A notorious terrorist manipulates an Indian army major's jilted lover into helping him obtain a classified military code. Major Jaidev Rajvansh and his fellow officer Hussein manage to rescue a leading politician as well as capture his kidnapper, Abhrush. The terrorist has been searched for years and he is finally captured by the two officers. Jai returns to a joyous welcome, and is declared a national hero. He takes a break from the army and returns to his hometown. There he meets his childhood friend Anjali who has always harboured love for Jai. Anjali is determined to make sure she and Jai stay together 24/7. At a party, he meets Miss India, Pooja Mallapa. As they spend more time together, he begins to love her and she too begins to love him. In the mean time, Jai's parents are arranging his marriage to Anjali but when they find out about Jai's love for Pooja, they realise that they have to tell Anjali everything. Anjali, heartbroken and jealous swears revenge on Jai for rejecting her. Realising her hatred for him. Abrush takes advantage and together they plot to destroy Jai's reputation and life. Anjali manages to steal some important documents regarding Abrush's plans. The events following leads to Jai being dismissed from the army and he is declared a traitor to the country. Jai, determined to prove his innocence and redeem himself, decides to pursue Abrush alone. A year later he returns home to the same fest, but is still unable to locate Kajri. When his dad insists that he marry Kedar's daughter, Somen not only refuses but leaves home to go and stay with his paternal uncle, Nandlal, who runs a Dairy farm. This is where he meets with Kajri and both rekindle their romance. Somen returns home, convinces his mom initially to approve of Kajri, and is pleasantly surprised to find that even his dad has given his approval. On the day of the marriage, Somen's world is turned upside down when his dad accuses Kajri of being a woman of ill repute as well as an unwed mother. The village of Dhauladhar is situated in the mountains set among some of most scenic beauties that nature has to offer. Inder (Tinnu Anand) is a TV serial director who arrives in Dhauladhar to film his latest episode. He hires a guide (Sudhir Pandey) who helps him scout for potential shooting locations. He takes Inder to a large banyan tree which has 2 graves under its vast canopy. An old Medicant (Sanjay Dutt) lives under the banyan tree, who says that the graves belong to Sahibaan and Gopi and proceeds to narrate their story. Sahibaan (Madhuri Dixit) lives a poor lifestyle in a small village in rural India along with her mom (Anjana Mumtaz), dad Balakram (Satyendra Kapoor), and a mentally challenged cousin Kheru (Javed Khan). Balakram makes a living selling dolls. Sahibaan is in love with a homeless laborer, Gopi (Rishi Kapoor), who lives near temples and eats whatever the villagers give him. Gopi plays a melodious tune on his flute, which attracts Sahibaan to him. Gopi works as a shepherd to earn some money for his sustenance. Sahibaan is childish in her behavior and doesn't realize that she is a grown woman now. Sahibaan is 18 years old but insists that her father carries her on his shoulders and plays marbles with the children of the village. Gopi admonishes her and one day she falls into a river. Gopi looks at her water drenched body and sends her home. Gopi is very afraid of the water and says that he doesn't know how to swim. That day she grows up, throws her marbles away and starts helping her mother around the house. Sahibaan learns to cook food and sew clothes as well. She expresses her love to Gopi, who accepts. The area is ruled by ruthless killer, alcoholic and womanizer Kunwar Vijay Pal Singh (Sanjay Dutt). He is sympathetic towards the poor and has a rivalry with the landlord of the nearby province Tikka (Kiran Kumar). Tikka is considered ruthless towards his workers and Vijay stands up to him and his goons and fights for the rights of his village's workers. Vijay increases the daily wages for his workers from Rs 1.5/day to Rs 3/day. Due to this all of Tikka's workers come to work for Vijay and this enrages Tikka. Tikka forcibly takes the workers back to him lumber mills by whipping them and torturing their families. In retaliation, Vijay kills one of Tikka's supervisors. Mrs Tikka (Beena Banerjee) & Tikka's sister Rajkumari Razee (Sonu Walia) live with Tiika. Every night Vijay ravishes a new prostitute and sends her away the next morning. Tikka sends an assassin to Kill Vijay, but Vijay kills him instead. Tikka bribes Inspector (Mangal Dhillon) to open a murder investigation against Vijay. Inspector tries to get Vijay's fingerprints on his gun, in order to frame him, but Vijay is too clever and had already worn gloves. One day while chasing a rabbit, Sahibaan ends up in the palace ground of Vijay & is abducted by his guards and left at the mercy of Vijay, but Sahibaan manages to escape. Vijay, however, is unable to get her out of his mind and asks Diwan Durga Singh (Bharat Kapoor) to search high and low for her. The Diwan is able to find her during a Mela and takes several men, sweetmeats, jewelry and clothing to propose to a delighted and disbelieving Balakram and his wife. The same day Gopi was planning to ask for Sahibaan's hand in marriage from her dad. Meanwhile at the Mela, Razee was also present and was attracted to Gopi. Sahibaan's parents are angered when Sahibaan refuses to marry Vijay and asks them to get her to marry Gopi. When Gopi proposes to Balakram, Gopi is humiliated, beaten and asked to leave. Diwan returns to Vijay, who decides to kill Gopi. Vijay locates Gopi, beats him, and throws him in the river. Razee finds Gopi at a riverbank, barely alive and persuades Tikka to take him home. When Sahibaan says that Vijay had attempted to molest her, Balakram refuses to permit her to marry Vijay, despite of the fact that Vijay promises to stop drinking alcohol and having his way with women. Vijay forbids Durga Singh from abducting Sahibaan again, as he truly loves her. Both Balakram and Sahibaan set out to try and locate Gopi, as Sahibaan is convinced that he is alive. They find Gopi's clothes near a funeral pyre (these clothes were discarded by Razee as they were drenched in blood) and assumes that Gopi is now dead. Meanwhile Gopi gains consciousness under Razee's care. Tikka finds that Vijay is in love with Sahibaan. Gopi overhears this and runs after Sahibaan. Razee stops him and tells him that she loves him, but Gopi has already promised himself to Sahibaan. She convinces Gopi to come back and promises to take him to Sahibaan once the rains subside. Tikka agrees to help Razee as he wants to deny Vijay at all costs. Meanwhile Sahibaan gives up and agrees to marry Vijay. Tikka confronts Vijay but is instead beaten up by Vijay. But this gives time for Gopi to reach Sahibaan. Razee helps Gopi and Sahibaan escape, but Vijay pursues them. Durga stops Gopi and Sahibaan by putting rocks in their horse carriage path. Razee dies when the carriage overturns. Durga tries to convince Sahibaan, but she jumps into the river to escape. Vijay arrives and shoots Durga. Gopi jumps after Sahibaan. Vijay jumps to save both but can only flush out their dead bodies.

Radha (Pooja Bhatt) and Manohar (Vivek Mushran) love each other and want to get married, but Radha's dad (Ashok Saraf) does not approve of their marriage as Manohar comes from a poor family. He instructs Radha not to leave the house, but Radha finds a way to escape and goes to Manohar's house. Anticipating more obstacles, they run away, guided by Radha's uncle Natwarlal(Prem Chopra). Natwarlal convinces them that they must kidnap a wealthy person and demand a big ransom and take the money to appease Radha's dad. Twin brothers are separated at birth and in adulthood, their identities are swapped. Leela and Bholaram are a childless couple. Leela works as a midwife, and one day assists Sunderdas' wife to give birth to twin boys. She decides to keep one baby for herself, and tells Sunderdas that his wife has given birth to one child. There are complications for the mother, and she passes away without seeing her children. Leela and Bholaram bring up Kanhaiya, while Sunderdas attempts to bring up Kishen, but is unable to do a good job. So he marries Kamini, who comes along with her brother, Ghendamal, to live at the estate. She has an illegitimate child named Ramesh from another man, and when Sunderdas comes to know of this, he is threatened and attacked, and as a result of which p is paralyzed, unable to move. Kishen is brought by Kamini and Ghendamal with lot of abuse, and intimidation, and is kept illiterate, so that he can blindly sign away whatever documents he is asked to sign. Kishen likes Radha, a servant, and is married, but the atrocities do not stop, and then Kishen runs away. In need of a child, Leela and Bolaram decide to adopt one of the twins and thus name him Kanhaiya and bring him up in a poor environment. Seth Sundardas attempts to bring up Kishen but is unable to do a good job since the child falls short of nourishing, so he decides to re-marry a woman named Kamini the sister of cunning Gendamal. Kamini have an illegitimate child, Mahesh, of whom she brings to live at Seth's estate. Seth disapprove of keeping Mahesh and subsequently meets with an accident and is paralyzed unable to move his legs, arms and cannot talk and therefore is kept bed ridden. Taking advantage of the situation, Gendamal schemes with Kamini to grab Seth's estate and parental property and brings up his son, Kishen with a lot of abuse and lack of ancestry so that he can blindly sign away any documents present before him but Kishen refuses to endorse the document and is badly beaten and left for dead. Meanwhile Khanna red-handily catches two criminals Vikram and Shakaal involve in a triple murder case, arrests them, lodges them in a cell further pending trial in a court of law. Vikram happen to be the only son of a corrupt Minister, Prajapati while Shakaal is his henchman who uses his Ministerial position to let both Shakaal and Vikram out so that they can kill Khanna after which they immediately return to the cell. Jyoti arrives just in time to witness the murder of her fiancé only to place both before the court whereby her witnesses turns hostile resulting in the court acquitting both. Jyoti then brings to light Prajapati's true colors to the public and in retaliation Prajapati's men abducted Jyoti and gang-raped her younger sister, Nisha before her eyes. The two elope from jail and kill Khanna where Jyoti witness's the murder,but court acquits Vikram and Shakaal due to lack of evidence and considers Jyoti no tot be stable.Jyoti does not stop here in a public meeting she exposes wrong doing of Prajapati and he gets beaten by public.Prajapati then swears to revenge where he kidnaps Nisha whose raped by Shakaal and Vikram and others and goes in depression.Jyoti who has just lost her lover and is seeing her sister in depression decides to revenge on Prajapati and his men and stars eliminating them. He arrests both of them and holds them for a Court hearing. Before the hearing, Khanna gets killed, and the evidence is over-turned in Court, which lets both the accused go free. Jyoti is enraged by this, and decides to teach Vikram and Shakaal a lesson. She finds out that Vikram is Minister Prajapati's son, and Shakaal is also linked with this politician. She decides to go public against Prajapati, and as a result she and her sister, Nisha, are abducted and Nisha is gang-raped by Shakaal and his men. After her rape, Nisha is devastated and cannot live a normal life. However he is unaware that Sumati is still alive and has given birth to twins Rajesh and Mahesh; while Mahesh was separated at birth and grows up with Inspector Ram Avtar and his wife - Rajesh is taking care of his mother as she loses her mental balance in the trauma. Rajesh and Mahesh do get to unite as the girls they are in love with are link to each other. One day he asks Jaswant to drive the truck for him. Jaswant finds out that the truck is delivering smuggled and illicit goods and refuses to drive it. For this, the owners of the trucking company and others beat him up, eventually killing him. Balwant comes just in time to see his brother's assailants and swears to bring them to justice. However, he himself is held by Inspector Amarnath for the homicide of his brother; his house is burned down by the trucking company owners; his wife is reportedly dead in the fire. Balwant escapes from prison and avenges his brother's death by severely maiming the truck company owners. Balwant continues to avenge the innocent, not through the rules of the corrupt police, lawyers and an equally corrupt judicial system but as a vigilante judge and executioner, calling himself "Teesri Adalat". All his sentences result in death. Years later, Balwant's wife is still alive but the trauma has left her speechless. She had given birth to twins, Mahesh and Rajesh. Mahesh was separated from her in childhood but Raja lives with her. Mahesh is adopted by Inspector Ram Avtar. Raja has a sweetheart in Kavita and Mahesh woos Sunita. Balwant and his family's paths cross when in order to get his adopted father a promotion, Mahesh decides to seek out Balwant and put an end to his "Teesri Adalat". —Soumitra
