A Mumbai man is brutally murdered by goon John (Shereveer Vakil) and group of gangsters led by ruthless kingpin Bappu Ganesh (Upendra Limaye). Inspector Tavde (Raju Mavani) is on the payroll of Bappu. Tavde intentionally arrives first on the murder scene so that it becomes his case, and it is not randomly allocated to any other officer. The murder was conducted in broad daylight as Bappu wanted to send a message to his enemies. As time goes on, Bappu becomes more and more powerful, until he manages to seize power from the government of Maharashtra and make himself minister of the state to seize all of Maharashtra's money. Shiva Kumar (Mohit Ahlawat) joins the police force and is appointed under Tavde. Shiva sees that the entire station is be paid by Bappu including Inspector Sawant (Zakir Hussain) and Inspector Sarvar Sheikh (Sanjeev Wilson). Shiva silently observes as the police officers openly share cordial relations with Bappu's men inside the police station. Bollywood (Ninad Kamat) is a waiter at a nearby cafe where all the police officers eat food and go for tea breaks. Shiva lives in Bombay with brother Daksh (Ranvir Shorey) and sister-in-law Manasi (Suchitra Pillai). Manasi is acerbic that Daksh has paid for Shiva's police training and wants Shiva to contribute financially to the house. Shiva is a small-town person (from a village called Sangli) and has no corrupt bones in his body. Daksh is more practical and tells Shiva not to take his police duty too seriously. Shiva meets Sandhya Joshi (Nisha Kothari), a journalist who is investigating the murder by John. Sandhya comes to the police station to ask Tavde what progress he has made. Tavde retorts that there are no witnesses to the crime despite the murder taking place in the middle of a crowded street in daylight. Bappu summons Shiva for a meeting and understands that Shiva is a no-nonsense type of person and is not afraid of political power. Sandhya reaches out to Shiva when some eve teasers harass her colleague when she leaves work to go home. Shiva intervenes and slaps the eve-teasers even as they proclaim to be sons of powerful politicians. Sandhya falls in love with Shiva as he is very different to any policeman that she has met previously. John and Shiva meet in front of Tavde and don't like each other from the start. John has his eyes on Sandhya, after he sees her riding a bike with Shiva. John tries to put his hands on Sandhya, but she was with Shiva at the time and Shiva beats up John very badly. John is forced take refuge in Sawant's police station to save himself. At an internal inquiry, Shiva alleges that there are 17 cases against John, but Sawant says there is no proof against John. Tavde asks Bappu to intervene and find a solution to Shiva. Bappu sends his 2nd in command to get Shiva on his payroll and offers Rs 10 Lakhs. Shiva breaks his nose and sends him back to Bappu. Bappu orders a hit on Shiva via Malaysia assassin Kutney (Ganesh Mayekar). Kutney attacks Shiva when he was out shopping with Sandhya. He manages to stab Sandhya, but Shiva is saved, and he defeats Kutney. Kutney gives evidence against Bappu to Shiva. Bappu is now forced to leave his house and go underground. Home Minister Manohar Shirke (Dilip Prabhawalkar) calls Shiva for a meeting and tells him that Bappu is his man. He threatens to either transfer Shiva or hurt his loved ones including Sandhya. Tavde hires goons to put some acid on Sandhya. They abduct her with an aim to sexually assault her and then put acid on her face. She was talking to Shiva on the phone at the time, so Shiva tracks her down in time and saves her. Shiva marries Sandhya. He moves into his own flat at Malad. Shiva uses an old friend of Bappu, Yusuf, to call him and reveal his location for a meeting. Shiva and the police attacks and arrest Bappu, John and their goons. Bappu tells Sawant that if Shirke doesn't release him in 24 hours, he will spill the beans on everyone. Sawant tells Shirke and Shirke orders the assassination of Bappu, by paying 2 killers Rs 1 Crore. But Bappu is taken away from jail before the assassins can get to him inside the jail. Shiva has Bappu. Shirke hauls Shiva in front of an inquiry commission and Shiva resigns along with his supporters Inspector Sudhir Kamat (Nagesh Bhonsle), Inspector Salim Inamdar (Pankaj Jha), Hawaldar Atmaran Bhende (Dinesh Lamba). Shiva and his friends turn vigilantes and attack Bappu's warehouses across Bombay. Shirke and Sawant decide to go after Shiva's family, but he had anticipated this and already moved them to a safe-house. Meanwhile John gets free and releases Bappu and the other hostages. They kill Shiva's friends and take Sandhya hostage. Salim survives and follows Bappu and his men and informs Shiva about Bappu's location. This call is intercepted by Sawant, who sends the assassins to this location. As John moves to sexually assault Sandhya, Shiva arrives and beats him dead with his bare hands. As Shiva arrests Bappu, the assassins arrive. Shiva and the 2 assassins have a fist fight after one of the assassins shoots Bappu in the leg after he tries to run away. Shiva kills both assassins and Tavde gets killed when one of the assassins fall on him. Now Shiva arrests Bappu and tells him that Shirke will send more assassins to kill him. His only choice is to turn a government witness. Bappu agrees. Sawant runs away (he is later arrested in UP) and Shirke commits suicide.
