In Los Angeles, California, petty thief Edward "Eddie" Dash (Richard Pryor) makes a meager living posing as a jazz musician on the Hollywood Walk of Fame. One day, Eddie drives to the Los Angeles County Probation Department, where he negotiates the terms of his community service. He agrees to spend 100 hours helping a patient from the Rivington Clinic sanatorium re-acclimate to outside life. George (Gene Wilder), the patient in question, is a pathological liar. When Eddie arrives, he has second thoughts about helping George, but George is elated to meet Eddie. They leave the clinic, and Eddie takes George to the Hollywood Wax Museum. There, George is frightened by "Frankenstein" and runs out of the museum, where he collides with a stranger named Al (Phil Rubenstein). The man mistakes George for his gambling partner, Abe Fielding. In order to repay a gambling debt, Al invites "Abe" to dinner that night. George protests, but Eddie sees an opportunity to make money and convinces him to go to dinner as "Abe." At the restaurant, Al asks "Abe" about his five-month disappearance, and George pretends to be "Abe" by fabricating stories about his and Eddie's recent adventures. Eddie is bewildered but tries to play along. After dinner, a woman named Elaine Fielding (Mercedes Ruehl), who claims to be the real "Abe's" wife, arrives in a limousine and demands to know how he spent the past five months. As they are driven home, Elaine tells "Abe" that she has no intention of believing his lies. She accuses him of having an affair and hints that the woman's jealous husband will seek revenge. At Elaine's house, George assumes that the real Abe Fielding has already been discovered by Elaine's husband and murdered without anyone's knowledge. He attempts to explain to Elaine that he is not Abe Fielding, but she walks around in her lingerie, and he becomes tongue-tied. The next day, Eddie drives through Beverly Hills, California, to the Fielding mansion, where George has adopted the persona of "Abe." Hoping to convince Elaine that Eddie should stay with them, "Abe" claims that Eddie is a famous retired prizefighter, and she agrees. When the friends are alone, Eddie expresses admiration for the far-fetched stories, but George is sad about succumbing to his illness as a pathological liar. That evening, "Abe" catches Eddie pilfering valuables from the mansion, but Eddie declares he is taking the objects to be cleaned. Later, "Abe" attempts to seduce his "wife," but their tryst is interrupted when a car pulls into the driveway. Eddie answers the door and Rupert Dibbs (Stephen Lang), the real Abe's business manager, storms into the house. Rupert welcomes "Abe" home, flirts with Elaine, and insults Eddie, who secretly pockets a pile of cash and several credit cards before driving away. George, as "Abe," feels bad about the ruse and tells Elaine that he must leave. He returns to his therapy group at the Rivington Clinic. Meanwhile, Elaine meets with Rupert, who reveals that she is an actress hired to impersonate "Mrs. Abe Fielding." Elaine wants out of the scheme, but Rupert convinces her to give the "role" another try. Rupert then goes to the county jail to pick up Eddie, who had been arrested for stealing the real Abe's credit cards. Rupert tells Eddie the truth about Abe Fielding. In real life, Abe was a free spirit who traveled the world, and none of his father's business associates, including Rupert, knew much about him. When Abe's father died, the young man was set to inherit a brewery fortune. After a brief search, it was discovered that Abe Fielding had died in a "freak accident." Rupert, coveting the inheritance for himself, needs to keep the estate out of probate, so he chose George to pass as "Abe," thinking the impersonation would be easy for a pathological liar. With the exception of Eddie, all of the people George met after leaving the hospital were actors hired by Rupert to corroborate "Abe's" identity. Rupert offers Eddie $10,000 to bring George back from the Rivington Clinic and continue living "Abe's" life. When "Abe" returns to the mansion, he attempts to impress Elaine, taking her to a German restaurant and delighting her with a yodeling song. They spend an intimate evening together. The next day, Elaine and Eddie take "Abe" to the dentist, per Rupert's request. While sitting in the waiting room, they realize that Rupert wants the dental records so that he can kill George, pass him off as "Abe," and claim the company fortune. Elaine and Eddie confront Rupert at his office, but the businessman denies their accusations. When Elaine leaves, Rupert admits their suspicions are true and asks Eddie to kill "Abe." Eddie is aghast, but a short while later, he drives "Abe" to the mountains under pretense of a hunting trip. At the hunting lodge, "Abe" unknowingly dons a wiretapped jacket given to him by Rupert, who listens in on "Abe" and Eddie while they hunt. Two gunshots ring out, and Rupert concludes that "Abe" is dead. A few days later, Rupert's actors meet in the tycoon's office for their final payment. Rupert asks them to attend "Abe's" memorial service at the Fielding brewery that afternoon as a final performance. At the funeral, Eddie confronts Rupert about the scam. Just then, the guests hear yodeling from the casket, alerting them to the fact that "Abe" is still alive. As "Abe" rises from his deathbed, Rupert claims he is an impostor, but the actors turn against Rupert and pretend that George is really "Abe." A chase ensues through the brewery and Rupert pushes "Abe" into a brewer's vat. However, Eddie follows and hits Rupert over the head with a bottle, rescuing his friend George. Finally able to tell the truth, George announces that his true name is "George Washington." Everyone would rather believe he is Abe Fielding, the proper inheritor of the brewery fortune. In the final scene, Elaine and George get married, and George and Eddie agree to be friends forever.

Will Graham (William Petersen) is a former FBI criminal profiler who has retired because of a breakdown after being attacked by a cannibalistic serial killer, Dr. Hannibal Lecktor (Brian Cox). Graham is approached at his Florida home by his former FBI superior Jack Crawford (Dennis Farina), who is seeking help with a new serial killer case. Promising his wife (Kim Greist) that he will do nothing more than examine evidence and not risk physical harm, Graham agrees to visit the most recent crime scene in Atlanta, where he tries to enter the mindset of the killer, now dubbed the "Tooth Fairy" by the police for the bite-marks left on his victims. Having found the killer's fingerprints, Graham meets with Crawford. They are accosted by tabloid journalist Freddy Lounds (Stephen Lang), with whom Graham has a bitter history. Lounds' paper had run photographs of Graham taken secretly while he was hospitalized. Graham pays a visit to Lecktor, a former psychiatrist, in his cell and asks for his insight into the killer's motivations. After a tense conversation, Lecktor agrees to look at the case file. Lecktor later contrives to obtain Graham's home address by deceit. Graham travels to the first crime scene in Birmingham, Alabama, where he is contacted by Crawford, who tells him of Lounds' tabloid story on the case. Crawford also patches Graham through to Frederick Chilton (Benjamin Hendrickson), Lecktor's warden, who has found a note in Lecktor's personal effects. Reading it, they realize it is from the Tooth Fairy, expressing admiration for Lecktor and an interest in Graham. Crawford brings Graham to the FBI Academy at Quantico, where a missing section of the note is analyzed to determine what Lecktor has removed. It is found to be an instruction to communicate through the personals section of the National Tattler, Lounds' newspaper. The FBI intended to plant a fake advertisement to replace Lecktor's, but they realize that without the proper book code the Tooth Fairy will know it is fake. So they let the advertisement run as it is, and Graham organizes an interview with Lounds, during which he gives a false and derogatory profile of the Tooth Fairy to incite him. After a sting operation fails to catch the killer, Lounds is kidnapped by the Tooth Fairy (Tom Noonan). Waking in the killer's home, he is shown a slideshow of William Blake's The Great Red Dragon paintings, along with the Tooth Fairy's past victims and slides of a family the killer identifies as his next targets. Lounds is forced to tape-record a statement before being set on fire in a wheelchair and killed, his flaming body rolled into the parking garage of the National Tattler as a warning. Graham is told by Crawford that they have cracked Lecktor's coded message to the Tooth Fairy: it is Graham's home address with an instruction to kill the family (ending with "Save yourself. Kill them all," revealing that Lecktor believes Graham would find the Tooth Fairy). Graham rushes home to find his family safe but terrified. After the FBI moves Graham's family to a safehouse, he tries to explain to his son Kevin why he had retired previously, and he does so at a supermarket, of all places. At his job in a St. Louis film lab, Francis Dollarhyde (the Tooth Fairy) approaches a blind co-worker, Reba McClane (Joan Allen), and ends up offering her a lift. They go to Dollarhyde's home, where Reba is oblivious to the fact that Dollarhyde is watching home-movie footage of his planned next victim. She kisses him and they make love. Dollarhyde is confused by this newfound relationship, though it helps suppress his bloodlust. Just as Graham comes to realize how much the Tooth Fairy's desire for acceptance factors into the murders, Dollarhyde watches as Reba is escorted home by another co-worker. Mistakenly believing them to be kissing, Dollarhyde murders the man and abducts Reba. When she calls him Francis, he tells her: "Francis is gone. Forever." Desperately trying to figure out a connection between the murdered families, Graham realizes that someone must have seen their home movies. He and Crawford deduce where the films were processed. They identify the lab in St. Louis and fly there immediately. Dollarhyde has been casing the victims' homes through home movies, enabling him to prepare for the break-ins in extreme detail. Graham determines which employee has seen these films and obtains Dollarhyde's home address, to which he and Crawford travel with a police escort. At Dollarhyde's home Reba is terrified as he contemplates what to do with her. As he struggles to kill Reba with a piece of broken mirror glass, police teams assemble around the house. Seeing that Dollarhyde has someone inside with him, Graham lunges through a window. He is quickly subdued by Dollarhyde, who retrieves a shotgun and uses it to wound Crawford and kill two police officers. Wounded in the firefight, Dollarhyde returns to the kitchen to shoot Graham, but misses because of his injuries and is killed himself when Graham returns fire. Graham, Reba, and Crawford are tended to by paramedics before Graham returns home and retires permanently.

Five young teenage criminals are arrested in and around Miami, Florida, and sent to Youth Hall to serve their sentences. They make up of two rival gang leaders, Ruben Pacecho (Michael Carmine), the Hispanic leader of the Home Boys serving a three-year sentence for aggravated assault and armed robbery; Moss Roosevelt (Leon Robinson), the African-American leader of the 27th Avenue Players also serving a three-year sentence for assault and armed robbery; Carlos Aragon (Danny Quinn), a suave drug trafficker serving a four-year sentence after being arrested in a police sting; James Lee "J.L." McEwen (John Cameron Mitchell), a violent punk serving a 10-year sentence for manslaughter of his abusive and alcoholic father and various arson charges, and finally Dorcey Jon Bridger (Al Shannon), a car thief serving three-plus years for various auto theft and over 15 escape attempts from various juvenile halls. At the juvenile prison, Ruben, J.L., Carlos, Moss and Dorcey taunt each other as they are transferred and released in the middle of the Everglades, where a group leader named 'Indian Joe' Tigre (Stephen Lang) makes them fend for themselves until the following morning. When Joe returns, he starts a fire, and shares some of the fish he caught. The five inmates demand to know what is happening. Joe informs them that the law has decided to treat them as adults because of their criminal records and the seriousness of their crimes, but the juveniles refuse to learn survival skills. Later, as rain drenches the group, Moss Roosevelt attacks Joe, but fails to take him hostage. Joe teaches the teenagers to use citronella oil to prevent mosquito bites, and how to build a bed from reeds growing in the swamp. Moss steals Dorcey's bed, but later Dorcey sets a trap that leaves Moss hanging upside down. Back in town, Carlos Aragon's girlfriend, Nikki (Lauren Holly), visits drug lord Nestor Quintana (James Remar) to ask if he knows where to find Carlos. Nestor assures Nikki that he will locate Carlos in exchange for sexual favors. As Nestor inhales cocaine, he orders Nikki to take off her clothes in his bedroom. Back in the Everglades, Joe and the group scavenge for food, and soon, a wild boar chases after them. They climb trees to avoid being attacked, and Joe stabs the boar with a spear. They surround and kill the animal, roast it over an open fire, and eat the meat for dinner. Afterward, Joe announces it is exam time. He gives them a map with a destination, and a compass, then leaves. The next day the group sets off in a boat Joe has left them. Moss and Ruben Pacheco get into a fistfight after Ruben drops the compass in the swamp. Dorcey urges them to stop wasting time, and work together. Later, on land, when Moss falls in dense brush, Ruben helps him. After another day and evening in the swamp, they think they are lost, until they hear music. The sound leads them to an outdoor party with people, food, and drink. They see Joe, and he tells them that they are the first group to ever survive the rigors of the Everglades, and announces that their program continues in Miami. Joe and the five teen criminals move into an abandoned halfway house in "Little Havana" that Joe purchased from the city for one dollar. In the process, they evict junkies occupying the property, but allow Haitian squatters to remain. Soon, a drug lord named Cream (Laurence Fishburne) drives by the house in a white Rolls Royce convertible to see the reason for the commotion on his turf. Later, Carlos finds Nikki living in an expensive apartment. She claims that a friend lent her the place, but when Carlos does not believe her, she reveals she is working for Nestor. He accuses her of sleeping with Nestor and leaves. Nikki follows him to the apartment building lobby, and Nestor appears. He orders Nikki to his side, and tells Carlos to get lost. Back at the group house, Moss and Ruben prevent their respective former gangs from beating each other, then persuade the local Cubans to help paint the property. One day, Joe and the group are playing basketball when Cream arrives and accuses Joe of muscling in on his turf. Joe pretends to surrender, then overpowers Cream and presses his face against the sidewalk. On Joe's command, Cream's men relinquish their weapons. As the group collects the firearms, Cream vows revenge and leaves with his entourage. Later, the teenagers cannot resist playing with Cream's arsenal and pretending to be big shots. Joe warns them that guns are not toys. He reveals that previous members of his program returned to the streets and fell to drugs and guns. He wants to clean up the neighborhood, and break Cream's dominance. He says it is his mission alone, but his charges agree to help. Joe teaches them teamwork and combat technique. At a meeting, Cream assures Nestor he will destroy the halfway house. Nestor is not convinced, and threatens Cream so that he will carry out his plan. Back at the halfway house, Carlos tells Joe he is leaving in order to reunite with Nikki. Later, Nikki tells Carlos she has saved $10,000, and convinces him to leave Miami. While they are driving, Nikki tells Carlos that she overheard Cream's plan to destroy the halfway house. Carlos turns the car around and heads to Little Havana. Outside the halfway house, a gun battle rages between Joe, the youths, and Cream's gang. As the gunfight winds down, both Cream and Joe are killed. The group realizes that Nestor is the man behind Joe's death, and vow to destroy him. Nestor is busy building three new cocaine-manufacturing plants in Miami, but gives his associate the order to kill Nikki. He does not see Joe's youths as a threat. Carlos, J. L., Ruben, Moss, and Dorcey follow Nestor's men to a compound in the Everglades. The youths devise a plan to blow up Nestor's heavily guarded warehouse. First, they distract guard dogs with a female dog in heat. Dorcey sets off a bomb made with gopher gas, while the others attack. A climatic gun battle commences between the teenagers and Nestor's guards, while a mini-gun turret on the roof sprays machine-gun fire. When Nestor sees Nikki hiding in the shadows, he throws down his gun, and walks toward her. When he reaches for her gun, she shoots him dead. Elsewhere, Dorcey explodes a series of bombs that destroy Nestor's operation. As they drive away, Ruben comments that Joe should have been there in their moment of victory. When their car is stopped at a police checkpoint, they play dumb, and ask what is going on. The officer says he does not know, and after a few questions, he tells them to go easy on the beer, and lets them continue their journey. The five person group, now known as the 'Band of the Hand'; Ruben, Moss, J.L., Carlos, and Dorcey, along with Nikki, drive away into the night to an unknown future.
