and Chainsaw. After the leftover students attempt to ditch as well, Shoop admits he has no idea how to teach. They spend their first few days having fun and going to the beach, a theme park and the petting zoo until Gills finds out. Gills threatens to fire Shoop unless his students pass the end-of-term test. Shoop promises each kid a favor if they study. The kids agree, so Shoop agrees to give Denise driving lessons as well as help with her dyslexia; he accompanies Rhonda to Lamaze classes; he gives Kevin football lessons; he allows Dave to throw a party in his house (destroying his couch in the process); he gives Larry a bed in the classroom; he lets Chainsaw arrange a screening of the original 'The Texas Chain Saw Massacre' in his class; and he allows Pam to move in with him for the summer since she is neglected at home. However, the laid back Shoop has no idea how to teach. Robin tells him to make teaching fun. Over the next few weeks, Shoop begins to grow closer to his kids. They study hard to write their English basic skills exam, they are still worried that Gills is going to fire Shoop unless all his students pass. One day, Shoop is arrested and sent to jail when he covers for Chainsaw and Dave after they are found in possession of alcohol while hanging around the beach. Robin and Gills bail him out. At his court hearing, a sympathic judge, seeing that Shoop was willing to go to jail for his students, drops all the charges against him. Afterwords, Gills then inadvertently exposes his true self to Robin when he states that he cares nothing for Shoop or his students and she overhears him. She storms off angrily. A few days later, Larry is fired from his stripper job when he is found out first by his aunt (who kisses him... with tongue) and then by his mother (after she puts five dollars in his g-string) whom apparently attended one of his shows. The students make more demands on Shoop and he quits his job in anger. He is then convinced to come back when his students start feeling guilty about what they did and they scare off Shoop's replacement with a series of stunts eerily reminiscent of 'The Texas Chain Saw Massacre' thanks to the makeup and prostetic gore effects that Chainsaw and Dave throw to show themselves off. Shoop and his students then begin preparing for the test in earnest. Finally, the day arrives, and Shoop is suprised when Jerome, the student who "went to the lavatory" six weeks earlier, finally returns to the class to take the test, with his only explanation being, "My zipper got stuck." He ends up getting the highest score in the class with a 91%. The exam goes smoothly despite Rhonda going into labor near the end (at least now she has grounds for a makeup). Not all pass, so Gills is ready to follow through with his firing threat. However, the parents of the students come to Shoop's defense when they arrive at the school to protest to Gilles not to fire Shoop. Because of the students' great improvement, Principal Kelban (Francis X. McCarthy) grants Shoop tenure for his positive effect. Shoop and Robin end up happily together; a la 'From Here to Eternity', they kiss in the surf.
