The film is based on the principle of `Laughter is the best medicine,` and shall deliver laughter and music to the audience. `Chella Pilli` means scattered scatters love and laughter. The film is a entertaining comedy film which has many funny situations and romance too.

The film revolves around a story of a girl who hates male companion and marriage. She also makes her brother stay bachelor. The story takes a twist as she feels the need to guard her brother and herself from the evils who are on their verge to take over her property. Meanwhile she falls in love with her bodyguard.

Citizen is a bilingual film in Kannada and Telugu. Citizen, a man, has multiple identities. He abducts three senior government officials and deliberately leaves clues so as for the police to know and find out his reason of abduction.
