Shruti [child artiste Hansika Motwani] is the 10-year-old daughter of Shrikant [Sanjay Kapoor] and Shraddha [Raveena Tandon]. She travels to her school by the local train every morning. One day, she accidentally gets locked up in her school and by the time she catches a train to go home, it is already midnight. Three young drug addicts also board the train and seeing her alone, they rape her in front of three passengers who seem afraid and helpless to come to her aid. Shruti is brought in an unconscious state to the hospital by the police. She breathes her last in front of her aggrieved parents. The city is shocked by this untoward incident. The case is handed over to Kripa Shankar Thakur [Manoj Bajpai], an upright and honest cop from the Crime Branch. While rehearsing for a dance play; Shruti accidentally gets locked in the school and a while later is rescued by the school's watchman who then drop her off at the Bandra rail-way station where she attempt to telephone her mother but gets busy tone. She then boards a Borivali bound local train in the ladies compartment but because of the late hour the train is almost deserted with only an elderly male, a woman and a young girl. Three young drug addicts then enter by locking the windows and door, they gang rape her. The three witnesses are unable to do anything due to the fear of losing their lives. After completing the heinous act; the assailants leave the train at Malad Railway station. When the train reaches Borivali; the male in the compartment makes an anonymous call to the police who arrive on the scene as well as arrange for the girl to be taken to the nearest hospital where she breath her last. When the train reaches Borivali, the male in the compartment makes an anonymous call to the police, who then arrive on the scene. When the news is revealed in the media, there is an uproar in Mumbai and the suburbs. Normally such matters are handled by the Railway Police, but taking account the publicity generated by this crime, the Mumbai Crime Branch and Inspector Krupa Shankar Thakur decide to get involved. Major Ajit is sent to nab ex-Army officer Colonel Sodhi, who is hiding in the guise of Devraj Hathoda. Then Balbir clarifies to Ajit what the motive was behind his assassination attempts on the Home Minister, and Ajit decides to join forces with Balbir to expose the Home Minister. Then terrorist Ghafoor Changezi announces that no worshipper will be permitted to visit the Holy Shrine of Mata Sheravali during the Navratri Fest, and the Home Minister accepts the challenge, to make himself even more popular. Then Dharma is arrested, tried in Court, convicted of assault, and the prosecution main witness is none other than Vijay. An angered Dharma escapes from police custody and brutally rapes Laxmi, Vijay's sister. After the marriage, Vijay is killed at the hands of Jaggu, who is eventually hunted down and killed by Dharma. When Dharma goes to deal with Gorakh and Paras, he is surrounded by the police, arrested, tried in court, and sentenced to prison for life. In his attempt to curb criminal activities in his area; an honest police inspector Ravi Kapoor gets into the bad books of two wrong-doers: one is an alcoholic named Sonu who run a seedy joint and the other is a hardcore criminal by the name of Chandidas Khurana. Ravi manages to convince Sonu to give up his present way of life in which he agrees and together they manage to trap Chandidas and his brother Shakti Khurana alias Chotu. The case is tried in a court of law with both proving guilty and is granted 7 years imprisonment. Then all is settled for Ravi and Sonu and they get married to two young ladies, Ravi to Geeta and Sonu to Radha; soon both are proud parents to boy child. Years passed by and then Chandidas and Shakti jail term comes to an end when they kidnapped the children of Ravi and Sonu. Sonu child gets killed and his wife Radha dies of shock. Several years later Chandidas Khurana and his brother finish their jail sentences and kidnap the children of Ravi and Sonu. Sonu's son is killed, and his wife too dies of shock.
